Grow with the country

The commemorative speech said that the Economic Security Force was born when the resistance war against France was in its decisive stage, and our country's economy was growing stronger and stronger according to the policy of "both fighting the war and building the nation". During the two resistance wars against French colonialism and American imperialism, the Economic Security Force performed well the task of protecting the economy, at the same time protecting politics, protecting security, ensuring a strong "rear", developing production, creating conditions for building a new society and providing human and material resources for the front line.

After the country's reunification, on the economic front, there were still silent, extremely complicated and fierce struggles, with internal and reactionary bases still planted, plots and sabotage activities of hostile forces, post-war difficulties, embargoes... The Economic Security Force actively participated in protecting economic establishments, especially key economic sectors; discovered and fought many important cases such as the espionage case at Phong Phu Textile Factory, the explosion at Hoang Thach Cement Factory. Especially protecting the safety of important economic establishments such as the system of power plants, oil and gas plants, factories, seaports, airports... In 1986, the country implemented the renovation process, the Economic Security Force changed its thinking and methods, ensuring safety and serving the development of the economy in general, including new, unprecedented economic models.

Entering the 21st century, the Economic Security force has developed strongly, constantly growing in all aspects, achieving many outstanding achievements. The Economic Security force has focused on detecting, fighting, and defeating many economic sabotage plots and activities, using economics to sabotage politics, and transforming the internal affairs of foreign special agencies; effectively fighting new types of crimes, corruption, smuggling, and trade fraud; establishing and successfully fighting many major projects such as the embezzlement case of La Thi Kim Oanh; the "running" for export textile quotas; the violation case occurring at the Vietnam Shipbuilding Industry Group - Vinashin; the case of Giang Kim Dat and his accomplices; the project to fight against the large-scale petroleum smuggling ring at sea of Nguyen Truong Son and his accomplices...

Recognizing and appreciating the efforts of generations of cadres and officers in the Economic Security Force, the State has awarded the title of Hero of the People's Armed Forces to many units of the Economic Security Force; many collectives and individuals have been awarded the Military Exploit Medal, the Feat of Arms Medal, the Labor Medal... along with many Certificates of Merit from the Prime Minister, the Ministry of Public Security and other ministries, departments and branches. On the occasion of the 70th anniversary of the Force's Traditional Day, the Economic Security Department was awarded the First Class Fatherland Protection Medal.

The Economic Security Force is deeply aware that each of its achievements, feats and steps of maturity originate from the direct, comprehensive and absolute leadership of the Party and State leaders, the Central Public Security Party Committee and the Ministry of Public Security leaders; the support and harmonious coordination of the Public Security of units and localities; of departments, ministries, branches, unions, agencies and enterprises; and the protection and assistance of the people for the Economic Security Force.

Contribute to building an independent, self-reliant and integrated economy

Speaking at the ceremony, Prime Minister Pham Minh Chinh emphasized that national security is an especially important, key and vital issue in the cause of building and defending the Fatherland. Ensuring national security in general and economic security in particular is an important and regular task of the entire Party, people and the entire political system.

Over 70 years of construction, fighting and growth, under the direct leadership and direction of the Central Public Security Party Committee and the leadership of the Ministry of Public Security through the periods, the Economic Security force has been united, unified, unanimous, resourceful, brave, overcoming all difficulties and hardships to excellently complete all tasks assigned by the Party, State, Ministry of Public Security and people; always receiving the trust of the Party, State, Government and leaders of the Ministry of Public Security in the struggle to protect national security and ensure economic security.

The Economic Security Force has inherited and promoted the fine tradition of the Heroic People's Armed Forces; quickly adapted to the new situation, promoted the effectiveness of the new organizational model; made many proposals and strategic advice to the Party and State leaders... The Economic Security Force has proactively promoted the effective implementation of all aspects of professional work, prevention, detection, and combating crimes, law violations, corruption, and negativity in economic fields and areas; detected, repelled, and prevented economic risks; protected economic guidelines and policies, and protected the staff; contributed to building an independent and autonomous economy, associated with proactive, active, deep, substantial, and effective integration; and maintained the socialist orientation.

The work of building laws, perfecting institutions, mechanisms, policies, and activities to enhance economic security potential has achieved many results. Thereby, it has actively contributed to the implementation of innovation, international economic integration, and effectively served the cause of building and defending the socialist Vietnamese Fatherland.

The Economic Security Force also promptly detects and proposes effective solutions to complications arising in the process of international economic integration, maintaining independence and autonomy in the process of economic development; contributing to ensuring national security and interests in negotiating and signing new-generation free trade agreements, attracting foreign investment; ensuring security in scientific cooperation on the sea; detecting and effectively combating and promptly preventing all plots and activities using economics to interfere with and transform politics as well as activities that sabotage the development process of the socialist-oriented market economy.

The achievements in ensuring economic security have significantly contributed to protecting the independence, autonomy and stability of the country's economy, political and social stability; maintaining a peaceful and stable environment for national development, creating a new and increasingly solid position and strength in the process of promoting international integration; serving the victory of the cause of innovation, building and defending the Fatherland.

On behalf of the Party and State leaders, Prime Minister Pham Minh Chinh highly appreciated, commended and warmly congratulated the outstanding achievements and feats that the Economic Security force has achieved in recent times.

Challenges ahead

According to the Prime Minister, in the coming time, the world situation will have opportunities, advantages and difficulties, challenges intertwined, but difficulties and challenges will be more numerous, more unpredictable and difficult to forecast. Non-traditional security issues continue to develop very complicatedly. In the country, despite achieving great achievements as the Resolution of the 13th National Party Congress affirmed that "our country has never had such a foundation, potential, position and international prestige as today", the country still faces many difficulties and challenges, especially because our country is a developing country, the economy is in the process of transformation, has high openness, and limited resilience and competitiveness. In order to effectively implement the Resolution of the 13th National Party Congress on the task of building an independent and self-reliant economy; improving the effectiveness of international economic integration; the task of the Economic Security force is extremely heavy.

Faced with the task of ensuring economic security in the coming time, the Prime Minister requested that the Economic Security force firmly adhere to the principle of the Communist Party of Vietnam's direct, absolute, and comprehensive leadership over the People's Public Security, including the Economic Security force; strictly implement the Party's guidelines and policies on security and order; proactively perform well the advisory function to the Party and State on ensuring economic security and perfecting institutions, mechanisms, policies, and laws.

Along with that, the Economic Security force must proactively grasp the situation, research, evaluate, and promptly forecast from early and from afar the risks of harming national security and interests, signs of instability in the world and regional economic situation that have a direct negative impact on our country's economy in order to promptly advise the Party and State on strategies in formulating guidelines and policies. The Economic Security force needs to perform well its functions and tasks of managing security and order in the economic field; appraising security and order factors in socio-economic development projects and plans; improving the capacity to build and enforce laws in economic management activities; actively contributing to building a socialist-oriented market economy that is independent and self-reliant, while actively and effectively integrating internationally.

The Prime Minister said that the Economic Security force must always be vigilant, proactive in attacking, and proactive in preventing; be sensitive and ready to respond to all situations; detect and fight to defeat all economic sabotage plots and activities, using economics to transform politics of hostile forces, all types of crimes in the economic field and violations of the law; continue to strengthen the relationship of solidarity, cohesion, and effective coordination with central and local departments, ministries and branches; closely coordinate with other forces in the People's Public Security; focus on building and developing the movement of All people protecting national security, doing a good job of mass mobilization, mobilizing the combined strength of the entire political system and all classes of people in the cause of ensuring economic security, protecting national security, building and developing the country...

The Prime Minister hopes and believes that, with the heroic revolutionary tradition of 70 years of building, fighting and growing, and the spirit of "Forgetting oneself for the country, serving the people" will forever shine, under the glorious flag of the Party, the Economic Security force will continue to strive, excellently complete all assigned tasks, ensure economic security, protect national security, and effectively serve the task of rapid and sustainable economic development.

"We must together build an economic security force that is politically sensitive, economically sensitive, scientifically and technologically profound, professionally proficient; has a firm grasp of the law, has a noble humanity; honor is the most sacred thing; puts the interests of the nation and people above all else; is closely attached to the people, and serves the people," the Prime Minister wished.

The Head of the Government requested the Central Public Security Party Committee and the leaders of the Ministry of Public Security to continue to effectively lead and direct the building of the People's Public Security force in general and the Economic Security force in particular to be comprehensively strong in terms of human resources, organization, facilities and means; attach importance to the work of Party building, political ideology and thereby build a truly clean, strong, disciplined, elite and modern Economic Security force, meeting all requirements and assigned tasks; pay attention to ensuring the regime, promptly encouraging and rewarding officers and soldiers with outstanding achievements in their work; build the image of exemplary, dedicated Public Security officers who are always ready to serve the people.

At the ceremony, on behalf of the Party and State leaders, Prime Minister Pham Minh Chinh awarded the First Class Fatherland Protection Medal to the Department of Economic Security and pinned the Medal on the traditional flag of the Economic Security force; and presented other noble awards of the Party and State to collectives and individuals of the Economic Security force.
