10 notable events of 2015

BT - 2015, the final year of the 2010-2015 five-year socio-economic development plan, was a year of many significant events for the country and the province. Despite the challenging domestic economic conditions, low productivity, quality, and competitiveness of the province's main products, inadequate and inconsistent infrastructure, and prolonged drought affecting production and people's lives, the people of the province made strenuous efforts to overcome difficulties and achieved remarkable results. Certain sectors, fields, projects, and events stood out, enriching the socio-economic landscape of Binh Thuan. Here are some of the outstanding events of 2015:

1. The 13th Congress of the Binh Thuan Provincial Party Committee

From October 12th to 15th, the 13th Congress of the Binh Thuan Provincial Party Committee for the 2015-2020 term was held at the Provincial Conference Center (Phan Thiet City). Attending and directing the congress was Comrade Truong Hoa Binh, Secretary of the Central Committee of the Communist Party of Vietnam and Chief Justice of the Supreme People's Court, along with 349 official delegates representing over 29,000 Party members throughout the province.

The Binh Thuan Provincial Party Congress, themed “Strengthening the building of a clean and strong Party organization; promoting the strength of national unity; maintaining national defense and security; effectively exploiting and utilizing resources, potential advantages, proactively integrating, and bringing the province to comprehensive, rapid, and sustainable development, strong in marine economy , tourism, and energy,” adopted a resolution outlining 12 targets, 9 main tasks and solutions, 4 key tasks, and 4 breakthroughs related to the fundamental and crucial areas of Binh Thuan province's development in the coming years. The Congress elected the Provincial Party Committee with 50 members; the Standing Committee of the Provincial Party Committee with 15 members; the Provincial Inspection Committee with 11 members; and elected a delegation (15 official, 1 alternate) to attend the 12th National Party Congress. Comrade Nguyen Manh Hung, Secretary of the Provincial Party Committee in the 12th term, was re-elected as Secretary of the Provincial Party Committee in the 13th term. Comrades Nguyen Ngoc Hai, Huynh Thanh Canh, and Duong Van An were elected as Deputy Secretaries of the Provincial Party Committee.

The 13th Congress of the Binh Thuan Provincial Party Committee for the 2015-2020 term was the biggest event of 2015, an event of significant political importance for the entire Party committee and people of the province.

2. The 7th Patriotic Emulation Congress of Binh Thuan Province

On the morning of September 23, 2015, the 7th Emulation Congress of Binh Thuan Province was held with the slogan "Unity, dynamism, creativity, determination to emulate in building a civilized, prosperous, and beautiful Binh Thuan province." Attending and directing the congress was Comrade Dang Ngoc Tung, Member of the Central Committee of the Communist Party of Vietnam, President of the Vietnam General Confederation of Labor, and Vice Chairman of the Central Emulation and Commendation Council, along with 309 delegates representing exemplary collectives and individuals of the province.

The patriotic emulation movement in Binh Thuan province over the five years (2010-2015) truly served as a driving force, attracting the participation of a large number of people, officials, and soldiers throughout the province. This created a spirit of unity and cooperation, making a significant contribution to the province's socio-economic development. As a result, many exemplary collectives and individuals were discovered, commended, and rewarded promptly. Many patriotic emulation movements at the local level were replicated, becoming a common movement among all segments of the population. In the 2015-2020 period, Binh Thuan province continued to launch vibrant and widespread patriotic emulation movements across all areas of social life; organizing emulation movements linked to the implementation of political tasks and the achievement of socio-economic development goals and targets for each sector, locality, and grassroots unit. Strive to compete and achieve and surpass the goals, targets, and tasks set forth in the Resolution of the 13th Provincial Party Congress and the province's 5-year socio-economic development plan for the period 2015-2020.

At the congress, 18 collectives received emulation flags from the Provincial People's Committee, and 22 collectives and 65 exemplary individuals were awarded certificates of merit by the Chairman of the Provincial People's Committee. In addition, the congress selected 59 exemplary individuals to be included in the book "Outstanding Exemplary Individuals of Binh Thuan Province in the period 2010 - 2015" and nominated 10 exemplary individuals to attend the 9th National Emulation Congress.

3. President Truong Tan Sang visits and works with officials and people of Binh Thuan.

On March 16-17, 2015, President Truong Tan Sang and a delegation from the Central Government visited and worked in Binh Thuan province to inspect and assess the implementation of the Party's 11th National Congress Resolution and the preparations for the Party Congresses at all levels.

During the working session with provincial leaders, the President commended the officials and people of Binh Thuan province for their unity and efforts in achieving a relatively high economic growth rate, placing it among the top provinces and cities maintaining competitiveness in the context of integration. However, to create a breakthrough, the President emphasized the need to focus strongly on three important goals: infrastructure development, improving the quality of human resources, and administrative reform. Given its strategic position in protecting maritime sovereignty, Binh Thuan needs to find solutions for faster development, in the context of fierce competition, on a larger scale, with higher quality, and economic growth as a foundation for national defense and security. In preparation for the Party Congress at all levels, Binh Thuan needs to face the truth to solve the development problem; unite and strive to complete the tasks of the final year of the term, while also thoroughly discussing and contributing relevant opinions to the draft Political Report leading up to the 12th National Party Congress to create a solid foundation for the new term.

4. Construction begins on Phan Thiet Airport.

On the morning of January 18, 2015, the Ministry of National Defence and the People's Committee of Binh Thuan province held a groundbreaking ceremony for the Phan Thiet airport construction project in Thien Nghiep commune, Phan Thiet city. Deputy Prime Minister Hoang Trung Hai attended and gave the order to commence construction.

The Phan Thiet airport project covers a total area of ​​543 hectares and is a dual-use airport, serving both military and civilian purposes. With a 2,400-meter runway, a modern air traffic control system, and a terminal, Phan Thiet airport will be able to handle several types of aircraft such as the Su-27, Su-30, AN-26, A320, and A321, and has a capacity of 500,000 passengers per year. The 319 Corporation of the Ministry of National Defense is responsible for investing in and constructing the military component under a Build-Transfer (BT) contract. The civilian aviation component is invested in by Rang Dong Group Joint Stock Company under a Build-Operate-Transfer (BOT) contract with a total capital of VND 1,640 billion. This is the first project in the country to be invested in under this model.

The project is expected to be completed in 2018, thereby contributing to national defense and security, and serving the socio-economic development of Binh Thuan province as well as the country.

5. Commencement of construction of Vinh Tan general cargo port.

On the morning of April 16, 2015, the People's Committee of Binh Thuan province, in coordination with Pacific Group Joint Stock Company (Hanoi), held a groundbreaking ceremony for the construction of the Vinh Tan general port in Vinh Tan commune, Tuy Phong district.

The Vinh Tan General Port Project is invested by Vinh Tan General Port Joint Stock Company with a total capital of approximately VND 2,300 billion. Phase 1 includes two general berths for vessels up to 30,000 DWT and one berth for service vessels up to 3,000 DWT, with a water surface area of ​​approximately 140 hectares, of which more than 50 hectares will be used for land reclamation to build warehouses, internal port transportation infrastructure, and post-port services. The project is expected to be completed by the end of 2016 and has an operating period of 70 years. The projected cargo throughput by 2020 is 4-6 million tons per year.

The Vinh Tan General Port, once operational, will play a crucial role for the South Central region. It will not only meet the growing demand for cargo volume and the size of the fleet entering and leaving the port, but more importantly, it will attract a large volume of goods from across the region; contributing to the strong economic development of many provinces and cities, including Binh Thuan, and attracting many new investors.

6. Construction begins on Vinh Tan 1 Thermal Power Plant.

On July 18, 2015, the Vinh Tan 1 Thermal Power Plant, with a total investment of US$1.75 billion, officially commenced construction. The plant has a capacity of 1,200 MW with two generating units and is being developed under a Build-Operate-Transfer (BOT) model. Specifically, a joint venture of two Chinese investors, Southern Power Grid Co., Ltd. and China Power International Co., Ltd., contributed 95% of the capital, with the remaining portion provided by Vinacomin Power Corporation, a subsidiary of Vietnam Coal and Mineral Corporation.

According to the plan, Unit 1 will be operational by the end of 2018, and Unit 2 will be connected to the national power grid in mid-2019. After completion, the Vinh Tan 1 Thermal Power Plant will be operated by a Chinese company for 25 years, after which it will be transferred to the Vietnamese side. This is the largest investment project in Vietnam undertaken by Chinese companies.

7. Commencement of construction for the Phan Thiet coastal tourism urban area project.

On the morning of April 18, 2015, Rang Dong Group held a groundbreaking ceremony for the Phan Thiet coastal tourism urban area. The project, covering approximately 62 hectares, aims to serve the needs of around 10,000 people, including 6,000 permanent residents and approximately 4,000 tourists and vacationers, with a total investment of approximately 2,600 billion VND.

The coastal tourism urban area is being developed in a modern style, creating a highlight for the coastal region of Phan Thiet city, aiming to facilitate the rational and efficient exploitation of urban center land, contributing to the socio-economic development of the city. It is expected that the Phan Thiet coastal tourism urban area will be completed and put into operation by 2020.

8. Inauguration and commissioning of the new Phan Thiet market.

On the morning of August 29, 2015, Phan Thiet city solemnly held the inauguration ceremony for the new Phan Thiet Market. Construction of the market began in May 2013 and was completed and put into operation on August 29, 2015. With a total investment of VND 137.471 billion and a usable area of ​​13,523 square meters, the market has 1,216 stalls and currently has over 900 registered small traders selling a variety of goods to meet the shopping needs of local people, domestic and international tourists.

The new Phan Thiet Market is a modern architectural highlight in the city center. Its operation has created a strong impetus for business, trade, tourism, and the socio-economic development of Phan Thiet city in the future.

9. Inauguration of the Martyrs' Memorial Temple in Phan Thiet City.

On the morning of July 27, 2015, the People's Committee of Phan Thiet city held the inauguration ceremony of the Phan Thiet City Martyrs' Memorial Temple. Construction of the temple began on July 27, 2013, at the intersection of Nguyen Hoi, Dang Van Lanh, and Pham Ngoc Thach streets in Xuan An ward, Phan Thiet city, covering a total area of ​​nearly 7,000 square meters with a total investment of over 32 billion VND.

The city of Phan Thiet has over 2,000 martyrs, therefore this project has great political significance, demonstrating a sense of responsibility and gratitude towards the heroic martyrs, and fulfilling the common requirements and aspirations of the people and officials throughout the city.

10. Inauguration of the Phan Rí - Phan Thiết Irrigation Project

On the morning of October 31st, in Phan Lam commune, Bac Binh district, the Ministry of Agriculture and Rural Development, in coordination with the People's Committee of Binh Thuan province, held the inauguration and handover ceremony for the Phan Ri - Phan Thiet irrigation project. The project, with a total investment of over 1,547 billion VND, provides irrigation water for 15,700 hectares of cultivated land in the Phan Ri plain. This is one of the high-quality and aesthetically pleasing construction projects.

If phase 2 is implemented, involving the investment and construction of the Song Luy reservoir to provide irrigation water for over 47,000 hectares of cultivated land in Bac Binh and Tuy Phong districts, it will contribute to definitively resolving the water shortage and the frequent, severe droughts during the dry season. This project will be crucial for the sustainable and long-term development of the northern part of the province in the coming years.
