1. The 13th Congress of Binh Thuan Provincial Party Committee
From October 12 to 15, at the Provincial Convention Center (Phan Thiet City), the 13th Congress of the Binh Thuan Provincial Party Committee for the 2015-2020 term took place. Attending and directing the congress were comrade Truong Hoa Binh , Secretary of the Party Central Committee, Chief Justice of the Supreme People's Court, and 349 official delegates representing more than 29,000 party members in the entire Party Committee.
The Congress of the Binh Thuan Provincial Party Committee with the theme "Strengthening the building of a clean and strong Party Committee; promoting the strength of great national unity; maintaining national defense and security; effectively exploiting and using resources, potential advantages, proactively integrating, bringing the province to comprehensive, fast and sustainable development, strong in marine economy , tourism, and energy". The Congress Resolution identified 12 targets, 9 main tasks and solutions, 4 key tasks and 4 breakthroughs related to the basic and important fields of the cause of building and developing Binh Thuan province in the coming years. The Congress elected the Provincial Party Committee Executive Committee with 50 comrades; the Provincial Party Committee Standing Committee with 15 comrades, the Provincial Party Committee Inspection Committee with 11 comrades and elected the Delegation (15 official, 1 alternate) to attend the 12th National Party Congress. Comrade Nguyen Manh Hung - Secretary of the 12th Provincial Party Committee was re-elected as Secretary of the 13th Provincial Party Committee. Comrades Nguyen Ngoc Hai, Huynh Thanh Canh, and Duong Van An were elected as Deputy Secretaries of the Provincial Party Committee.
The 13th Congress of the Binh Thuan Provincial Party Committee for the 2015-2020 term is the biggest event of 2015, an event of important political significance for the entire Party Committee and people of the province.
2. The 7th Patriotic Emulation Congress of Binh Thuan Province
On the morning of September 23, 2015, the 7th Patriotic Emulation Congress of Binh Thuan province in 2015 was held with the slogan "Solidarity, dynamism, creativity, determination to compete to build a civilized and prosperous Binh Thuan province". Attending and directing the congress were comrade Dang Ngoc Tung, member of the Party Central Committee, President of the Vietnam General Confederation of Labor, Vice President of the Central Emulation and Reward Council, and 309 delegates who are typical and advanced collectives and individuals of the province.
The patriotic emulation movement of Binh Thuan province in the 5 years (2010 - 2015) has truly been a source of motivation, attracting the participation of a large number of people, cadres and soldiers in the whole province, creating unity and solidarity, contributing significantly to the implementation of the socio-economic development tasks of the province. Since then, many typical and advanced collectives and individuals have been discovered, promptly commended and rewarded, many patriotic emulation movements of the local people have been expanded, becoming common movements of all classes of people. In the period of 2015 - 2020, Binh Thuan province continues to launch patriotic emulation movements enthusiastically and widely in all areas of social life; organize emulation movements associated with the implementation of political tasks, the implementation of socio-economic development goals and targets of each sector, each locality, each grassroots unit. Strive to achieve and exceed the goals, targets and tasks according to the Resolution of the 13th Provincial Party Congress and the 5-year socio-economic development plan for the period 2015 - 2020 of the province.
At the congress, 18 collectives received emulation flags from the Provincial People's Committee, 22 collectives and 65 typical individuals were awarded certificates of merit by the Chairman of the Provincial People's Committee. In addition, the congress also selected 59 typical examples to print the book "Advanced typical examples of Binh Thuan province in the period 2010 - 2015" and sent 10 typical examples to attend the 9th National Patriotic Emulation Congress.
3. President Truong Tan Sang visits and works with officials and people of Binh Thuan
On March 16-17, 2015, President Truong Tan Sang and the Central working delegation visited and worked in Binh Thuan province to inspect and evaluate the implementation of the Resolution of the 11th National Party Congress and the preparation for Party Congresses at all levels.
At the working session with the provincial leaders, the President praised the cadres and people of Binh Thuan province for their solidarity and efforts to achieve a good economic growth rate, placing them among the provinces and cities that maintain competitiveness in the context of integration. However, to create a breakthrough, the President noted that it is necessary to focus strongly on the three important goals set, which are infrastructure, improving the quality of human resources and administrative reform. With a strategic position in protecting sea and island sovereignty, Binh Thuan needs to find solutions to develop faster, in the context of fierce competition, with a larger scale, good quality, and economic growth as a foundation for national defense and security. In preparation for the Party Congresses at all levels, Binh Thuan needs to look straight at the truth to solve the development problem; unite and strive to complete the tasks of the last year of the term, at the same time thoroughly discuss and contribute valid opinions to the draft Political Report towards the 12th National Party Congress to create a solid foundation for the new term.
4. Construction of Phan Thiet airport begins
On the morning of January 18, 2015, the Ministry of National Defense and the People's Committee of Binh Thuan province held a groundbreaking ceremony for the Phan Thiet airport construction project in Thien Nghiep commune, Phan Thiet city. Deputy Prime Minister Hoang Trung Hai attended and gave the groundbreaking order.
Phan Thiet airport project has a total area of 543 hectares, is a dual-use airport, serving both military and civilian purposes. With a 2,400 m long runway, a modern flight management system and terminal, Phan Thiet airport will ensure the exploitation of a number of aircraft types such as Su27, Su30, AN26, A320, A321... with the capacity to receive 500,000 passengers/year. Corporation 319 - Ministry of National Defense undertakes the investment in the construction of military items under the form of a build-transfer (BT) contract. Meanwhile, the civil aviation item is invested by Rang Dong Group Joint Stock Company under the form of a build-operate-transfer (BOT) contract with a total capital of 1,640 billion VND. This is the first project in the country invested in this form.
The project is expected to be completed in 2018, thereby contributing to ensuring national security and defense, serving the socio-economic development of Binh Thuan province as well as the country.
5. Commencement of Vinh Tan general port construction
On the morning of April 16, 2015, the People's Committee of Binh Thuan province coordinated with Pacific Group Joint Stock Company (Hanoi) to organize the groundbreaking ceremony for the construction of Vinh Tan general port in Vinh Tan commune, Tuy Phong district.
The Vinh Tan General Port Project is invested by Vinh Tan General Port Joint Stock Company with a total capital of about 2,300 billion VND. The scale of phase 1 includes two general ports for ships up to 30,000 DWT and one port for public service ships combined with ships up to 3,000 DWT with a water surface area of about 140 hectares, of which more than 50 hectares are used for land leveling to serve the construction of warehouses, internal port traffic infrastructure and post-port services. The project is expected to be completed by the end of 2016 and the project's operating period is 70 years. The expected demand for goods through the port by 2020 is from 4 - 6 million tons/year.
Vinh Tan General Port, when put into operation, plays a very important role for the South Central region. It not only meets the growing demand for both the quantity of goods and the size of the fleet entering and leaving the port, but importantly, it also attracts more abundant goods from the whole region to come here; contributing to promoting the strong development of the economy of many provinces and cities, including Binh Thuan, and attracting many new investors.
6. Construction of Vinh Tan 1 Thermal Power Plant started
On July 18, 2015, Vinh Tan 1 Thermal Power Plant with a total investment of 1.75 billion USD was officially started. The plant has a capacity of 1,200 MW with 2 units invested in the form of build - operate - transfer (BOT). Specifically, the joint venture of 2 Chinese investors, Phuong Nam Power Grid Company Limited and China International Power Company Limited, contributed 95% of the capital, the remaining part was contributed by Vinacomin Power Corporation under Vietnam National Coal and Mineral Industries Group.
According to the plan, Unit 1 will be operational by the end of 2018, Unit 2 will be connected to the national grid in mid-2019. After completion, Vinh Tan 1 Thermal Power Plant will be operated by Chinese enterprises for 25 years, then transferred to Vietnam. This is the project with the largest investment capital in Vietnam implemented by Chinese enterprises.
7. Groundbreaking of Phan Thiet coastal urban tourism project
On the morning of April 18, 2015, Rang Dong Group held a groundbreaking ceremony for the Phan Thiet coastal tourism urban area. The project covers an area of about 62 hectares, aiming to serve the needs of about 10,000 people, of which 6,000 are permanent residents and about 4,000 visitors, tourists and vacationers with a total investment of about 2,600 billion VND.
The coastal tourism urban area is built in a modern direction, creating a highlight for the coastal area of Phan Thiet city, in order to create conditions for exploiting and using the urban center land fund more reasonably and effectively, contributing to the socio-economic development of the city. It is expected that by 2020, the Phan Thiet coastal tourism urban area will be completed and put into use.
8. Inauguration and putting into use the new Phan Thiet market
On the morning of August 29, 2015, Phan Thiet city solemnly held the inauguration ceremony of the new Phan Thiet market. The market started construction in May 2013 and was completed and put into use on August 29, 2015. With a total investment of 137,471 billion VND, the market has a usable area of 13,523m2. The market has 1,216 stalls, currently more than 900 small traders registered to do business in many industries to meet the shopping needs of local people, domestic and foreign tourists.
Phan Thiet New Market is a modern architectural highlight in the city center. The market's operation has created a strong driving force in business, trade, tourism and socio-economic development of Phan Thiet city in the future.
9. Inauguration of the Martyrs Temple of Phan Thiet City
On the morning of July 27, 2015, the People's Committee of Phan Thiet City held the inauguration ceremony of the Phan Thiet City Martyrs Temple. The temple was started construction on July 27, 2013, at the intersection of Nguyen Hoi - Dang Van Lanh - Pham Ngoc Thach Street, Xuan An Ward, Phan Thiet City, with a total area of nearly 7,000m2 and a total investment of over 32 billion VND.
Phan Thiet City has over 2,000 martyrs, so this project has great political significance, demonstrating a sense of responsibility and gratitude towards the heroic martyrs, meeting the common requirements and aspirations of the people and cadres throughout the city.
10. Inauguration of Phan Ri - Phan Thiet Irrigation Project
On the morning of October 31, in Phan Lam commune, Bac Binh district, the Ministry of Agriculture and Rural Development coordinated with the People's Committee of Binh Thuan province to organize the inauguration and handover ceremony of the Phan Ri - Phan Thiet irrigation project. The project, with a total investment of more than 1,547 billion VND, provides irrigation water for 15,700 hectares of cultivated land in the Phan Ri plain. This is one of the projects built with good quality and beauty.
If phase 2 is implemented, investing in the construction of the Song Luy reservoir to provide irrigation water for more than 47,000 hectares of cultivated land in Bac Binh and Tuy Phong districts, it will contribute to completely solving the water shortage situation, causing frequent and severe droughts in the dry season, and is a project of decisive nature for the sustainable and long-term development of the northern region of the province in the coming years.
