Identifying difficulties
As of July 2025, the number of officials and civil servants working in commune-level administrative agencies and units was only 35. The allocated staffing quota is limited compared to the requirements of the tasks after the merger, especially in the context of a large geographical area and a large population. Staff shortages occur in some specialized fields (information technology; science and technology; health; planning and construction), while other specialized fields experience surpluses (law, agriculture , state management, administration, etc.), affecting the quality and efficiency of work performed by officials and civil servants.

Furthermore, the commune's office is repurposed from the old (pre-merger) building, resulting in small office spaces and a limited number of rooms. This makes it difficult to allocate sufficient office space for agencies with many staff members. The Party Committee and People's Committee offices are far apart, creating numerous obstacles in the implementation of tasks. Some equipment is outdated and incompatible, and the information technology infrastructure is inadequate, hindering digital transformation efforts. The uneven level of public education and limited capacity for digital transformation and online public services necessitates frequent assistance from staff at the Public Administrative Service Center.
Comrade Bui Thanh Tung, Chairman of the Yen Phu Commune People's Committee, stated: Difficulties and obstacles arising during the administrative unit reorganization and the operation of the new model (organizational structure, personnel allocation, facilities, management data, etc.) were basically detected early and handled promptly. The Commune People's Committee proactively reported and sought guidance from higher levels on matters beyond its authority; at the same time, it maintained flexibility in management to ensure overall progress.
Furthermore, the process of receiving and handling administrative procedures for citizens and businesses has been maintained stably, without any interruptions. Thanks to effective leadership, management, and public awareness campaigns, the staff and civil servants have maintained their ideological stance, complied well with the restructuring and reassignment policies of their superiors, and remained confident in their work, actively carrying out and successfully completing their assigned tasks.
A major advantage in Yen Phu is the high level of public consensus on the policy of reorganizing administrative units and establishing a two-tiered local government. The locality has not experienced any hotspots, complex or large-scale complaints; political security is stable, and social order and safety are maintained; and the people actively cooperate with the government in carrying out administrative procedures and updating information after the merger.
Creating momentum for development
Having identified inherent difficulties and challenges and developed specific, scientific plans, the local government has shown great determination in implementing digital transformation, promoting the application of information technology, building e-government, and improving the efficiency of administrative reform. To date, the implementation of information technology and digital transformation in the commune has achieved many important results, most notably the complete provision of information infrastructure for the Commune People's Committee, including internal network and Internet connectivity. Currently, 100% of the Commune People's Committee's work files are processed online (excluding files classified as state secrets); 100% of online public services are provided through the one-stop service center, with the rate of online applications reaching 99.99%, creating satisfaction among citizens and businesses. The rate of electronic documents with digital signatures has reached 100%.
From July 1, 2025 to March 31, 2026, Yen Phu commune received 4,094 applications. Of these, 4,094 were received online; 4,018 applications were processed (3,754 ahead of schedule, 260 on time, and 4 late); and 76 applications are currently being processed. The operation of the two-tiered local government system has proven effective, contributing to improved efficiency and effectiveness of state management, enhanced service quality for the people, and promotion of socio-economic development. |
In 2025, the annual product value growth rate of Yen Phu commune is projected at 11%; per capita income is estimated at 65 million VND, achieving 100% of the target set by the Commune People's Council Resolution; and the economic structure is shifting in a positive direction. The commune has met 9 out of 19 criteria for building new rural areas in the 2021-2025 period. The poverty rate has decreased to 6.69%, exceeding the assigned target.
Through the "National Unity for Building a Culturally Rich Life" movement and the effective implementation of family-related work, by 2025, the commune aims to have 84% of households achieving the title of "Culturally Rich Family," and 26% of hamlets recognized as "Culturally Rich Residential Areas." The material and spiritual lives of the people have improved significantly; and the people's trust in the Party and the State has been increasingly strengthened.
