70% of students are satisfied; the new university meets the standards.

According to the Ministry of Education and Training , a university may not meet standards if the dropout rate exceeds 10%, or if more than 30% of the total student body is dissatisfied with their lecturers.

In the draft circular stipulating standards for higher education institutions, which the Ministry of Education and Training is seeking feedback on from May 23rd to July 23rd, the Ministry has proposed 6 standards along with 26 criteria for evaluating universities.

The six standards include: organization and governance, faculty, teaching and learning conditions, finance, enrollment and training, and research and innovation. The Ministry provides specific criteria for each standard.

Specifically, the student-to-faculty ratio for full-time faculty members must not exceed 40. The percentage of students satisfied with their faculty must be above 70%. This ratio also applies to criteria related to facilities, learning conditions, and the overall learning process and student experience.

Regarding student enrollment, a school must meet the standards if the number of new students enrolled reaches 50% of its target. The annual dropout rate must not exceed 10%. In addition, the graduation rate must be at least 70%, with at least 50% graduating on time.

The Ministry also stipulates that the percentage of students finding employment relevant to their training within 12 months (18 months for medical students) must not be lower than 70%.

These are new points compared to the regulations from 2015.

A leader from the Ministry of Education and Training stated that these criteria have been widely used in other countries and are important indicators of "the progress and success of learners."

With a target of over 70% student satisfaction, the survey will be conducted by an independent unit or the university itself. However, the Ministry requires that if the survey is conducted independently, it must be carried out among all students with a response rate of at least 80%.

The Ministry provides the following sample question: "How satisfied are you with the teaching and learning conditions (training program, facilities, information technology, and learning materials) in relation to your own learning process?". This question has five rating levels: Very dissatisfied, Dissatisfied, Undecided, Satisfied, and Very satisfied. Only the top two ratings are considered to meet the criteria.

According to the Ministry, controlling the dropout or graduation rate aims to force schools to create the best possible study plans for students, providing them with support and advice in all aspects.

"A high dropout rate is a waste of resources for society and for students in terms of both finances and time. Furthermore, extending students' study time negatively impacts the quality of education because it increases the scale of training at the school, compromising quality from lecturers to classrooms," this person said.

The Ministry of Education and Training will be soliciting feedback on the draft standards for higher education institutions until July 23rd. According to the Ministry, these standards will serve as the basis for planning and organizing the national university network, monitoring quality assurance, and granting licenses for new programs or approving enrollment quotas for universities.
