In his opening remarks at the conference, Minister of Industry and Trade Nguyen Hong Dien emphasized that reforming and streamlining the organizational structure for effective and efficient operation is a major and consistent policy of the Party and State since the 6th Central Committee Meeting of the 12th Party Congress, and has been actively implemented by all levels and sectors nationwide, achieving important results.
Along with the rest of the country, after 7 years of implementing Resolution 18/NQ-TW of the Central Party Committee, the Ministry of Industry and Trade has repeatedly streamlined its organizational structure and is one of the leading ministries and sectors in streamlining its organizational structure, reducing staffing levels, and improving the quality and efficiency of management and administration; the internal structure of the Ministry has also been gradually streamlined towards greater efficiency and effectiveness.
However, the Minister also acknowledged that, alongside the achievements, the work of reforming and reorganizing the Ministry's internal structure still has some general shortcomings and limitations, as pointed out in the Resolution of the 13th Central Committee of the Communist Party of Vietnam on November 25, 2024. Therefore, continuing to reform and reorganize the Ministry's structure is essential, in line with the Party and State's policies and the practical situation, and meets the requirements of the tasks in the new situation.
Immediately after receiving the Politburo 's directive and the Central Steering Committee's plan, the Government Steering Committee on summarizing Resolution No. 18; the Party Committee of the Ministry of Industry and Trade promptly and decisively led and directed the summarization of Resolution No. 18/NQ-TW and developed a plan for reorganizing and streamlining the Ministry's organizational structure in accordance with the requirements and directions of the Government Steering Committee. Specifically: (1) Established the Ministry's Steering Committee and issued the Steering Committee's work plan; (2) Timely issued guiding documents to instruct units under the Ministry to strictly implement the directives of the Central Committee and the Government on self-review and evaluation in accordance with the spirit of Resolution 18/NQ-TW and to propose a plan for reorganizing the organizational structure; (3) The Ministry's Steering Committee has urgently implemented the task and held two dialogues with the heads of units under the Ministry to disseminate and guide the implementation content in each field to be unified throughout the entire industry and agency.
On December 10, 2024, the Party Committee unanimously agreed to provide guidance on finalizing the Summary Report and the Plan for restructuring and streamlining the Ministry's organizational apparatus for presentation at this important conference.
The Central Committee and the Government have directed: Continue to vigorously and urgently reorganize and streamline the organizational structure of the political system, ensuring it is "lean, efficient, and strong," enhancing operational effectiveness and efficiency, and linking this with restructuring the cadre to ensure they possess the necessary qualities and capabilities to meet the demands of their tasks. Simultaneously, they recognize this as a revolution, a difficult, complex, and sensitive undertaking, but one that cannot be avoided or delayed. Therefore, it is necessary to effectively carry out political and ideological work, and personnel work (especially the placement, arrangement, and implementation of personnel policies), creating high consensus and unity in understanding and action throughout the sector and in each agency and unit; preventing the emergence of disunity and internal disunity; and avoiding situations of comparison, negligence, or carelessness that could affect the progress and quality of assigned tasks.
Minister Nguyen Hong Dien affirmed that today's meeting of the Party Committee has very important and practical content for each unit and all cadres, Party members, civil servants, and employees of the Ministry. Accordingly, the Minister requested that delegates attending the meeting, drawing from the practical work of each agency and unit, and thoroughly understanding the guiding spirit, purpose, requirements, and orientation of the organizational restructuring of the Central Steering Committee and the Government Steering Committee, focus on discussing and seriously and comprehensively evaluating the situation and results achieved after 7 years of implementing Resolution 18/NQ-TW of the 12th Central Committee of the Party at the Ministry of Industry and Trade; clarifying the strengths, weaknesses, limitations, obstacles, inadequacies, and causes (especially subjective causes) to draw lessons learned in the process of implementing Resolution 18/NQ-TW of the Central Committee. Based on this, we propose tasks and solutions for innovating and reorganizing the organizational structure of the Ministry of Industry and Trade, as well as the organizational structure of its affiliated units, ensuring a lean, efficient, and effective system that meets the requirements of the new situation.
At the conference, Mr. Tran Quang Huy, Director of the Personnel and Organization Department, presented a report summarizing the implementation of Resolution 18/NQ-TW and the plan for restructuring the Ministry of Industry and Trade's apparatus in the coming period. Specifically, on December 4, 2024, the Ministry of Industry and Trade issued Decision No. 3191/QD-BCT establishing the Steering Committee for summarizing the implementation of Resolution No. 18-NQ/TW, chaired by the Minister of Industry and Trade.
On December 4, 2024, the Ministry of Industry and Trade issued a directive instructing its affiliated units to strictly implement the directives of the Central Steering Committee and the Government Steering Committee regarding the content, purpose, requirements, and orientation of organizational restructuring, and to report to the Ministry before December 8, 2024. On December 6, 2024, the Steering Committee for summarizing the implementation of Resolution 18-NQ/TW of the Ministry of Industry and Trade held its first meeting with the heads of the Ministry's affiliated units to discuss, provide guidance, and discuss the restructuring and streamlining of the Ministry of Industry and Trade's organizational apparatus.
On December 9, 2024, the Steering Committee for the review of the implementation of Resolution 18-NQ/TW of the Ministry of Industry and Trade held its second meeting to discuss and agree on the draft summary of Resolution 18-NQ/TW and the plan for restructuring and streamlining the organizational apparatus of the Ministry of Industry and Trade.
On December 10, 2024, the Party Committee of the Ministry of Industry and Trade held a meeting, attended by the Central Organization Committee, the Central Inspection Committee, and the Central Internal Affairs Committee, to discuss and finalize the draft summary of Resolution No. 18-NQ/TW, the summary of the implementation of the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade, and the plan for streamlining and reorganizing the Ministry's organizational structure.
At the conference, delegates presented papers, contributed opinions, and discussed issues related to the implementation of Resolution 18/NQ-WT of the 12th Central Committee and the direction for reorganizing the Ministry's structure in the coming period. Basically, the opinions expressed were in agreement with the report and the proposed organizational restructuring plan.
Arrange and organize the organizational structure, ensuring the requirements, quality, and progress of implementation.
Concluding the Conference, Minister Nguyen Hong Dien directed that, in order to urgently and seriously implement the Politburo's policy and the Central Steering Committee's and Government Steering Committee's orientation plan on continuing to innovate, reorganize, and consolidate the organizational structure of the political system, ensuring a streamlined, effective, and efficient operation, coupled with restructuring the contingent of cadres and civil servants with sufficient qualities, capabilities, enthusiasm, and competence to meet the tasks in the new situation; the Party Committee and the Ministry's leadership requested that Party committees, Party organizations, and leaders of units under and directly affiliated with the Ministry focus on seriously and effectively implementing the tasks outlined in the summary report and suggestions from representatives of central agencies at this conference, and pay attention to leading the successful implementation of the following tasks:
* Regarding requirements and guiding principles:
Continuing to thoroughly understand and strictly implement the directives of General Secretary To Lam; the Politburo's guidelines and the requirements and directions of the Central Steering Committee and the Government Steering Committee on restructuring and streamlining the organizational apparatus, we must achieve high unity in thought and action, recognizing that restructuring the organizational apparatus is a necessary and urgent task.
It is necessary to closely follow the directives of the Central Committee, the Plan of the Government Steering Committee and the Ministry's Steering Committee to promptly arrange and organize the implementation of the restructuring of the apparatus, ensuring the requirements, quality, progress of implementation and the minimum restructuring targets assigned by the Government and the Ministry.
The organizational structure must be objective, democratic, and scientific, ensuring efficiency, effectiveness, and efficiency (not a mechanical arrangement) to minimize overlapping and ambiguity in functions and responsibilities; at the same time, it must be consistent with the requirements of domestic work (that is, the regulations of the Party and the laws of the State) and compatible with international law and practices, because the Ministry of Industry and Trade has unique functions, frequently cooperates with foreign partners, and our economy has a high degree of openness.
Emphasis should be placed on improving political and ideological work, and personnel work (especially the placement, arrangement, and implementation of personnel policies), creating high consensus and unity in awareness and action throughout the sector and each agency and unit; preventing the emergence of disunity and internal disunity; and avoiding situations of comparison, negligence, or carelessness that affect the progress and quality of effective work implementation.
The new organizational structure must be reorganized and streamlined to operate better and more efficiently than the old one, and must become operational immediately, without interrupting work, leaving no gaps in time or areas of responsibility; and without affecting the normal activities of citizens and businesses.
Regarding the key tasks that need to be urgently implemented immediately after the Conference, the Minister requested:
Firstly, for the functional units of the Ministry: The Department of Organization and Personnel should urgently synthesize the opinions at the Conference to incorporate and finalize the Summary Report on Resolution 18/NQ-TW, reporting to the Party Committee and the Steering Committee of the Ministry for submission to the Government's Steering Committee on December 12, 2024.
The Legal Department, in coordination with relevant units, will continue to review the system of legal documents that need to be amended or supplemented to ensure consistency and suitability with the new organizational structure; at the same time, it will continue to research, identify, and propose tasks and solutions to address obstacles encountered in the implementation of organizational restructuring, reporting to the Ministry's Steering Committee and the Party Committee for submission to competent authorities for consideration and resolution.
The Party Committee of the Ministry is requested to finalize the plan for establishing the Party Committee of the Ministry of Industry and Trade under the Party Committee of the Government, in the spirit of ending the activities of the Party Committee and the Party Committee of the Ministry of Industry and Trade according to current regulations at the time the competent authority decides to establish the new organization, while the internal organizational structure will depend on guidance from higher levels; at the same time, develop working regulations and working relationships of the Party Committee of the Ministry after the reorganization of the organizational structure, ensuring compliance with the requirements of the Central Steering Committee and the Government Steering Committee for reorganization and streamlining of the organizational structure.
Secondly , the units involved in the restructuring plan should urgently develop a plan for reorganizing and restructuring their units as directed by the Ministry's leadership; this plan should specifically assign the lead unit and coordinating units; at the same time, attention should be paid to issues related to financial and asset handling and the transition of public investment project management during the restructuring and consolidation of the organizational apparatus.
Thirdly, units under the Ministry should proactively review and streamline their internal organizational structure (reducing the number of internal organizational units by at least 15% - 20%) based on the objectives and viewpoints mentioned above, ensuring adherence to the requirements and guidelines for organizational restructuring set by the Central Steering Committee, the Government Steering Committee, and the Ministry's Steering Committee; simultaneously, they should review all activities of the Steering Committees (for which the unit serves as the permanent body) with a view to ending their operations, retaining only those Steering Committees with necessary functions and tasks.
Fourth, the reorganization of the administrative apparatus must be linked to reducing the number of cadres, civil servants, and public employees, and restructuring and improving the quality of the workforce to enhance the efficiency and effectiveness of state management, meeting the requirements of the tasks in the new situation.
Fifthly, for public non-business units: Immediately implement and strictly execute Plan No. 3262/KH-BCT dated May 16, 2024, of the Ministry on the organization and restructuring of public non-business units under the Ministry of Industry and Trade. The Ministry will continue to research and develop restructuring plans for other public non-business units under the Ministry as required by the Government's Steering Committee.
Emphasis is placed on innovating management models and operating methods within the legal framework, linked to the Ministry's state management functions, in order to improve the quality and efficiency of service activities and gradually expand service activities according to social needs; increasing autonomy and accountability, ensuring the maintenance of stable regular operations, and gradually investing in and modernizing equipment and facilities to continuously improve the quality of public service, while also improving the income of employees.
The conference summarizing Resolution 18/NQ-TW was conducted objectively, democratically, and expeditiously, thoroughly grasping the guiding spirit, purpose, requirements, and orientation for organizational restructuring of the Central Steering Committee and the Government Steering Committee. Minister Nguyen Hong Dien emphasized that the reorganization of the organizational apparatus must be linked to streamlining the staff of cadres, civil servants, and public employees, and restructuring and improving the quality of the workforce to enhance the effectiveness and efficiency of state management to meet the requirements of the tasks in the new situation.
