14/14 targets achieved and exceeded the plan

Taking a tour around Yen Lap town and some communes in the upper and lower districts, we were truly amazed by the rapid change in all aspects of the district. The road connecting National Highway 70B to Provincial Road 313D, 18.8km long; the road connecting National Highway 70B from Yen Lap district to National Highway 32 from Tan Son district, nearly 9km long; District Road 97 (connecting National Highway 70B to Thuong Long Lake, Thuong Long Commune), 8.7km long... has been basically completed, spacious and clean. The road from Xuan An to Trung Son, which was affected by storm No. 3, has also been repaired to serve travel, economic exchange and tourism development of the locality. Both sides of the road are dotted with sturdy, spacious and well-furnished houses and rice fields, tea hills, and cool green cinnamon forests, making the spring even more brilliant and full of life.

Comrade Ha Viet Hung - Deputy Secretary of the District Party Committee, Chairman of the People's Committee of Yen Lap district excitedly said: In 2024, with the spirit of solidarity, proactiveness, creativity, and efforts of the Party Committee, government, business community and people of all ethnic groups in the district, 14/14 socio-economic development targets of the district were achieved, exceeding the set plan. Notably: Total social investment capital in the district reached more than 1,616 billion VND, equal to 146.9% of the plan and increased by 4.9% over the same period in 2023; budget revenue in the area was more than 186 billion VND, reaching 181% of the plan; average value per hectare of cultivated land and aquaculture reached 120 million VND/ha; average income per capita reached 45 million VND/year, exceeding the set target by 8.43%. Poor households decreased by 1.53%; near-poor households decreased by 1.55%; Rate of trained workers is 67.1%, up 0.1% compared to the plan and up 1.1% over the same period; health insurance coverage rate is 95%...

Exploiting the advantages of agriculture , the district directs the promotion of agricultural extension, deploys testing and demonstration models, and transfers technical advances into production. Implementing Resolution No. 27/NQ-HDND dated December 14, 2023 of the District People's Council, Yen Lap deploys 18 production support models in 10 communes and towns, from which to replicate to other localities in the district.

By the end of 2024, the whole district will have 32 OCOP products, of which 2 are 4-star products, the rest are 3-star. The new rural construction program (NTM) has been directed with attention. In particular, it has proactively coordinated and integrated the National Target Programs, while increasing the mobilization of resources from the people to strive to basically complete the NTM criteria. Up to now, Hung Long commune has completed 19/19 criteria for advanced NTM communes; Ngoc Lap commune area 13 and Xuan Tan commune area of ​​Luong Son have achieved model NTM, bringing the total number of model NTM areas in the district to 7, and NTM areas to 24.

Along with the direction of monitoring, grasping, and creating conditions for enterprises and production facilities to maintain stability and restore production, in 2024, the district has completed the construction of a 1.6-hectare site to carry out the construction of technical infrastructure for the Yen Lap Town Industrial Cluster (phase 5); at the same time, actively coordinated with relevant departments and branches to select investors to carry out the construction of technical infrastructure for the Luong Son Industrial Cluster, ensuring strict compliance with regulations for the industrial land area that has not been invested by the state budget. Up to now, in the Luong Son Industrial Cluster and Yen Lap Town, there have been 8 factories operating stably, creating jobs for nearly 1,500 workers...

The work of eliminating temporary and dilapidated houses for poor and near-poor households, and supporting families of meritorious people facing housing difficulties has been effectively implemented, mobilizing the participation of the entire political system and business community. Social security policies for meritorious people, policy families, poor and near-poor households and social protection beneficiaries have been well implemented. Political security and social order and safety have been maintained stably. The results achieved in 2024 are clear evidence of the spirit of solidarity, determination, proactiveness, dynamism and creativity of Party committees and authorities at all levels in the district; the joint efforts and consensus of the people and business community. The achievements are the premise and motivation for Yen Lap to confidently make a breakthrough in 2025.

Speed ​​up the development pace

Comrade Nguyen Thanh Trung - Vice Chairman of Yen Lap District People's Committee discussed: The year 2025 is of special importance - the final year of implementing the Resolution of the 24th District Party Congress (term 2020 - 2025), the 5-year Socio-Economic Development Plan 2021 - 2025, and is also the year of holding Party congresses at all levels, towards the 14th National Congress of the Party, therefore, the Party Committee, the government and the entire political system from the district to the grassroots level will focus on directing the implementation of the issued resolutions, projects and key plans.

With the determination to complete and exceed 100% of the socio-economic development targets for the 2021-2025 period, as a premise for implementing the main targets and tasks for the 2026-2030 period, in 2025, Yen Lap district continues to set out 14 socio-economic development targets. In particular, striving for total social investment capital of 1,100 billion VND or more; total state budget revenue of over 107 billion VND; average value per hectare of cultivated land and aquaculture of 121.5 million VND/ha; average income per capita of over 46 million VND/year; poverty rate reduced by 1.4%; near-poor households reduced by 1%. By the end of 2025, there will be 5 communes meeting the new rural standards and 3 communes meeting 19/19 criteria; forest cover reaching 61.96%...

In order to effectively carry out the above-mentioned key tasks, along with focusing resources on socio-economic development, promoting restructuring of the agricultural sector associated with new rural construction, the district is determined to promote the application of information technology in State agencies to serve administrative reform and build e-government, digital government, improve the effectiveness and efficiency of the organizational and executive apparatus of the government from the district to the grassroots level. In particular, focus on implementing solutions to complete targets and objectives and organize the assessment of the implementation of specialized Resolutions of the District Party Committee, the Standing Committee of the District Party Committee, the 24th term, the 20th term of the District People's Council. The focus is on the Resolutions on developing the economy of hills and forests, especially large timber trees and fruit trees; Resolution on developing socio-economic infrastructure according to the standards of new rural areas and civilized urban areas in the period of 2021-2025; Resolution on developing education and training in the period of 2021-2025; Resolution on preserving and promoting the cultural identity of ethnic minorities in the area; Project on developing agricultural production and building new rural areas in Yen Lap district for the period 2024 - 2025...

In particular, the agricultural sector continues to promote propaganda, combined with policy support to transform the structure of crops and livestock; convert the form and method of organic farming to further change the agricultural mindset to agricultural economics, increase the value of agricultural production. Along with that, promote investment attraction and speed up the construction progress of a number of works and projects, especially commune and inter-residential roads. Effectively deploy capital to implement 3 national target programs: New rural construction, sustainable poverty reduction and socio-economic development in ethnic minority areas. Promote investment promotion, support innovative start-up businesses; call for investment in projects, focusing on projects approved by the Provincial People's Committee for investment promotion...

The district will also focus resources on effectively implementing the National Target Program on New Rural Construction, increasing capital mobilization, especially from the people, to strive to increase 4 more residential areas meeting New Rural standards, bringing the total number of New Rural communes in the district to 5 communes, the number of New Rural residential areas in the district by the end of 2025 to 28. Continue to direct communes, towns and entities with OCOP-certified products to focus on maintaining and improving product quality so that by 2025 there will be 6 more 3-star OCOP products, 1 product from 3 stars to 4 stars.

With the view that investment in education is investment in sustainable development, therefore, in the coming time, in the National Target Program on New Rural Development, the district will continue to prioritize investment in infrastructure, while improving the quality of teachers and fulfilling the responsibilities of school leaders to meet development requirements and improve the quality of comprehensive education for students. Carry out well the tasks in the cultural and social fields, take care of people's lives, ensure harmonious connection between economic and social development... Pay attention to implementing solutions to ensure rural security, create an environment for economic and social development.
