Leveraging combined strengths and maintaining the achievements of universal education.

At 31 years old, Ms. H'Then (An Phu, Gia Lai ) only learned to read and write two years ago. Before, being illiterate, she felt insecure and ashamed wherever she went because she couldn't read or sign her own name. In 2024, when literacy classes became available, she immediately enrolled. Now that she can read and write, she no longer feels embarrassed.

According to information from the Gia Lai Provincial People's Committee, by 2025, the entire province will have 4 out of 135 communes and wards meeting literacy standards at level 1, 131 out of 135 communes and wards meeting literacy standards at level 2, and the entire province will meet literacy standards at level 1.

This result demonstrates the persistent efforts of the government, the education sector, and the people in maintaining and strengthening the achievements of universal education, especially in remote areas and among ethnic minorities.

To achieve this result, the Gia Lai Provincial People's Committee directed all levels and sectors to strengthen propaganda and raise awareness of the importance of literacy eradication in socio-economic development. This work was identified as an important political task for the entire system, not just the education sector.

Accordingly, localities, agencies, and organizations have closely coordinated with the Education sector to effectively implement the goals of universal education and illiteracy eradication. At the same time, the province has directed efforts to improve the quality of preschool, primary, and secondary education, linking universal education with the implementation of the 2018 General Education Program, in order to meet the requirements of fundamental and comprehensive educational reform today.

Regarding literacy programs, localities maintain accurate lists of illiterate individuals and children of school age, and implement appropriate solutions to encourage their enrollment. Special attention is paid to vulnerable groups such as people with disabilities, women, ethnic minority children, and students who have dropped out of school. Support programs and policies for students and teachers are implemented fully and promptly.

The students in the literacy class include some who are just over 30, but others whose hair has already turned gray.

United in purpose, spreading the spirit of lifelong learning.

Along with the efforts of the Education sector, community learning centers at the grassroots level play a crucial role in organizing literacy classes tailored to the living conditions of the people, especially in ethnic minority areas, mountainous regions, and coastal areas. Village elders, heads of hamlets, and influential community members actively encourage people to attend classes, contributing to the sustainable maintenance of literacy and spreading the spirit of lifelong learning.

Besides the Education sector, the Department of Internal Affairs coordinates with localities to adjust and allocate human resources in educational institutions to meet the requirements of universal education and literacy eradication. The Department of Culture, Sports and Tourism strengthens propaganda through mass media about the Party and State's policies and guidelines in this field.

Political and social organizations also played a role: the Vietnam Fatherland Front Committee of Gia Lai province and the Gia Lai Provincial Youth Union intensified propaganda and mobilization efforts to encourage members and young people of school age to attend classes. At the same time, they assigned members to support and tutor weak students; and encouraged older adults and those who had not graduated from lower secondary school to participate in continuing education classes.

The Provincial Women's Union encourages its members to send their children to school at the appropriate age, preventing them from dropping out. At the same time, it supports disadvantaged families so that children and women have the opportunity to study. The Provincial Association for the Promotion of Learning coordinates the implementation of learning and talent promotion activities, developing the lifelong learning movement.

At the commune/ward level, according to Mr. Lam Hai Giang, the People's Committee proactively develops plans for universal education and literacy eradication that are appropriate to the actual situation. Through this, they allocate funds for implementation and direct the Department of Culture and Social Affairs and schools to coordinate in opening supplementary education classes, literacy classes, and vocational training classes for the people. Monitoring and evaluation are carried out periodically to learn from experience and promptly reward collectives and individuals who perform well.

Each year, the province holds reviews and summaries of its universal education and literacy programs, evaluating achievements and proposing solutions for the next phase. Thanks to this, literacy and universal education efforts in Gia Lai continue to be firmly maintained, leading to improved intellectual standards and sustainable development.

With the motto "leaving no one behind in the learning journey," Gia Lai province is gradually consolidating and improving the quality of universal education and literacy, creating a solid foundation for the development of local human resources. From cities to remote areas, the spirit of learning and the aspiration to advance through knowledge are spreading, contributing to building a truly learning society for everyone.

According to Mr. Lam Hai Giang, Vice Chairman of the Gia Lai Provincial People's Committee, the Department of Education and Training is the lead agency, coordinating with other departments, branches, and commune-level authorities to inspect, compile statistics, and create dossiers on universal education and literacy eradication. They conduct self-assessments and report to achieve the required standards. Regular investigations and reviews help the province understand the current situation and propose measures to improve the quality of universal education in each stage.
