Observations at several shops in Ward 5 and Ward 6, Ca Mau City, show that most of these signs share a common characteristic: they are used as introductory signs for barbershops and are designed to be quite similar in size and color to road traffic marker signs, making them easily confused at first glance.

Mr. Nguyen Minh D, the owner of a barbershop on Ton Duc Thang Street, Ward 5, said: "Seeing some places displaying signs like this was quite unusual, so I imitated them, mainly to create an impression and attract attention from people, without knowing that doing so was a violation."

The sign has the same image and size as a road marker.

Similar to Mr. D, many barbershop owners on Hung Vuong Street (Ward 5) and Ly Thuong Kiet Street (Ward 6) simply thought that displaying signs mimicking the landmark would create an impression, without realizing they were violating the regulations of the Road Traffic Law.

Interestingly, there are shops displaying signs right on the road, opposite the road marker; without close observation, many people might mistake these for two road markers placed side-by-side.

Article 35 of the 2008 Road Traffic Law specifically stipulates that individuals and organizations are prohibited from performing the following acts: installing signs, billboards, or other devices that reduce attention, cause confusion regarding the content of traffic signs, or obstruct road users...

Traffic markers are signs that guide road users to distances along a route, and also help authorities manage road boundaries. According to Decree 100/2019 on administrative penalties for violations in the field of road and rail transport, the act of installing signs or notices that distract road users, cause confusion, or obstruct traffic will be fined from 2-3 million VND for individuals and from 4-6 million VND for organizations.

Thus, shop owners using signs depicting milestones are unknowingly violating the law. According to the head of the Ca Mau Provincial Department of Transport Inspection, this behavior stems from a lack of understanding of the law, and since only a small number of businesses engage in this practice, the department mainly focuses on raising awareness and reminding them to rectify the situation themselves, thus avoiding impact on road safety.

This shows that business owners need to thoroughly understand issues related to their business field in order to avoid unnecessary violations in their business operations.
