Building consensus among the people.
On June 13, 2026, at residential area Cluster 7, Trat Cau village, the Investment and Infrastructure Project Management Board of Thuong Tin commune continued to disburse compensation and support payments for land clearance to 162 families and individuals whose land was acquired. This was the 17th payment round for families and individuals throughout Thuong Tin commune whose agricultural land and graves were within the land clearance area for the Hanoi International Sports City Project.

The total amount paid out on June 13th reached 164 billion VND. This is one of the largest payment rounds of the project, organized systematically, openly, and transparently. The highest amount received by a household was nearly 3.7 billion VND, while the lowest was approximately 1 billion VND. Most residents expressed their agreement with the compensation and support plan, stating that the payment levels are generally in line with regulations and contribute to ensuring their legitimate rights.
Present at the payment ceremony, Ms. Nguyen Thi Rut, from Cluster 7, Trat Cau village, shared that her family of eight had over 3,300 square meters of agricultural land confiscated for the project. The nearly 3.7 billion VND she received will be divided fairly among her children and grandchildren; a portion will be used for house repairs and household purchases, and the remainder will be saved for long-term stability.
Similarly, Ms. Nguyen Thi Hoa, also from Cluster 7, shared that her family received over 1.5 billion VND in compensation for the project. "This money will be divided among family members, ensuring fairness and stability in their lives," Ms. Hoa explained.
Notably, at the payment point, Agribank's Thuong Tin branch, along with several other banks, deployed personnel to assist people in depositing savings on the spot. This solution not only helps people conveniently manage their finances but also ensures the safety of their funds, avoiding risks during transportation.
According to Dang Van Thanh, Deputy Director of the Investment and Infrastructure Project Management Board of Thuong Tin commune, the timely and proper payment of funds has created a positive ripple effect, contributing to increased public trust in the local government and thereby accelerating the progress of the project's next steps.
The Hanoi International Sports City project is large-scale, with 1,386 hectares of land in Thuong Tin commune alone subject to land clearance. This includes 912.8 hectares of agricultural land affecting numerous households, 62.86 hectares of residential and other land affecting 550 families, and 349.5 hectares of land managed by the commune's People's Committee…
Recently, the People's Committee of Thuong Tin commune issued notices of land acquisition totaling 1,225.6 hectares, affecting approximately 11,807 households and individuals whose land is within the project's scope (reaching 88.4%). In addition, the People's Committee of the commune issued decisions approving the land acquisition plan and decisions on land acquisition for an area of 500.2/1,386 hectares.

Efforts to complete the land clearance process on schedule.
Due to the large scope of impact, gaining public consensus was identified as a decisive factor. Therefore, starting from the end of February 2026, the commune began implementing the first steps in land clearance for the project. Specifically, the Commune People's Committee issued decisions establishing the Compensation, Support, and Resettlement Council, and also formed land clearance working groups responsible for 28 villages.
The specific assignment of responsibilities by geographical area helps to ensure that propaganda and mobilization efforts are implemented in a practical manner, promptly grasping the thoughts and aspirations of each household. From March to April 2026, Thuong Tin commune organized general meetings of all residents in 28 villages to discuss policies and guidelines related to the project.
Through these meetings, residents throughout the area were provided with comprehensive information about the project's objectives, compensation and resettlement policies, as well as specific implementation steps. Many opinions and suggestions from residents were received and addressed promptly, helping to minimize concerns.
Alongside the propaganda and compensation payment efforts, the relocation of graves and the inventory of existing graves are being carried out vigorously. According to statistics, the project area in Thuong Tin commune has 3,500 graves located within the land acquisition boundary; to date, 1,045 graves have been inventoried and 68 have been relocated.
To date, a total of approximately 2,939 billion VND has been disbursed for land clearance and compensation for the project in 16 out of 28 villages. As of June 13th, the commune People's Committee has approved an additional 200 hectares of land, bringing the total approved land area within the project's scope to approximately 700/1,386 hectares, representing over 51% of the project area within the commune's jurisdiction. This is a commendable achievement, demonstrating the efforts of the commune government and the consensus of the people.
Chairman of the People's Committee of Thuong Tin commune, Phan Thanh Tung, affirmed that the commune leadership has requested units to expedite the completion of dossiers and strengthen efforts to resolve legitimate requests from the people. Organizations have also been mobilized to closely monitor the situation and contribute to creating unity within the community.
In particular, the commune has coordinated with the investor to develop a mechanism to encourage people to cooperate in land clearance and relocation of assets and graves early by rewarding progress if completion is ahead of schedule. This solution has initially proven effective, contributing to accelerating the overall progress of the project.
With a systematic and coordinated approach and decisive action, the land clearance work for the Hanoi International Sports City project in Thuong Tin commune is achieving positive results. Despite the large volume of work and the significant area to be acquired compared to other localities, Thuong Tin commune, with its flexible solutions, is striving to complete the land clearance work on schedule as assigned by the city, creating an important foundation for the construction of a modern sports city and contributing to the socio-economic development of Hanoi.
