Danger lurks
Chap Cho culvert is the “unique” route from Hoi Tram hamlet to Kha and Dang Long hamlets, where over 400 households live. Built in 2009, Chap Cho culvert is 15m long, with a surface of about 5.5m wide, crossing Bai Bay stream. A survey in early August, the peak of the rainy season, showed that the water level always rose to approximately the underground surface. Just a heavy rain lasting about 40 minutes was enough to raise the water level, making it impossible for vehicles to pass. Garbage and dry branches blocking the culvert mouth accidentally became the cause of the blockage of the culvert when flood water accumulated.
According to people living near the overflow area, whenever it rains heavily, water from the high hills flows down and overflows the underground surface. People living in the inner hamlets are isolated, all daily activities and production and business are suspended. Ms. Bui Kim Anh, Hoi Tram hamlet said: "Because the overflow area is designed lower than the road surface, the underground has been flooded for many years. There are times when heavy rain lasts for 3-4 days before the water recedes, the whole area is completely submerged."
The sewer was buried by garbage, causing flood water from upstream to not be able to circulate in time.
With a large and complex area divided by the Boi River and small streams into residential clusters. To facilitate the movement of local people, the Party and the State have mobilized investment resources to build over 20 bridges and spillways connecting villages and hamlets in the area. However, after a long time of use, some spillways have degraded, are severely damaged and do not operate effectively. Actual surveys show that underground surface items have seriously subsided, marker posts have fallen... causing traffic insecurity for people and vehicles traveling on the spillways during the rainy and stormy season.
Efforts to reduce safety risks
After heavy rains caused by the circulation of Storm No. 3 (Wipha) in July, the underground overflow system in Nat Son commune was flooded, many residential areas were isolated. Accordingly, the underground overflows of Bai Vo, Bo, Suoi Kho, Co Bo, Ben Khom, Tra... were all flooded, the water flowed rapidly. After 3-4 days of water receding, all activities and traffic through the underground were safe.
Because they were built a long time ago, the construction items at the spillways have degraded and are severely damaged.
To proactively ensure safety at bridge and culvert areas during the storm season, the Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense of Nat Son commune has developed a specific plan and deployed it to villages and hamlets in the area. Assigning forces to organize inspections and review of vulnerable spillway areas with potential safety risks.
Mobilize over 400 people including members of the Command Committee for Natural Disaster Prevention and Control - Search and Rescue and Commune Civil Defense, police, militia and self-defense forces... to participate in guarding at flooded bridges and culverts. Set up barricades to warn of danger, assign forces to stand guard at key locations to direct traffic, and prevent people and vehicles from passing through culverts if safety is not ensured.
What is worrying is that, despite frequent propaganda and reminders about the hidden dangers of crossing the spillway during the flood season, some people have remained complacent and deliberately crossed the spillway when safety was not ensured, leading to unfortunate accidents.
In fact, to completely resolve the unsafe situation in underground spillways during the rainy and stormy season, it is necessary to quickly invest in and upgrade the synchronous infrastructure system. In the commune, there are currently a number of bridges and underground spillways that were invested in and built a long time ago, but are now degraded and cannot meet the needs of traffic and goods transportation of people during the rainy and stormy season. Currently, the functional departments have inspected, reviewed and recommended investment in upgrading the underground Kham, Kha... to resolve the shortcomings during the rainy and stormy season.
The Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense of Nat Son commune inspected and reviewed underground areas with potential safety risks in the area.
Comrade Bach Cong Ban - Vice Chairman of Nat Son Commune People's Committee said: "Thanks to proactively implementing many solutions to ensure safety at bridge and culvert areas, this year's storm season has not had any unfortunate accidents. However, not being negligent or subjective in the face of complicated weather conditions, the Steering Committee for Natural Disaster Prevention and Control - Search and Rescue and Civil Defense of the commune continues to implement solutions to ensure absolute safety for people and vehicles traveling through the culvert. Especially during times of heavy rain and strong winds in the area.
Direct specialized departments to coordinate with the Hamlet Management Board to step up the inspection and review of degraded bridges and culverts to propose and recommend repairs and upgrades in accordance with actual conditions. Strengthen propaganda and mobilization work to raise people's awareness and vigilance, and prevent risks when traveling through culverts during the rainy and stormy season. Thereby, making efforts to ensure the safety of people's lives and property, contributing to ensuring the safety of vehicles, and promoting local socio-economic development.
