An Giang strives to raise its PAR Index to 90% or higher.

On the morning of June 19th, the People's Committee of An Giang province held a conference to evaluate the Public Administration Reform Index (PAR Index) and the Citizen Satisfaction Index with the Services of State Administrative Agencies (SIPAS) for 2025. Mr. Ho Van Mung, Member of the Central Committee of the Communist Party of Vietnam, Deputy Secretary of the Provincial Party Committee, and Chairman of the People's Committee of An Giang province, presided over the conference.

The conference was held in a hybrid format, combining in-person and online participation. Mr. Pham Minh Hung, Director of the Administrative Reform Department, Ministry of Interior ; and representatives from provincial and local departments and agencies attended.

The conference focused on analyzing the results of the Public Administration Reform Index (PAR Index) and the Citizen Satisfaction Index with the Services of State Administrative Agencies (SIPAS) of the province in 2025; clarifying the causes of limitations, and proposing tasks and solutions to improve the effectiveness of administrative reform in the coming period.

Nguyen Hoang Thong, Director of the Department of Internal Affairs of An Giang province, presented a report evaluating the implementation results at the conference.

Reporting at the conference, the Director of the Department of Internal Affairs of An Giang province, Nguyen Hoang Thong, stated that in 2025, the province issued a plan for administrative reform and a plan to improve the PAR Index and SIPAS; assigning 60 tasks to departments, agencies, and localities for implementation. As a result, all 60 tasks have been completed, achieving a 100% completion rate.

According to the results published by the Ministry of Interior, An Giang province's PAR Index reached 86.50%, ranking 31st out of 34 provinces and cities, belonging to group B (the group with results from 80% to under 90%). Within the Mekong Delta region, An Giang ranks 5th out of 5 provinces and cities. Specifically, the survey score for leadership and management reached 17.57/22 points; and the citizen satisfaction score reached 8.14/10 points.

Although the province's PAR Index reached 86.50%, placing it in the "fair" group, its ranking remains low. The main limitations are concentrated in the following areas: public finance reform, digital transformation, handling of feedback and suggestions, and the results of sociological surveys. Therefore, in 2026, the province needs to focus on implementing comprehensive solutions to improve the effectiveness of administrative reform, enhance the satisfaction level of citizens and businesses, and improve its PAR Index and SIPAS rankings.

Over the past period, the province's administrative reform efforts have been implemented comprehensively and synchronously across many fields. Several new models and innovative approaches have been effectively applied. Institutional reform has received attention; legal documents have been reviewed, amended, supplemented, and promulgated in accordance with regulations, contributing to removing bottlenecks in resolving administrative procedures for citizens and businesses.

In addition, the rate of timely processing of applications continues to remain high; the investment and business environment is gradually improving; and digital transformation is being given priority and directed for implementation.

Regarding the SIPAS Index, An Giang achieved 81.18%, ranking 27th out of 34 provinces and cities. The survey results indicate that residents have low satisfaction rates in several areas of the province, such as: access to administrative services; administrative procedures; quality of service provided by civil servants; results of administrative procedure processing; and the handling of feedback and suggestions.

Speaking at the conference, Mr. Pham Minh Hung, Director of the Administrative Reform Department of the Ministry of Interior, stated that An Giang province needs to continue improving the satisfaction index and quality of service to citizens and businesses. At the same time, the province needs to implement more effective and substantive solutions to improve and enhance its PAR Index and SIPAS rankings in 2026 and subsequent years, aiming towards a modern, effective, and efficient administration that puts citizens and businesses at the center.

Concluding the conference, Chairman of the An Giang Provincial People's Committee Ho Van Mung assessed that the province had focused on leading and directing the comprehensive implementation of administrative reform tasks. However, the province's PAR Index and SIPAS results have not yet met expectations.

To improve and enhance the quality and effectiveness of administrative reform in the coming period, the Chairman of the Provincial People's Committee requested the directors of provincial departments, heads of provincial agencies, and chairmen of the People's Committees of communes, wards, and special zones to implement administrative reform tasks more decisively, synchronously, and effectively. The goal is to raise the province's PAR Index to 90% or higher, placing it in group A; and the SIPAS Index to above the national average, contributing to improving the Provincial Competitiveness Index (PCI).

The Chairman of the Provincial People's Committee emphasized that the important goal of administrative reform is to better care for and serve the people. Therefore, localities and units must identify this as an extremely important task; some agencies, units, and localities need to seriously overcome the situation of not paying enough attention to administrative reform.

The Department of Internal Affairs will evaluate the results of administrative reform implementation in conjunction with the ranking of the heads of localities and units. If the head fails to complete this task or does not meet the requirements due to subjective reasons, they will be ranked as not having completed the task.

By the end of June at the latest, each department, agency, and locality must establish a Task Force for Administrative Reform, headed by the head of the agency or locality. This Task Force will regularly review tasks, address difficulties, and focus on overcoming shortcomings and limitations according to its functions and responsibilities. In particular, it must focus on providing excellent service to citizens to improve satisfaction levels; engage in dialogue to resolve feedback and suggestions from citizens and businesses; and process administrative procedures on time.
