Visiting the mountainous district of Yen Lap in the early days of Spring 2025, we felt the transformation in the new rhythm of life of the land and people here; the lives of the ethnic minorities in the district are changing every day.

All 14 targets were met or exceeded.

Taking a stroll around Yen Lap town and some of the upper and lower communes of the district, we were truly amazed by the rapid transformation in all aspects of the district. The road connecting National Highway 70B to Provincial Road 313D, 18.8km long; the road connecting National Highway 70B in Yen Lap district to National Highway 32 in Tan Son district, nearly 9km long; and District Road 97 (connecting National Highway 70B to Thuong Long Lake, Thuong Long commune), 8.7km long... have been basically completed, wide, clean, and beautiful. The road from Xuan An to Trung Son, affected by Typhoon No. 3, has also been repaired, serving transportation, economic exchange, and tourism development in the area. Both sides of the road are dotted with sturdy, spacious, and well-maintained houses, along with lush green rice fields, tea hills, and cinnamon forests, making the spring scenery even more vibrant and full of life.

Comrade Ha Viet Hung - Deputy Secretary of the District Party Committee and Chairman of the Yen Lap District People's Committee - happily stated: In 2024, with the spirit of unity, proactiveness, creativity, and the efforts of the Party Committee, government, business community, and people of all ethnic groups in the district, all 14 socio-economic development targets of the district were achieved or exceeded the set plan. Highlights include: Total social investment in the district reached over 1,616 billion VND, equivalent to 146.9% of the plan and an increase of 4.9% compared to the same period in 2023; budget revenue in the district exceeded 186 billion VND, reaching 181% of the plan; the average value per hectare of cultivated land and aquaculture reached 120 million VND/hectare; average per capita income reached 45 million VND/year, exceeding the set target by 8.43%. The number of poor households decreased by 1.53%; the number of near-poor households decreased by 1.55%. The rate of trained workers reached 67.1%, an increase of 0.1% compared to the plan and a 1.1% increase compared to the same period last year; the health insurance coverage rate was 95%...

Leveraging its agricultural advantages, the district directed efforts to strengthen agricultural extension work, implement trial and demonstration models, and transfer advanced technologies into production. In accordance with Resolution No. 27/NQ-HĐND dated December 14, 2023, of the District People's Council, Yen Lap implemented 18 production support models in 10 communes and towns, subsequently replicating them in other localities throughout the district.

By the end of 2024, the entire district had 32 OCOP products, including 2 four-star products and the rest three-star products. The New Rural Development Program (NRDP) received focused guidance. In particular, proactive coordination and integration with National Target Programs were implemented, while also strengthening the mobilization of resources from the people to strive for the basic completion of NRDP criteria. To date, Hung Long commune has completed 19 out of 19 criteria for advanced NRDP; Zone 13 in Ngoc Lap commune and Xuan Tan zone in Luong Son commune have achieved model NRDP status, bringing the total number of model NRDP zones in the district to 7, and the total number of NRDP zones to 24.

Along with directing, monitoring, and creating favorable conditions for businesses and production facilities to maintain stability and recover production, in 2024 the district completed the preparation of 1.6 hectares of land for the construction of technical infrastructure for the Yen Lap Town Industrial Cluster (phase 5); at the same time, it actively coordinated with relevant departments and agencies to select investors to implement the construction of technical infrastructure for the Luong Son Industrial Cluster, ensuring strict adherence to regulations for the industrial land area not yet invested by the state budget. To date, eight factories are operating stably in the Luong Son Industrial Cluster and Yen Lap Town, creating jobs for nearly 1,500 workers...

The work of eliminating temporary and dilapidated houses for poor and near-poor households, and supporting families of war veterans facing housing difficulties, has been effectively implemented, mobilizing the participation of the entire political system and the business community. Social welfare policies for war veterans, policy beneficiary families, poor and near-poor households, and social protection beneficiaries have been well implemented. Political security and social order have been maintained stably. The results achieved in 2024 are clear evidence of the spirit of solidarity, determination, proactiveness, dynamism, and creativity of the Party committees and authorities at all levels in the district; and the joint efforts and solidarity of the people and the business community. The achievements are the foundation and driving force for Yen Lap to confidently make breakthroughs in 2025.

The road connecting National Highway 70B to Provincial Road 313D has recently been upgraded, making a significant contribution to promoting local socio-economic development.

Comrade Nguyen Thanh Trung - Vice Chairman of the People's Committee of Yen Lap district, shared: The year 2025 is of special importance - the final year of implementing the Resolution of the 24th District Party Congress (2020-2025 term), the 5-year socio-economic development plan 2021-2025, and also the year of holding Party congresses at all levels, leading up to the 14th National Congress of the Party. Therefore, the Party committees, the government, and the entire political system from the district to the grassroots will focus on directing the implementation of the key resolutions, projects, and plans that have been issued.

With the determination to complete and exceed 100% of the socio-economic development targets for the 2021-2025 period, as a foundation for implementing the main targets and tasks for the 2026-2030 period, in 2025, Yen Lap district continues to set 14 socio-economic development targets. These include striving for total social investment of 1,100 billion VND or more; total state budget revenue reaching over 107 billion VND; average value per hectare of cultivated land and aquaculture reaching 121.5 million VND/ha; average per capita income exceeding 46 million VND/year; a 1.4% reduction in the poverty rate; and a 1% reduction in the near-poverty rate. By the end of 2025, 5 communes will have achieved the New Rural Area standard and 3 communes will have met all 19 criteria; forest cover will reach 61.96%...

To effectively carry out the above-mentioned key tasks, along with focusing resources on socio-economic development and promoting the restructuring of the agricultural sector in conjunction with building new rural areas, the district is determined to promote the application of information technology in state agencies to serve administrative reform and the development of e-government and digital government, enhancing the effectiveness and efficiency of the organizational and operational apparatus of the government from the district to the grassroots level. In particular, it will focus decisively on implementing solutions to achieve targets and objectives, and organize the evaluation of the implementation of the thematic resolutions of the District Party Committee, the Standing Committee of the District Party Committee of the 24th term, and the District People's Council of the 20th term. The focus will be on the resolutions on the development of hill and forest economy, especially large timber and fruit trees; the resolution on the development of socio-economic infrastructure according to the standards of new rural areas and civilized urban areas in the 2021-2025 period; and the resolution on the development of education and training in the 2021-2025 period. Resolutions on preserving and promoting the cultural identity of ethnic minorities in the area; Projects for agricultural production development and new rural construction in Yen Lap district for the period 2024 - 2025...

In particular, the agricultural sector continues to promote awareness campaigns, coupled with policy support, to transform the structure of crops and livestock; to shift agricultural farming methods to organic farming, further changing the mindset towards an agricultural economy and increasing the value of agricultural production. Alongside this, efforts are being intensified to attract investment and accelerate the construction progress of several projects, especially main roads connecting communes and residential areas. The effective implementation of capital for the three national target programs: New Rural Development, Sustainable Poverty Reduction, and Socio-Economic Development in Ethnic Minority Areas, is being promoted. Investment promotion and support for innovative startups are being intensified; investment is being solicited for projects, with a focus on those already approved by the Provincial People's Committee for investment promotion...

The district will also focus resources on effectively implementing the National Target Program for building new rural areas, strengthening the mobilization of capital, especially from the people, to strive for an additional 4 residential areas meeting new rural area standards, bringing the total number of new rural communes in the district to 5, and the number of new rural residential areas in the district to 28 by the end of 2025. It will continue to direct communes, towns, and entities with OCOP-certified products to focus on maintaining, improving, and enhancing product quality so that by 2025 there will be an additional 6 OCOP 3-star products and 1 product upgraded from 3 stars to 4 stars.

With the view that investing in education is investing in sustainable development, in the coming time, within the National Target Program for building new rural areas, the district will continue to prioritize investment in infrastructure, while improving the quality of the teaching staff and fulfilling the responsibilities of school leaders to meet the requirements of development and improve the overall quality of education for students. It will also effectively carry out tasks in the socio-cultural field, care for the lives of the people, and ensure a harmonious connection between economic and social development... Attention will be paid to implementing solutions to ensure rural security and create an environment for socio-economic development.
