Le commandant du commandement militaire provincial de Nghe An a été nommé au poste de commandant adjoint et chef d'état-major de la région militaire 5.

Le Premier ministre a nommé le colonel Phan Dai Nghia, commandant du commandement militaire provincial de Nghe An, au poste de commandant adjoint et chef d'état-major de la région militaire 5.

Le 24 avril 2025, le Premier ministre Pham Minh Chinh a signé la décision n° 818/QD-TTg portant mutation et nomination du colonel Phan Dai Nghia, commandant du commandement militaire provincial de Nghe An, région militaire 4, au poste de commandant adjoint et chef d'état-major de la région militaire 5. La durée de cette nomination est de cinq ans. La présente décision prend effet à compter de sa date de signature.

Le colonel Phan Dai Nghia est né en 1976 ; sa ville natale est la commune de Nam Cat, district de Nam Dan, province de Nghe An .

Le colonel Phan Dai Nghia est diplômé de l'École militaire de la 4e région militaire. En septembre 2014, il est nommé commandant adjoint et chef d'état-major du commandement militaire du district de Thanh Chuong. En mars 2015, il est nommé commandant du commandement militaire du district de Nghia Dan. Il est nommé chef d'état-major adjoint du commandement militaire provincial de Nghe An en septembre 2017, puis commandant adjoint et chef d'état-major du commandement militaire provincial.

En septembre 2021, il a été nommé par le ministre de la Défense nationale commandant du commandement militaire provincial de Nghe An, en remplacement du colonel Nguyen Ngoc Ha (nommé chef d'état-major adjoint de la 4e région militaire). À cette date, le colonel Phan Dai Nghia était l'un des deux plus jeunes commandants du commandement militaire provincial de toute l'armée.
