Following the First Congress of the Ba Tri Commune Party Committee, term 2025-2030, the Commune People's Committee advised the Commune Party Committee to issue Resolution No. 03-NQ/DU dated October 20, 2025, on building a New Rural Commune, aiming to build a modern New Rural Commune in the 2025-2030 period. The Resolution has been implemented throughout the political system and the people have joined hands in carrying out the task of building a New Rural Commune.

Propaganda and mobilization efforts have been consistently and extensively carried out throughout the political system and among the people regarding the emulation movement " Vinh Long joins the whole country in building new rural areas"; and the campaign "All people unite to build new rural areas and civilized urban areas". This has raised awareness among officials, Party members, union members, association members, and the people about the role of "the people as the main actors" in implementing the new rural area construction movement.

Currently, within the commune, there are 5 households engaged in production and business activities that have been evaluated and classified as having 9 OCOP products achieving 3 stars. In addition, the commune is implementing value chains for key agricultural products such as rice, shrimp, and cattle, linked to concentrated production areas focused on safety, contributing to improving the living standards of the people.

By 2025, the commune's average per capita income will reach 85.2 million VND/year; the multidimensional poverty rate will be 3.92%. Based on the assessment according to the National Criteria for New Rural Development in the 2021-2025 period, the commune self-assessed that it has met 15 out of 19 criteria for New Rural Development as stipulated in Decision No. 1231/QD-UBND dated September 15, 2025, of the Provincial People's Committee (4 criteria not yet met include: transportation, schools, cultural facilities, and national defense and security).

Specifically, based on the review conducted according to the National Criteria for Building New Rural Areas in the period 2026-2030, the commune self-assessed that it met 5 out of 10 criteria for New Rural Areas as stipulated in Decision No. 51/2025/QD-TTg dated December 29, 2025, of the Prime Minister (the unmet criteria include: planning; socio-economic infrastructure; culture, education, health; rural environment and landscape; access to law and security, national defense).

At the meeting, the People's Committee of Ba Tri commune proposed that provincial departments and agencies continue to pay attention to and support the commune in completing the criteria to soon achieve the New Rural Area standard in 2026. The commune proposed to the province a total investment capital of over 174.3 billion VND for New Rural Area construction.

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Chau Van Hoa stated that the locality needs to pay close attention to leadership and guidance; clearly assign tasks and specific work contents to each member of the Steering Committee and Management Board of National Target Programs at the commune level; report on progress weekly; and widely promote the movement of "every household, every person competing" in the daily lives of the people to build new rural areas. At the same time, it is necessary to clearly identify the list of investment projects and balance local resources; and to identify the construction of new rural communes as a key, regular, and continuous task for the Party committee and the entire political and social system, with the people working together in unity and consensus to successfully achieve this task in 2026.
