(QNO) - The DH6b.DX road project, connecting the old Road 129 (now Vo Chi Cong Road) to the Duy Hai Resettlement Area (Phase 1), is approximately 3km long. After many years of construction and extensions, it remains unfinished, causing frustration among the local people.

The people are outraged.
Mr. Nguyen Van Ba (born in 1954, Tay Son Dong village, Duy Hai commune, Duy Xuyen district) owns a coffee shop located at the intersection of Highway 6b.DX and Thanh Nien road. Since 2021, when the Highway 6b.DX project, connecting Vo Chi Cong road to the Duy Hai resettlement area (phase 1), with a road width of 20.5m, a 2m wide median strip, and more than 6m wide sidewalks on each side, began construction, Mr. Ba and local residents were very excited to know that the project would be completed in less than a year.
However, nearly three years later, the project remains unfinished, with inconsistent road construction and many sections yet to be completed. Even in the area in front of Mr. Ba's coffee shop, it's muddy during the rainy season and dusty during the dry season.
[ VIDEO ] - Mr. Nguyen Van Ba reflects on the shortcomings of the project:
"This road has been under construction for too long, with some sections completed and others not, and there's no streetlights. It's very dangerous for children going to school and workers returning home from work. So we hope the government will complete the project soon and synchronize the auxiliary works as previously announced, so that people will no longer be worried," said Mr. Ba.

Mr. Ho Nhay (born in 1949, Tay Son Dong village, Duy Hai commune, Duy Xuyen district) stated that the short stretch of road, which has been under construction since 2021, is still unfinished, causing great frustration among local residents. A single road under construction has five unfinished sections, creating a bottleneck. The lack of synchronized infrastructure also makes traffic difficult for residents and increases the risk of accidents.
[VIDEO] - Mr. Ho Nhay expresses concern about the unsafe traffic conditions:
"Just yesterday (December 25th), Mr. Quang from my neighborhood was involved in an accident on his way home when he reached the section under construction. His motorbike was completely wrecked, but luckily he was unharmed. This road has seen many traffic accidents, with some people suffering broken legs and arms. Therefore, I hope the government will complete the road soon so that people can travel safely," Mr. Nhay said.
Three extensions have been requested, but the process remains incomplete.
According to Mr. Tran Van Siem, Vice Chairman of the Duy Hai Commune People's Committee, the DH6b.DX road project connecting Vo Chi Cong road to the Duy Hai resettlement area (phase 1) through the commune is invested in and implemented by the Provincial Investment and Construction Management Board of Transport Projects from 2021 to the present.

The project includes two lanes, a median strip, sidewalks, and streetlights. To date, construction units are trying to open one lane. However, traffic flow is still difficult and unsafe.
Mr. Siem suggested: "The local authorities request that the investor expedite the completion of the road construction. This is also the hope of the residents in the Duy Hai Resettlement Area because there is currently no continuous road connecting the main roads to this area. With the upcoming Lunar New Year, we hope the investor will complete the project soon to ensure convenient transportation for the residents."
[VIDEO] - Vice Chairman of Duy Hai Commune People's Committee Tran Van Siem informed about the project:
On December 22nd, the Duy Xuyen District People's Committee held a meeting with the Provincial Investment and Construction Management Board for Transportation Projects regarding compensation and land clearance for two projects: the road connecting the Duy Hai residential area to Truong Giang Bridge and the DH6.DX route connecting Vo Chi Cong road to the Duy Hai resettlement area (phase 1).
Accordingly, regarding the section from Vo Chi Cong Street to Duy Hai Resettlement Area, there are still land acquisition issues related to Mr. Tran Van Cu and Ms. Nguyen Thi Na's household, specifically the section from Km0+240 to Km0+340, as resettlement has not yet been arranged. A new compensation, land clearance, and resettlement plan is currently being developed, and these issues will be resolved definitively in April 2024. Additionally, the project is facing obstacles at Km1+815 - Km1+970 involving the Le clan households and at Km2+100 - Km2+710, requiring an additional 3,892 m² on the south side of the road.

Previously, on December 8th, the Provincial Investment and Construction Management Board for Transportation Projects submitted Proposal No. 1731/TTr-BQLGT to the Provincial People's Committee and the Department of Transportation requesting consideration and approval of the adjustment to the implementation time of the DX6.DX route project connecting Vo Chi Cong to Duy Hai Resettlement Area (Phase 1).
Specifically, the project's construction progress has seen the completion of the concrete road surface in the areas where land has been handed over. The value of construction work completed up to the time of this submission is 29.1/48.84 billion VND, reaching approximately 60% of the total value. To continue investing in and completing the road, maximizing investment efficiency and project objectives, the Provincial Investment and Construction Management Board for Transportation Projects is submitting a proposal to extend the project implementation period to 2024.

Speaking with a reporter from Quang Nam Newspaper, a representative of the Provincial Investment and Construction Management Board for Transportation Projects stated that the DH6.DX route project connecting Vo Chi Cong road to Duy Hai Resettlement Area (phase 1) is being constructed by a joint venture between Quang Dai Viet Construction JSC and Nghia Thanh Construction Co., Ltd.
The construction schedule for the DH6.DX route connecting Vo Chi Cong road to Duy Hai resettlement area (phase 1) is 6 months; however, due to land clearance issues, the contractor has requested extensions three times. It is expected that after the local authorities hand over all the land for the project, it will be completed in June 2024.
