The government has issued Decree 161/2026 regulating the basic salary and bonus scheme for officials, civil servants, public employees, and members of the armed forces. Accordingly, the basic salary increased from VND 2,340,000 to VND 2,530,000 per month from July 1st.
This base salary serves as the basis for calculating salaries in salary scales, allowances, and implementing other benefits as prescribed by law.
The formula for calculating salary is as follows: Salary = Base salary x Salary coefficient.
With the new base salary, teachers' salaries from July 1st will be approximately 5.31-17.15 million VND/month. The previous range was 4.91-15.86 million VND/month.
Primary, secondary, and high school teachers of rank I will receive the highest salaries starting July 1st. Those with a salary coefficient of 6.78 will earn 17.15 million VND per month. Kindergarten teachers of rank III will receive the lowest salaries, ranging from 5.31 to 12.37 million VND per month (depending on rank).

Please note that the above salary is based on the base salary. In addition to the salary, teachers also receive several types of allowances, including seniority allowance; preferential allowance for teachers directly teaching at different levels, subjects, student groups, and regions of work...
Decree 182/2026, issued by the Government on May 22nd, stipulates that the preferential allowance for preschool and primary school teachers will be between 40-80%, effective from January 1st, 2026.
Currently, there are approximately 1.05 million preschool and primary school teachers nationwide who receive salaries from the state budget. Previously, in November 2025, the Ministry of Education and Training noted that the salaries of most teachers were lower than those of civil servants in many other sectors. 100% of preschool teachers are ranked among the lowest-paid in the administrative and public service salary scale.
Therefore, in November 2025, when drafting the Decree regulating salary policies and allowances for teachers, the Ministry of Education and Training also proposed that teachers be entitled to an additional special salary coefficient.
