Circular No. 08/2026, issued on March 31st, provides detailed regulations on telecommunications management and officially came into effect on April 15th. The focus is on verifying terrestrial mobile phone information and addressing inaccurate subscriber numbers.

Mobile network operators are responsible for reviewing their entire databases and applying appropriate measures, the most severe being contract termination. The service deactivation process is carried out in stages depending on the specific case. People should take note and make changes to avoid having their SIM cards deactivated after April 15th.

The first case involves changing mobile devices. The network provider's system will automatically register when a customer removes their SIM card and inserts it into a new phone, and then send a request for identity verification.

Users have a maximum waiting time of 2 hours to perform a facial biometric scan via the carrier's app or VNeID. If they fail to do so, the SIM card will be blocked for outgoing calls, then blocked for both incoming and outgoing calls after 30 days, and the number will be revoked within the following 5 days.

Secondly, users who registered using the 9-digit national identity card need to update their information to the new citizen identification card and add their current facial biometric image. The old document is no longer compatible with the new database system and needs to be changed within 60 days.

The circular also stipulates that telecommunications companies will temporarily suspend services for individuals who directly confirm that they have not registered for or used the VNeID application. Prior to this, users will receive continuous notifications for 5 days reminding them to re-enter into a contract as required and verify their biometric facial image.

Additionally, cases where subscriber information does not match national data will be classified as incomplete information. The network operator will cross-check the data with the Ministry of Public Security and send a notification to the individual in this category. Customers then have 60 days to complete the data standardization and update their information.

The regulations also apply to all users. Foreigners residing in Vietnam who use their personal passports to register for mobile SIM cards also need to re-verify the information stored in the system within 60 days from the effective date of the Circular.

Currently, people can look up their personal phone numbers via VNeID by selecting the Document Wallet -> Phone Number section. If you discover an unfamiliar number that is not registered under your name, press the report violation button on the application so that the network provider can send a notification to the reported phone number.

To check personal information before the deadline, users can send a text message with the syntax “TTTB Citizen ID” to the hotline 1414, or “TTTB National Identity Card” to 1414 if still using the old National Identity Card number.

After a few seconds, the system will respond with complete subscriber information such as full name, date of birth, document number, place of issue, date of issue, etc. If this data matches the current personal information, the subscriber is considered valid.
