Clause 1, Article 9 of the 2008 Road Traffic Law stipulates that traffic participants must drive in the correct lane and road section according to legal regulations: " Traffic participants must drive on the right side of the road in the direction of travel, drive in the correct lane and road section and must comply with the road signal system".
At the same time, based on Circular No. 04/2008/TT-BXD guiding the management of urban roads and Circular 16/2009/TT-BXD on amending and supplementing Circular No. 04/2008/TT-BXD guiding the management of urban roads, sidewalks (or pavements, street pavements) are part of urban roads, serving mainly pedestrians and combining to be the place to arrange urban technical infrastructure systems along the route.

Thus, the sidewalk is not the part of the road reserved for vehicles, including bicycles. Therefore, except for going onto the sidewalk to enter a house, riding on the sidewalk is a violation of road traffic laws. The act of riding a bicycle on the sidewalk will be subject to administrative penalties in the field of road traffic.
Traffic police have the right to impose administrative sanctions for this violation according to the provisions of Point a, Clause 1, Article 8 of Decree No. 100/2019/ND-CP on administrative sanctions for violations in the field of road and railway traffic:
“ Article 8. Penalties for drivers of bicycles, motorbikes (including electric bicycles), and drivers of other rudimentary vehicles violating road traffic rules
1. A fine of VND 80,000 to VND 100,000 shall be imposed on a driver who commits one of the following violations:
a) Not going on the right side of the road, not going on the correct part of the road;
Thus, cyclists riding on the sidewalk will be fined from 80,000 VND to 100,000 VND.
