Implementing administrative procedures regardless of administrative boundaries allows organizations and individuals to submit applications and receive results of administrative procedures under the jurisdiction of administrative agencies online or in person at any one-stop service center in the province.
Since 2023, in implementing the Government 's project to innovate the one-stop and integrated one-stop mechanisms in resolving administrative procedures, the Chairman of the Provincial People's Committee has issued a Decision approving the list of 9 administrative procedures to be piloted for receiving and returning results regardless of administrative boundaries in the province. Specifically, at the Provincial Public Administrative Service Center, the "one-stop" service at the district level includes 7 administrative procedures in the fields of: diploma and certificate systems; veterinary medicine; food safety and nutrition; trade promotion; and multi-level marketing management. At the "one-stop" service at the district and commune levels, there are 2 administrative procedures in the fields of construction planning and grassroots culture.
Mr. Dao Duc Phon, from Rung Cam Cham Non village, Hoa Lac commune, Huu Lung district, said: "Previously, to complete some procedures related to construction, I had to go to the district's 'one-stop' service center, which was a long journey. Now, people can do it right at the commune People's Committee, saving time, effort, and travel costs."
In the current context, when reorganizing the administrative apparatus and operating a two-tiered government system, the implementation of administrative procedures regardless of administrative boundaries is receiving even more attention and direction from the Government. Specifically, on June 5, 2025, the Government issued document No. 4974 on receiving and resolving administrative procedures when reorganizing the local government apparatus, which requires 100% of administrative procedures to be implemented regardless of administrative boundaries within the province. On June 7, 2025, the Provincial People's Committee issued document No. 1115 on receiving and resolving administrative procedures when reorganizing the local government apparatus, which requires departments, agencies, and the People's Committees of districts and cities to review and restructure administrative procedure processes; and to advise on amending internal and electronic procedures according to guidelines to ensure that 100% of administrative procedures are implemented regardless of administrative boundaries within the province.
On June 9, 2025, the Government issued Decree No. 118 on the implementation of administrative procedures under the one-stop and integrated one-stop mechanisms at the one-stop service center and the National Public Service Portal. This decree amends regulations on receiving, processing applications, and returning results of administrative procedures, ensuring that the implementation of these procedures is independent of administrative boundaries within the provincial level.
According to Ms. Hoang Thi Luan, Deputy Director of the Public Administrative Service Center, Office of the Provincial People's Committee, administrative procedures that are not dependent on administrative boundaries within the province include: administrative procedures under the authority of the Provincial People's Committee, the Chairman of the Provincial People's Committee, specialized agencies under the Provincial People's Committee, and commune-level agencies within the province; administrative procedures under the authority of ministries and sectors assigned to localities; and administrative procedures under the authority of agencies organized according to the vertical system at the local level.
To ensure the smooth implementation of administrative procedures regardless of administrative boundaries, four factors must be ensured: data synchronization; division of administrative authority; a digital environment – the platform for resolving online public services; and most importantly, administrative processes related to legal regulations. Therefore, in recent times, the Provincial People's Committee has implemented a synchronized and unified system for resolving administrative procedures across 228 agencies and units in the province; providing 1,871 online public services, including 1,027 full-process services and 516 partial services. Currently, the Provincial People's Committee has assigned the Provincial People's Committee Office to review and re-evaluate the online public services currently being provided, especially those with low application volumes, in order to upgrade and improve them to ensure convenience, practicality, and integration into the National Public Service Portal.
In addition, the Provincial People's Committee is also assigning specialized agencies to develop a list of administrative procedures to be implemented without geographical boundaries for 60% of the administrative procedures under the jurisdiction of the provincial and grassroots levels. At the same time, it is approving the restructured internal procedures for administrative procedures included in the list of procedures without administrative boundaries.
With strong determination, the implementation of administrative procedures regardless of administrative boundaries after the two-tiered government system comes into operation will create a breakthrough in administrative reform. This will best serve the needs of organizations and individuals in the province, contributing to increased public satisfaction with the services provided by state agencies.
