He emphasized that in the digital age, no country can be completely secure in cyberspace if other countries remain vulnerable. He proposed promoting AI systems that are "secure from the design stage," where security is integrated from the initial development phase, rather than being added only after the technology has been implemented.
To realize that goal, Modi called on countries to develop common standards, testing frameworks, and legal testing environments for AI, similar to governance models in the civil aviation and maritime transport industries.
