Human resource pressure in Ta Nang

The increasing workload and expanded authority, coupled with a failure to replenish staff in a timely manner, are creating considerable pressure on the Ta Nang commune government.

Ta Nang commune was established by merging the entire Ta Nang and Da Quyn communes (formerly part of Duc Trong district, Lam Dong province), with nearly 80% of its population being ethnic minorities. After the merger, the large area and scattered population placed significant demands on the management and administration of the local government.

Implementing a two-tiered local government model, the decentralization and delegation of power after abolishing the district level has expanded the scope and subjects of administrative procedures at the commune level, leading to frequent adjustments and a rapid increase in workload. According to Mr. Le Van Thai, Vice Chairman of the People's Committee of Ta Nang commune, the commune's People's Committee currently receives and processes 410 administrative procedures, including 291 interconnected procedures. This means a much greater workload, while human resources have not yet met the practical requirements.

As of July 31, 2025, the number of civil servant positions (receiving salaries from the state budget and revenue from business activities) allocated to the People's Council and People's Committee of Ta Nang commune by competent authorities was 35. However, the actual number of civil servants currently present is only 26 out of 35 positions, a shortfall of 9 people compared to the allocated quota.

The current number of officials in Ta Nang commune is insufficient in many important positions, directly affecting the operation of the administrative apparatus and the implementation of local development tasks. Particularly, given its characteristics as a remote commune with uneven levels of education, a large geographical area, and challenging socio -economic conditions, the need for additional staff is even more urgent, especially in areas such as land management, justice, health, education, digital transformation, and information technology… to ensure timely processing of administrative procedures and better service to the people. Besides the Commune Committee, the Party and the Fatherland Front/mass organizations also face a significant shortage of officials.

In Ta Nang today, it is not uncommon for officials to hold multiple positions. At the Ta Nang Commune Public Administrative Service Center at the end of the day, there are still quite a few people present to carry out administrative procedures, mainly related to land matters. According to officials there, since the merger, the workload has been enormous. They have to work overtime to ensure that administrative procedures are processed promptly for the people.

Mr. Thai Quoc Hoan, Permanent Deputy Secretary of the Ta Nang Commune Party Committee, said that in the current context of a shortage of cadres, the tasks and responsibilities placed on the existing cadres are immense. Cadres are the "key of keys," therefore, to ensure smooth work, the commune leaders regularly encourage cadres and civil servants to uphold a high sense of responsibility, promote solidarity, strive to overcome difficulties, and be determined to successfully complete their assigned tasks. At the same time, the locality also proactively proposes and requests to the Provincial People's Committee to promptly resolve the difficulties regarding human resources.

Currently, the Department of Internal Affairs is requesting that departments, agencies, and localities in the province inform their civil servants and public employees about the need for additional personnel at the Ta Nang Commune People's Committee so that they can register for reassignment. Lam Dong province is creating favorable conditions for civil servants and public employees who wish to transfer to remote areas, contributing to strengthening and improving the effectiveness of local government operations in the new phase.

Based on the recommendations of the People's Committee of Ta Nang commune, the People's Committee of Lam Dong province has assigned the Department of Internal Affairs to review, report, and propose a plan for the rotation and transfer of officials and civil servants between communes and wards with surplus and shortage of personnel, in order to arrange and assign personnel appropriately and ensure the effective operation of local government at the commune level.
