
Speaking at the conference, Party Secretary and Chairman of the People's Council of Bat Bat commune, Do Quang Trung, stated that in implementing the Party and State's policy on streamlining the organizational structure and improving the effectiveness and efficiency of the political system at the grassroots level, the commune has carefully studied historical, cultural, geographical, population size, and socio-economic development conditions to develop a plan that is scientific, feasible, and consistent with the local reality. The plan involves reorganizing the existing 28 villages of Bat Bat commune into 11 villages.

The reorganization aims to ensure the population size and number of households comply with regulations, streamline the administrative apparatus, improve the quality of operations in residential areas, facilitate management, effectively mobilize resources, and meet the development requirements of the locality in the new phase.
At the conference, delegates focused on discussing and contributing many heartfelt and responsible opinions related to the plan for rearranging and merging villages in the commune. Many opinions suggested that the selection of new village names should ensure they are consistent with the local history and cultural traditions and meet the legitimate aspirations of the people.
The delegates also suggested considering the location of the village cultural center after the merger, prioritizing convenience for community activities, while retaining and effectively utilizing existing cultural centers to better serve the meeting and activity needs of the people.
Addressing some of the delegates' concerns, the Chairman of the People's Committee of the commune, Nguyen Ngoc Tu, clarified the legal basis, objectives, requirements, criteria, and roadmap for the rearrangement and merger of hamlets and villages as directed by the Central Government and Hanoi City. He also discussed and explained issues related to the naming of the new hamlets, the location of the cultural center, and the use of existing cultural facilities.

Concluding the conference, the Party Secretary and Chairman of the People's Council of Bat Bat commune, Do Quang Trung, affirmed that immediately after the conference, the Standing Committee of the Party Committee will continue to comprehensively assess all relevant factors such as geographical location, historical traditions, cultural identity, population size, infrastructure conditions, and the legitimate aspirations of the people to study and select the most optimal plan, ensuring it is both suitable to the local reality and fully meets the criteria and requirements of the Central Government and Hanoi city.

The Party Secretary of the commune particularly emphasized the need to improve the quality of village officials after the reorganization, including promoting the application of information technology and digital transformation in management and administration to meet the increasingly high demands of grassroots governance.
