The government has just issued Resolution No. 29/2026/NQ-CP on piloting a number of policies to implement the roadmap for using E10 gasoline, effective from June 16, 2026 to June 15, 2028.
The most notable point of the Resolution is the inclusion of E10 RON95-III gasoline into the State's price regulation mechanism, replacing the role of RON95-III gasoline. Accordingly, the Ministry of Industry and Trade and the Ministry of Finance will determine the constituent elements and announce the base price to serve as the basis for regulating retail prices in the market.

Previously, after each fuel price adjustment period, businesses would independently adjust the price of E10 gasoline based on the prices of petroleum products announced by the Ministry of Industry and Trade and the Ministry of Finance. With the new mechanism, the base price of E10 gasoline will be determined directly, just like other major petroleum products.
According to the Resolution, the base price of E10 RON95-III gasoline is determined from several factors, including the price of RON95 gasoline on the world market, the price of fuel ethanol, the costs of bringing gasoline to Vietnam, business costs, the standard profit margin, and other related expenses.
The world price of RON95 gasoline will be determined by the Ministry of Industry and Trade based on the average international transaction price between two price adjustment periods. Meanwhile, the price of ethanol - the component that makes up E10 bio-gasoline - will be determined and announced by the Ministry of Finance to be included in the price calculation formula.
The resolution also assigns the Ministry of Finance to lead the review and updating of actual costs incurred during the E10 gasoline business in order to refine the pricing formula during the pilot period.
Along with the new pricing mechanism, the Government requires petroleum wholesalers to report complete and accurate data related to costs and business operations of E10 gasoline, and to be legally responsible for the truthfulness of the information provided.
The change in operating mechanism is taking place against the backdrop of E10 gasoline rapidly becoming a dominant product in the market. According to the Ministry of Industry and Trade, just 15 days after nationwide rollout, E10 gasoline consumption reached nearly 500 million liters, accounting for over 92% of the total bio-gasoline consumption in the country. Meanwhile, E5 gasoline consumption only reached about 40 million liters.
To ensure a smooth transition, the government also encourages businesses to dispose of all existing unleaded gasoline inventories before July 31st. Simultaneously, relevant ministries and agencies are tasked with researching tax policies, developing ethanol raw material areas, upgrading storage infrastructure, and strengthening quality control of biofuels.
Experts believe that including E10 gasoline in the official price announcement mechanism is an important step towards perfecting the biofuel market, creating a basis for expanding the use of E10 gasoline, reducing emissions, and gradually replacing traditional mineral gasoline in the future.
