GD&TĐ - Eighty years ago, the historic autumn of 1945 ushered in an era of national independence and freedom with the great victory of the August Revolution and the birth of the Democratic Republic of Vietnam.

Right in the first session on September 3, 1945, President Ho Chi Minh 's proposal to combat "ignorance" and "launch a campaign against illiteracy" was discussed and unanimously agreed upon by the Government as an urgent task.

Soon after, a series of decrees on education were signed and promulgated: Decree 17-SL “established a popular education program throughout Vietnam”; Decree 19-SL stated “to establish evening popular education classes for farmers and workers”; Decree 20-SL required “while awaiting the establishment of compulsory primary education, learning the Quốc ngữ script shall henceforth be compulsory and free for everyone.”

Launched as a campaign, the Popular Education Movement quickly spread throughout the country, achieving remarkable feats and becoming one of the golden chapters in the history of revolutionary education. In just 5 years, from 95% of the population illiterate, Vietnam had nearly 12.2 million literate people; 10 provinces with 80 districts, over 1,400 communes, and 7,200 villages were recognized as having eradicated illiteracy…

Today, the country is entering the digital age with new opportunities and challenges. The flow of globalization and the Fourth Industrial Revolution present us with a new concern - falling behind in digital knowledge and skills.

At the end of 2024, during a meeting with representatives of teachers and education administrators, building on the rapid progress of the Popular Education Movement in eradicating illiteracy, General Secretary To Lam requested the early launch of a digital Popular Education Movement; creating a foundation for the Vietnamese revolution to enter a new stage of development, building a digital nation, a digital economy , and a digital society, leading the country into an era of national progress.

Just four months later, Prime Minister Pham Minh Chinh officially launched the nationwide Mass Education Movement with the spirit of "all people, comprehensive, inclusive, widespread, and leaving no one behind".

Inspired by, inheriting, and building upon the historical lessons of the Mass Education Movement, the Digital Mass Education Movement strives to build a society that is not only rich in knowledge but also powerful in technology, ready for integration and development. The spirit of "mass education" returns in a new form: unlimited learning through digital platforms. However, the significance of the movement extends beyond simply equipping people with tools and skills; it also awakens the spirit of lifelong learning and self-reliance, which have been the foundation of the nation's strength.

To date, based on the digital literacy platform, a large number of citizens, students, and university students have been accessing digital skills training programs. The education sector, playing a leading role in popularizing digital knowledge, has issued a digital competency framework for learners. The Ministry of Education and Training has also developed a specific plan, identifying 10 key tasks to implement the digital literacy program...

Of course, the journey to achieve the goal of "eliminating digital skills gaps" is not easy. Challenges arise from difficulties in information technology infrastructure, especially in remote and rural areas where it is still weak; many people have limited opportunities to access and use digital technology due to limitations in equipment and foundational knowledge; limitations in resources for implementation, including funding, equipment, and personnel; and awareness barriers…

Therefore, much work remains to be done, from legal frameworks and policies to implementation conditions. This includes telecommunications infrastructure, technology, creating conditions for all citizens to access digital technology and enjoy free online education; developing learning content and materials, etc.

Most importantly, it requires the decisive and effective involvement of the entire political system and all citizens, along with a shift in mindset to collectively implement a new "enlightenment of the people" – where learning and developing digital skills and knowledge becomes an essential need for everyone.
