TPO - Phu My town in Ba Ria - Vung Tau province will be upgraded to a city in 2025 and recognized as a type II urban area. Phu My meets the infrastructure quality criteria of a type I urban area, playing a crucial role as a development hub in the urban system of the Southeast region.

Type 2 urban area

The People's Committee of Ba Ria - Vung Tau province has just issued Decision 1525/QD-UBND approving the urban development program for Phu My town until 2030, with a vision to 2045.

Accordingly, the urban development program for Phu My town is established within the entire current administrative boundaries of Phu My town, encompassing 5 wards: Hack Dich, My Xuan, Phu My, Phuoc Hoa, Tan Phuoc and 5 communes: Chau Pha, Song Xoai, Tan Hai, Tan Hoa, Toc Tien, with a total area of ​​approximately 33,302 hectares.

By 2025, Phu My town will become a city and be recognized as a type II urban area. Phu My city will be established with 10 commune-level administrative units, including an inner city area of ​​8 wards: 5 existing wards (Hac Dich, My Xuan, Phu My, Phuoc Hoa, Tan Phuoc) and 3 newly established wards (Toc Tien, Tan Hoa, and Tan Hai). The outer city area is expected to include Chau Pha and Song Xoai communes.

During the period 2026-2030, the administrative boundaries between Ba Ria City and Phu My City will be adjusted according to the plan for rearranging district and commune-level administrative units in Ba Ria - Vung Tau province for the period 2023-2030, ensuring that both units fully meet the standards regarding area and population size as prescribed.

7 development zones

The orientation for these urban development areas has been specified in the general planning of Phu My town, approved by Decision No. 1084/QD-UBND dated April 24th by the People's Committee of Ba Ria - Vung Tau province.

Accordingly, the inner city area is divided into 7 sub-areas. Sub-area No. 1, comprising the wards and communes of Phu My, Tan Phuoc, and Phuoc Hoa, will be the central administrative, political , and multi-functional urban area, the existing central urban area.

The urban area of ​​Phu My is divided into 7 sub-areas.

Urban Subdivision No. 2, comprising the wards and communes of My Xuan, Phu My, Hack Dich, and Toc Tien, is a multi-functional northern gateway urban area connected to My Xuan Lake and industrial zones in My Xuan. Urban Subdivision No. 3, also comprising the wards and communes of My Xuan, Hack Dich, and Toc Tien, will be a low-density, multi-functional central urban area with a system of supporting mixed-use spaces combined with industrial, service, and urban zones.

Urban Subdivision No. 4, comprising the wards and communes of Hac Dich and Toc Tien, is the eastern gateway urban area, a hub for trade, commerce, and logistics services, connected to the intersection of Ring Road 4 and the Bien Hoa - Vung Tau Expressway. Urban Subdivision No. 5, comprising the wards and communes of Tan Phuoc, Phuoc Hoa, and Tan Hoa, is the existing urban area of ​​Phuoc Hoa - Tan Hoa undergoing renovation with low density along both sides of National Highway 51.

Urban Subdivision No. 6, comprising the communes of Tan Hoa and Tan Hai, is the southeastern gateway urban area, linked to the Dinh Mountain ecotourism area and the Van Thuong Industrial Zone. Urban Subdivision No. 7, comprising the wards and communes of My Xuan, Phu My, Tan Phuoc, Phuoc Hoa, Tan Hoa, and Tan Hai, is the main economic zone of the urban area, focusing on industrial production, port services, and port logistics.
