Ensuring railway safety

Violations of the railway corridor, including dozens of unauthorized crossings, pose a safety risk to the railway line passing through Da Nang city.

The North-South railway line passing through Da Nang has 93 level crossings, along with 56 unauthorized crossings (illegal crossings) that cross the railway tracks. According to Nguyen Ha Nam, Director of the Department of Construction and Deputy Head of the Standing Committee of the City's Traffic Safety Board, of the 93 existing legal level crossings, 52 are guarded, 40 have automatic warning systems with automatic barriers, and 1 is protected by warning signs.

In 2025, the City's Traffic Safety Committee, in coordination with local authorities and railway management units, eliminated four unauthorized level crossings. Additionally, they also worked to eliminate one newly established unauthorized level crossing and two newly created ones. By the end of 2025, 52 unauthorized level crossings remained in Da Nang. The city allocated resources and coordinated the establishment of guard posts at 18 of these highly accident-prone crossings.

According to the managing unit, Quang Nam - Da Nang Railway Joint Stock Company, the North-South railway line within Da Nang's territory is 131.65 km long (from kilometer marker 766+400 to kilometer marker 898+050).

Most worrying are the remaining unauthorized access points that are not guarded or removed, posing unpredictable dangers.

The management unit further stated that in 2025, they detected and documented 29 cases of violations of the railway safety corridor, and reported them to the People's Committees at all levels and relevant agencies, requesting measures to resolve them.

Because the railway passes through residential areas, people violating the safety corridor by constructing illegal structures or planting trees will affect the quality of the railway. In particular, the aforementioned actions obstruct the train driver's view, making it extremely dangerous in the event of an unexpected incident.

To ensure railway safety, the Quang Nam - Da Nang Railway Joint Stock Company has requested local authorities at all levels and the police in areas where the railway passes through to take the lead in coordinating with relevant agencies and units to implement measures to manage, reduce, and eliminate unauthorized level crossings in accordance with Decree No. 65/2018/ND-CP dated May 12, 2018, of the Government detailing the implementation of the Railway Law. For example, this includes regularly managing and monitoring dangerous locations and unauthorized level crossings in the area; and taking measures to prevent the emergence of new unauthorized level crossings...

People's Committees at all levels shall continue to implement Decision No. 1149/QD-BGTVT dated June 15, 2020, of the Ministry of Transport (now the Ministry of Construction) on the issuance of the plan for implementing the "Scheme to ensure order in the railway safety corridor and definitively resolve violations of the railway safety corridor" according to Decision No. 358/QD-TTg dated March 10, 2020, of the Prime Minister. Authorities at all levels shall preside over and coordinate inspections and definitively resolve violations of the railway safety corridor.

According to the road management hierarchy, the Department of Construction and the People's Committees of communes and wards need to focus on repairing road surfaces, adding traffic signs, marking stop lines, and installing speed bumps on roads leading to level crossings.

Local authorities regularly inspect the checkpoints at unauthorized crossings in accordance with the coordination regulations; they also review and install concrete barriers at these crossings to ensure smooth and safe passage for people and vehicles.

According to Lieutenant Colonel Phan Thanh Hong, Head of the Traffic Police Department of Da Nang City Police, the railway line in Da Nang mostly runs through residential areas, and historically, many level crossings and unauthorized access points pose a high risk to traffic safety. Following directives from the Government and the City's Traffic Safety Committee, the city police, with the traffic police and local police forces in areas where the railway passes through as the core, have focused on implementing measures to ensure traffic safety.

Accordingly, the Traffic Police Department also recommended that local authorities resolutely close unauthorized crossings in accordance with regulations. Task forces regularly inspect and strictly handle cases of encroachment on the railway safety corridor.

Strengthen the dissemination of railway traffic laws to the public, especially residents living along the railway lines and students who frequently cross level crossings.

Lieutenant Colonel Phan Thanh Hong added that in the coming time, traffic police will prioritize coordinating with local authorities and relevant parties to close and, especially, prevent the emergence of unauthorized crossings.

The unit continues to disseminate and publicize railway traffic laws in residential areas and schools along both sides of the railway to raise awareness of law compliance among residents and students; strengthen inspections and strictly handle violations at level crossings with railways and other violations within its jurisdiction with a strong deterrent and educational effect.
