Lieutenant General Dong Sy Nguyen was born on March 1, 1923, in Quang Binh province; he joined the revolutionary movement in 1938; and in December 1939, he became a member of the Communist Party of Vietnam . Over 80 years of revolutionary activity, the Lieutenant General was entrusted with many important responsibilities in various fields by the Party, the State, and the Army.

The posthumous awarding of the title "Hero of the People's Armed Forces" is a fitting recognition of the immense contributions, merits, and outstanding achievements of Lieutenant General Dong Sy Nguyen to the revolutionary cause of the Party and the Vietnamese nation.
From 1966 to 1970, Huong Do commune in Huong Khe district was chosen by Lieutenant General Dong Sy Nguyen, then Head of the General Department of Forward Logistics and Commander of the Truong Son Army, to house the Forward Command Post of the General Department of Logistics, the Forward Command Post of the 559th and 500th Brigades.
On August 22, 2005, the Ministry of Culture and Information decided to recognize the Forward Command Post - General Department of Logistics, Command Post of the 500th Command in Huong Do commune, Huong Khe district, as a National Historical Site.
During his time here, Lieutenant General Dong Sy Nguyen was always close to and concerned about the lives of the people here. Therefore, the people of Ha Tinh in general and the people of Huong Do commune in particular have always held a special affection for Lieutenant General Dong Sy Nguyen.
