In the context of a world witnessing a powerful transformation in science and technology, innovation, and digital transformation, Resolution 57-NQ/TW, dated December 22, 2024, of the Politburo affirmed the key role and breakthrough driving force for rapid and sustainable national development. Joining this momentum, An Giang is gradually concretizing the spirit of the resolution into practice, opening up new opportunities on its development journey.

Recognizing the importance of science and technology, innovation, and digital transformation, An Giang proactively develops and implements specific action programs and plans, closely adhering to the goals and directions of Resolution 57-NQ/TW. One of the top priorities is to raise awareness and change mindsets regarding the role of science and technology, innovation, and digital transformation throughout the entire political system, the business community, and the people.

In the economic sector, An Giang focuses on promoting the application of science and technology, innovation, and digital transformation to improve the productivity, quality, and competitiveness of key products such as rice, seafood, and fruits. Programs supporting businesses in technological innovation and access to digital solutions in management, production, and trade are being strongly implemented. The development of smart agricultural production models, the application of high technology, and product traceability help increase added value and contribute to the development of the province's agricultural sector.

Conference to implement Resolution 57-NQ/TW

“Digital transformation is considered a crucial pillar in the process of realizing Resolution 57-NQ/TW in An Giang . The province is striving to build an e-government, moving towards a digital government, improving the efficiency of state management and the quality of service to citizens and businesses. High-level online public services are being promoted, minimizing transaction time and costs. Digital infrastructure, including telecommunications networks, broadband internet, and shared digital platforms, is being invested in and upgraded, creating a solid foundation for comprehensive digital transformation,” said Le Van Phuoc, Vice Chairman of the People's Committee of An Giang province.

According to the Director of the Department of Science and Technology, Le Quoc Cuong, the telecommunications infrastructure in the province has been invested in quite comprehensively; ensuring the maintenance of the dedicated data transmission network, making it a fundamental, unified, safe, and seamless transmission infrastructure connecting from the provincial level to the commune level. Data connectivity and sharing within the province is carried out through the provincial data integration and sharing platform (LGSP) and with central ministries and agencies through the national data integration and sharing platform (NDXP). By March 2025, the total number of provincial-level state agencies that have completed e-government will be 12 out of 14 agencies, a rate of 85.7%, and will be completed at over 90% before August 2025, ensuring compliance with the Resolution of the Provincial Party Congress (2020-2025 term).

The provincial administrative procedure information system is built centrally and uniformly at the address: https://dichvucong.angiang.gov.vn and fully meets the features, functions, and technical requirements as prescribed. By the end of March 2025, the provincial administrative procedure information system will provide 2,143 public administrative services. An Giang has implemented 100% of the province's public services (1,151 services) online, both partially and fully, on the National Public Service Portal.

The province places special emphasis on developing human resources in science and technology, innovation, and digital transformation. Training and professional development programs to enhance the expertise and digital skills of officials, civil servants, and workers are widely implemented. The province strengthens linkages between universities, research institutes, and businesses, creating a favorable environment for technology transfer and commercialization of research results. Attracting and utilizing talent, especially experts and scientists in the fields of science and technology, innovation, and digital transformation, is also considered a key factor.

Digitizing conveniences

Digital transformation has brought about significant positive changes in people's daily lives. Ms. Nguyen Thi Lan (a small business owner at My Quy Market, Long Xuyen City) shared: “Previously, paying for purchases was quite inconvenient; I had to carry cash, and the change-giving process was cumbersome. Since the introduction of electronic payment applications, transactions between me and my customers are much faster and more convenient. I no longer worry about losing money or counterfeit money.” Mr. Tran Van Hung (an office worker) said: “Online public services save me a lot of time. Instead of having to go directly to government agencies to complete procedures, I can do it on my phone or computer at home. This is really useful, especially for busy people.”

Digital transformation is also spreading to many aspects of life. Ms. Le Thi Mai (housewife, residing in My Phuoc ward, Long Xuyen city) enthusiastically said: “Since the introduction of online learning applications, my children can access a wealth of resources and study anytime, anywhere. I can also easily search for information on health, cooking, and other useful tips on the Internet.” People feel the practical benefits that digital transformation brings, from convenience in transactions and time savings in administrative procedures to easier access to information and knowledge. These changes are gradually improving the quality of life and contributing to building a more modern and intelligent society.

“Applying science and technology helps improve work efficiency, optimize management processes, and bring breakthrough solutions to practical problems. We have a responsibility to constantly learn, improve our knowledge, encourage creativity within the team, and create favorable conditions for new ideas to be formed and implemented,” said Mr. Nguyen Thanh Hung (resident of Long Xuyen City).

New growth drivers

Besides many advantages, the implementation of Resolution 57-NQ/TW in An Giang also faces numerous challenges, such as: Limited investment resources for science and technology, innovation, and digital transformation; low level of technology application among many businesses, especially small and medium-sized enterprises; and outdated habits and awareness of digital transformation among some people and officials. To overcome these challenges, An Giang needs strong determination, coordinated efforts between all levels and sectors, and active community participation.

According to Le Hong Quang, Member of the Central Committee of the Communist Party of Vietnam, Secretary of the An Giang Provincial Party Committee, and Head of the Provincial Steering Committee on Science and Technology Development, Innovation, and Digital Transformation, the development of science and technology, innovation, and digital transformation plays a crucial and decisive role in the sustainable development of the country in general and An Giang province in particular. This is a powerful driving force to improve productivity, quality, efficiency, and competitiveness of the economy. For An Giang, the application of science and technology to smart agricultural production, the development of high value-added products, along with digital transformation in tourism management and promotion, will create breakthroughs. Innovation helps An Giang effectively exploit resources, create new products and services, and meet the increasingly high demands of the market.

Regarding future tasks, Comrade Le Hong Quang requested that all levels and sectors focus on effectively implementing the central government's mechanisms and policies on science and technology development, innovation, and digital transformation. He also urged a prompt review, amendment, supplementation, and improvement of the province's mechanisms and policies to ensure compliance with legal regulations and the local situation. Simultaneously, he emphasized attracting, managing, and effectively utilizing all investment resources for science and technology development, innovation, and digital transformation. He stressed the importance of investing in, innovating, and improving the quality of education and training, ensuring a high-quality workforce to meet the demands of science and technology development, innovation, and digital transformation. “Promoting digital transformation, applying science and technology, and fostering innovation in the province's areas of strength. The implementation process must adhere to the central government's guidelines, principles, and regulations, ensuring smooth guidance from the Provincial Party Standing Committee; resolutely preventing and combating corruption, waste, negative practices, and vested interests,” emphasized Le Hong Quang, Secretary of the An Giang Provincial Party Committee and Head of the Provincial Steering Committee.
