The goal is to "ensure that no one is left living in temporary or dilapidated housing by 2025." Through implementation, many good, creative, and effective approaches have been implemented and replicated.
FROM DETERMINATION TO ACTION
Responding to the compassionate call of Prime Minister Pham Minh Chinh : "Everyone contributes what they can, everyone contributes their labor, everyone contributes their resources," organizations, individuals, and philanthropists in Cho Gao district have joined hands with local authorities at all levels to build, repair, and hand over new houses to the people, imbued with heartfelt kindness.

According to Le Van Chat, Head of the Internal Affairs Department of Cho Gao District: With the motto "only talk about doing, not talking about retreating," the emulation movement "Joining hands to build and repair rural areas in the district in 2025" has been implemented vigorously. Immediately after the movement was launched, the district promptly reviewed and clearly identified the support needs of the people. As a result, 8 households met the criteria for support. Of these, 1 household is a policy beneficiary, a person with meritorious service and a relative of a martyr, and 7 households are classified as poor, near-poor, or disadvantaged households eligible for support in building and repairing houses. Housing support not only helps poor households settle down but also contributes to changing the face of rural areas and strengthening solidarity within the community.
With a high sense of responsibility, Cai Lay district has assigned specific and clear tasks, ensuring six clear points (clear person, clear task, clear time, clear responsibility, clear product, clear authority). According to statistics, in 2025, Cai Lay district had 244 poor households, near-poor households, and people with meritorious services needing support for new house construction and repairs, with a total budget of over 12 billion VND; of which 159 houses met the criteria for support under the Rural Development Program, with a budget of over 7.7 billion VND. For the remaining houses, the Cai Lay District Fatherland Front Committee mobilized organizations and individuals to provide support so that poor and near-poor households could improve their housing. To date, 100% of the houses have been started, with many already completed and handed over to the families.
| Through a review, Tien Giang province has 587 households with temporary or dilapidated houses that meet the criteria for support in rebuilding or repairing (350 for new construction and 237 for repairs). This includes: 136 households belonging to war veterans and their families; and 451 households belonging to poor and near-poor households. The total budget for implementation is 29.1 billion VND (of which 6.1 billion VND is for supporting war veterans and their families, and 23 billion VND is for supporting poor and near-poor households). |
In Tan Phu Dong district, the work of building and repairing dilapidated houses has also been implemented decisively and comprehensively. The Steering Committee for Building and Repairing Dilapidated Houses at all levels in the district has held many meetings to promptly resolve difficulties and ensure that each stage and step is carried out according to the correct procedures and schedule. The support for building and repairing temporary and dilapidated houses for the people demonstrates the sharing and companionship of the entire political system and the community. The newly completed houses are a solid starting point, helping people gradually "settle down and prosper".
Not only through determination, the movement has been implemented vigorously thanks to the joint efforts and contributions from the community. The rural development and resettlement activities in Tien Giang province have been carried out decisively, adhering to the motto "only discuss, do, never retreat." Regarding progress, as of May 9, 2025: The entire province has started and completed 486 houses, putting them into use. Of these, 131 houses belong to families of war veterans; and 355 houses belong to poor and near-poor households. This exceeds the target registered with the Central Steering Committee and the Provincial Party Committee (eliminating 485 temporary and dilapidated houses before April 30, 2025). Currently, there are 101 cases in the province that are underway or preparing for commencement. The Provincial People's Committee will direct and urge localities to strive to complete the projects before June 30, 2025, according to the schedule registered with the Central and Provincial Party Committees.
A NEW HOME, A NEW LIFE
More than just building houses, the Rural Development Program has instilled hope and opened up opportunities for life-changing changes for hundreds of impoverished households. The newly constructed homes demonstrate the coordinated efforts of the entire political system and the community. With decisive leadership from all levels of government, along with the joint efforts of the people and businesses, the province is gradually realizing the Rural Development Program's goals, creating conditions for stable housing for many families.

Mr. Tran Van Tieng's family (Ong Non hamlet, Tan Trung commune, Go Cong city) lived in a dilapidated, unsafe house. Mr. Tieng himself suffered a stroke and receives monthly social welfare benefits from the government. His family's livelihood depended solely on a few acres of farmland for growing crops, making their situation extremely difficult. Thanks to the Rural Development Program, Mr. Tieng received 60 million VND in support. His family contributed additional funds to build a more solid and sturdy house. This new home not only stabilizes their lives but also serves as motivation to overcome their difficulties.
For example, the family of Mr. Nguyen Van Than, residing in Zone 1, Cho Gao town, Cho Gao district, is classified as near-poor and has lived in a dilapidated house for many years. The family members rely solely on Mr. Than's income from hired labor. Whenever there is heavy rain, the old, leaky house becomes even more damp. Upon receiving support to build a new house, Mr. Than was deeply moved: “This is a dream come true for me. My family is grateful for the government's concern and is determined to strive for a stable life.”
Thanks to decisive action, Cho Gao district has now completed the support for the construction and repair of 8 houses for policy beneficiary families, poor households, and near-poor households with difficult circumstances. Cho Gao district has completed the XNT-NDT program according to the set targets and plans before April 30, 2025.
Having lived for many years in a dilapidated house, Mr. Nguyen Thanh Chau, residing in Ward 4, My Tho City, never dared to dream of having a proper home. Wobbly wooden pillars and makeshift walls were the daily reality his family faced. The joy came unexpectedly when his family received 60 million VND in support to build a new, sturdy house. "Without the help of the Party, the State, and the collective efforts of the community, I don't know when my family would have had a decent place to live like we do now," Mr. Chau shared emotionally.

The family of Ms. Do Thi Nam, from Phu Khuong hamlet, Phu Kiet commune, Cho Gao district, has also recently moved into a new house. Their previous house was dilapidated, causing Ms. Nam constant worry every rainy season. “As soon as the new house was finished, I moved in immediately and I’m so happy. If we had to rely on ourselves, I don’t know when my family would have been able to rebuild it. From now on, my family will no longer live in constant fear whenever there is heavy rain and strong winds. Now, my family feels secure and has more motivation to strive for a stable life,” Ms. Nam happily stated.
For many years, the family of Mr. Nguyen Van Hai (residing in Binh Tinh neighborhood, Binh Phu town, Cai Lay district) lived in a dilapidated house but lacked the means to rebuild or repair it. Thanks to a grant of 60 million VND, his family was able to build a new house. Mr. Hai happily said: "Having a stable place to live, from now on my family will try our best to work hard to gradually improve our lives, so as not to disappoint this kind help. The new house is like a dream come true. Without the help of the government and the community, I probably wouldn't have been able to rebuild a sturdy home like this."
Support for the construction and repair of temporary and dilapidated houses has been implemented correctly, targeting the right beneficiaries and ensuring progress and quality. The Steering Committee, from the provincial to the grassroots level, has directly supervised, inspected, and monitored the construction of houses closely, ensuring the set goals and plans are met. With the decisive involvement of all levels, sectors, and localities, and the joint efforts of the community, the emulation movement "Joining hands to build and repair temporary and dilapidated houses in the province in 2025" has been focused on implementation and is progressing according to schedule.
It began with dilapidated houses swaying in the wind, and ended with the overwhelming happiness of poor and near-poor people moving into sturdy homes. The XNT-NDT joint effort is not just a journey, but also a testament to the determination, responsibility, and spirit of "mutual support" spreading throughout Tien Giang province.
