Adapting to the new model
According to Comrade Phan Manh Hung, Member of the Standing Committee of the Provincial Party Committee and Secretary of the Party Committee of Dong Hoi Ward, from the very beginning of implementing the two-tiered local government model, the ward's leadership and management have been timely, flexible, and creative. Agencies and units have been reviewed and streamlined to be more effective and efficient; leadership and management positions have been appointed promptly. Many officials and civil servants have demonstrated competence and responsibility, quickly adapting to the new model, overcoming difficulties, and striving to resolve issues.
Thanks to appropriate policies and the consensus of the people and businesses, Dong Hoi has ensured the smooth and uninterrupted operation of its administrative apparatus, achieving promising initial results in Party building, socio-economic development, and maintaining national defense and security.
Specifically, the Ward Party Committee has consolidated and strengthened grassroots party organizations; received 4 party organizations with 411 party members under its direct control; established new and dissolved several subordinate public service units, party committees, and party branches. In the first five months of 2026, the Standing Committee of the Ward Party Committee conducted inspections of 2 party organizations and 4 party members; the Ward Party Committee's Inspection Committee carried out 15 inspections and supervisions; and received and processed 6 petitions and denunciations. The ward also received and promptly addressed 22 complaints, denunciations, petitions, and feedback from the people.

Regarding economic development, the highlight of Dong Hoi ward is the continued stability of production, business, trade, and service activities; tourism has seen significant improvements with over 550,000 visitors to Dong Hoi; and advantageous industries such as seafood processing, mechanics, aluminum and glass, and civil carpentry continue to develop, contributing to job creation and increased income for the people.
Since the beginning of the year, land management, urban order, environmental resources, and land clearance for key projects have yielded positive results. For example, the coastal road project has completed its compensation plan; the Nhat Le 3 bridge project and the roads at both ends of the bridge have completed 93.35% of the land clearance... Public investment continues to be promoted, with the disbursed value of development investment capital reaching 33.2 billion VND, achieving 18% of the planned capital for 2026. Total state budget revenue in the area reached 246.293 billion VND, equivalent to 35% of the allocated budget.
Regarding administrative reform, from July 1, 2025 to the present, the ward has received 15,693 administrative procedure dossiers; the rate of digitized input has reached 100% and online payment has reached 90.91%.
Overcome obstacles, achieve goals.
To ensure the growth target of 10.5% or higher is achieved in accordance with the spirit of the Party's XIV Resolution, in the coming period, Dong Hoi will focus on leading and directing departments, agencies, and units to strive to overcome difficulties and obstacles, and to comprehensively and decisively implement tasks and solutions for socio-economic development while stabilizing the situation of the Party and the people, striving to achieve the highest possible level of completion of development goals and targets for the 2026-2030 period.
In addition to focusing on effectively directing agricultural and fisheries production, and promoting and encouraging fishermen to strictly comply with regulations in fisheries exploitation, especially combating IUU fishing, Dong Hoi ward is strengthening the management of planning, land, urban order, construction, and environmental protection; resolving difficulties and obstacles in land clearance work, accelerating the progress and disbursement of funds for key projects in the area; continuing to beautify the urban landscape; reviewing, arranging, and effectively handling surplus public assets after administrative unit reorganization, and preventing loss and waste of state assets.
Leveraging the potential and advantages of its central provincial capital, Dong Hoi is promoting the development of trade, services, tourism, and industrial and handicraft production; creating favorable conditions for businesses, production facilities, and households to expand investment and production; and at the same time, strengthening tourism promotion and marketing; diversifying and improving the quality of tourism products and services associated with local identity and developing the night-time economy.
Dong Hoi is also promoting administrative reform associated with digital transformation, building e-government and digital government; improving the quality of handling administrative procedures, online public services and the level of satisfaction of people and businesses; continuing to review and streamline the organizational structure for efficient operation; improving the quality of cadres and civil servants to meet the requirements of tasks in the new period; strengthening the application of information technology in management and operation, digitizing records, ensuring information security and cybersecurity and effectively implementing national digital transformation tasks.
In particular, Dong Hoi continues to improve the overall quality of Party building work; proactively grasp and guide public opinion, maintain unity and cohesion throughout the Party committee, and contribute to strengthening the people's trust in the local Party committee and government.
