Party's will, people's aspirations: The source of change.

Visiting the rural areas of Quang Ninh today, one can easily find wide, open roads stretching through residential areas, spacious houses nestled beside lush green gardens, and livelihood models that are providing a stable income for the people every day.

Behind the improved appearance of the road today is the consensus of many households in the neighborhood. To provide additional space for construction, five households along the road voluntarily donated a total of 127 square meters of land. Some households donated as much as 50 square meters, while others, even those with smaller amounts, were willing to dedicate a portion of their family's land to ensure the project could proceed smoothly.

Mr. Vu Tat Dat, Party Secretary and Head of Vuon Chay neighborhood, said: “The most favorable aspect of the implementation process is receiving the consensus of the people. Once they understood that the project would bring practical benefits to the residential area, all households actively supported it, creating favorable conditions for the construction to proceed on schedule.”

Ms. Ngo Thi Phuong's family is one of the households that actively responded to the local government's initiative. After being persuaded, her family unanimously agreed to donate nearly 30 square meters of land. Looking at the land that had been a part of her family's life being handed over for the common good, Ms. Phuong shared: "With wider roads and a comprehensive drainage system, not only my family but the entire neighborhood will benefit. Therefore, when the local government appealed, my family fully supported it."

From the land voluntarily donated by the residents, the project has been gradually completed and put into use. The integrated, closed drainage system not only solves the long-standing environmental sanitation problems but also contributes to changing the appearance of the residential area. Cleaner and more spacious streets are bringing practical benefits to the daily lives of the people.

The story of Vuon Chay neighborhood is a small glimpse into the ongoing urban development and beautification efforts in many localities across the province. From voluntarily donated land and the consensus of residents on general policies, many infrastructure projects have been and are being effectively implemented. This is also clear evidence of the power of community solidarity, where each citizen is willing to contribute their efforts to make their homeland more prosperous and developed.

551 projects, 1,426 models of science and technology - sustainable livelihoods for rural and mountainous areas. After nearly a decade of implementation, the Program to support the application and transfer of scientific and technological advancements has brought many new production models into practice, contributing to increased income, changing production mindsets, and expanding development opportunities for people in rural and mountainous areas.

The spirit of readily donating land for the common good is not only prevalent in the Vuon Chay neighborhood, but also in many other localities throughout the province. In Luc Phu village, Hai Son commune, Ms. Dang Thi Oanh is one of the households actively responding to the local government's policy of expanding transportation routes.

When constructing the road to Hop Long village and the road to Luc Phu hamlet, Ms. Oanh's family voluntarily donated over 600 square meters of land for the project. This land was not only closely connected to the family's daily life and production for many years, but also represented the fruits of countless hours of hard work.

In the mountainous region of Hai Son, land is always highly valued by the people. Therefore, the decision to dedicate a portion of her family's land to a public project was not an easy one. Ms. Oanh shared: "Everyone values land, but if everyone keeps it for themselves, it will be difficult to expand the roads. Contributing a small part to make it easier for people to travel, and to give our children and grandchildren better opportunities for education and development, makes me happy and feels it's worthwhile."

That simple thought also motivated her to quickly agree with the local government's plan. Without hesitation, she and her family proactively cooperated in handing over the land, creating favorable conditions for the project's implementation. For her, the important thing was not the land donated, but the long-term benefits that the road would bring to the community.

The wide, paved roads stretching through villages and hamlets today not only transform the face of rural areas but also open up more development opportunities for many localities. Behind these well-maintained roads lies the consensus of the people, who readily donated land, moved fences, and dismantled structures to make way for transportation infrastructure. Some plots of land have been passed down through generations, some gardens have been carefully tended over the years, but for the common good, the people have chosen to share with a sense of responsibility towards their homeland.

From meetings to listen to the thoughts and aspirations of the people, to the exemplary leadership of officials and Party members at the grassroots level, many policies have gradually been implemented, receiving positive consensus from the people. As a result, roads have been widened and improved, contributing to a new look for rural areas.

Inspiring the desire for development

Aiming to ensure that all citizens of Quang Ninh benefit from development achievements, and to gradually narrow the gap between regions, the province has prioritized resources for developing transportation infrastructure in mountainous, remote, border, and island areas. This is identified as a crucial task, contributing to the foundation for promoting sustainable socio -economic development.

Over the years, from various funding sources such as Program 135, Project 196, the New Rural Development Program, and the Rural Transport Improvement and Upgrading Program for the period 2024-2025, with a vision to 2030, the province has focused on investing in and upgrading thousands of transportation projects throughout the area. The road and waterway infrastructure system is gradually being connected synchronously from the central areas to mountainous, border, and island regions. Many transportation points that previously faced difficulties in connectivity due to terrain and weather conditions have been improved and are gradually becoming fully integrated. Along with this, concrete roads have been upgraded, widened, and gradually asphalted, contributing significantly to improving the conditions for travel, trade, and production development for the people. To date, 100% of rural communes in the province have concrete or hardened roads, basically meeting the needs for travel, goods transportation, and socio-economic development.

Notably, following the implementation of the two-tiered local government model, at the end of August 2025, the province continued to commence many key transportation projects with significant ripple effects, such as: the project to renovate and upgrade Provincial Road 330 (section from Ba Chẽ to Provincial Road 342) with a total investment of 990 billion VND; and the road connecting National Highway 279 through the Tình Yêu Bridge intersection to the Bình Minh Bridge access road with a total investment of 2,860 billion VND. Along with these, a series of other infrastructure projects are being included in the new medium-term public investment plan by localities with a total capital of thousands of billions of VND.

The expanded roads and key transportation projects not only help to synchronize technical infrastructure but also strengthen connections between the highlands and the lowlands, expanding development space, creating conditions to promote investment attraction, tourism development, production, and improve the income and quality of life of the people, especially in mountainous areas, remote areas, and areas inhabited by ethnic minorities.

Today's changes all stem from the consensus among the people when the Party and State's policies are implemented in the right direction and in line with reality. The connection between the Party's will and the people's aspirations continues to be an important source, igniting the driving force for development and creating momentum for Quang Ninh to break through in the new phase.
