Ensuring fairness for candidates

According to Associate Professor Dr. Nguyen Thu Thuy, Director of the Department of Higher Education , Ministry of Education and Training, the regulation unifying the minimum quality standards for admission to health and pedagogy majors in the draft admission regulations aims to ensure fairness for all candidates, regardless of the admission method.


The Ministry of Education and Training plans to apply a minimum admission score for the Medical, Pharmaceutical, and Teacher Training fields.

According to the draft regulations for university admissions in 2025 by the Ministry of Education and Training, the entrance threshold for teacher training programs and health-related programs that grant professional practice certificates must be a GPA of "Good" or higher (in all three levels of high school) or a high school graduation exam score of 8.0 or higher.

For the following majors: Physical Education; Music Education; Fine Arts Education; Early Childhood Education (college level); Nursing; Preventive Medicine; Midwifery; Dental Prosthetics Technology; Medical Laboratory Technology; Medical Imaging Technology; and Rehabilitation Technology, the academic results for all three years of high school must be rated "Good" or higher, or the high school graduation exam score must be 6.5 or higher.

In addition, the Ministry divided candidates applying to teacher training and health-related programs into two groups. The academic transcript requirement only applies to the group that is not considered based on high school graduation exam scores.

For the group of applicants admitted based on high school graduation exam scores, the Ministry will announce the minimum admission score annually. The draft no longer divides the minimum score according to the admission method.

Regarding these changes, Associate Professor Dr. Nguyen Thu Thuy - Director of the Department of Higher Education, Ministry of Education and Training, stated that the unified regulation on the minimum quality assurance threshold for admission to health and pedagogy majors in the admission regulations aims to ensure fairness for all applicants, regardless of the admission method.

"Furthermore, basing the regulations on results from all three years aims to create a positive impact on the teaching and learning process at the high school level," Ms. Thuy said.

For many years, the Ministry of Education and Training has set minimum admission scores for two groups of majors: health sciences and education. The minimum scores are announced around July each year.

Over the past two years, the minimum admission scores for teacher training and health-related fields have remained stable. The entrance threshold for teacher training programs, based on high school graduation exam results, is 18-19 points for a combination of three subjects. For early childhood education programs at the college level, the threshold is 17 points. The entrance threshold for health-related fields ranges from 19 to 22.5 points.

In fact, from previous admission seasons, the cut-off scores of universities are often much higher than the minimum passing score. For teacher training programs, the highest cut-off score reached 29.3 points.
