
In fulfilling its assigned tasks, the Department of Health advised the Provincial People's Committee to issue directives and guidelines to units and localities to develop programs and plans to effectively protect, care for, and educate children. Along with ensuring adequate facilities in the school health center and conducting regular health check-ups at the beginning of the school year for students, in 2025, the Department of Health directed its affiliated units to organize training for 1,560 core children in schools on children's rights and skills for exercising their right to participation. Nguyen Thanh Tam, a student at Minh Thanh Secondary School in Thai Binh ward, shared: "Participating in the training session organized by the Provincial Population and Children's Department, we gained some basic knowledge and skills about children's rights and responsibilities; knowledge and skills about preventing and combating child abuse and accidents and injuries... from which we know how to protect ourselves from dangers and temptations in society."
Along with training, in 2025, units and localities in the province organized more than 50 extracurricular legal awareness sessions for over 20,000 students and citizens. The Education and Training sector was a prime example of successfully organizing experiential activities, extracurricular events, and communication sessions, while simultaneously integrating content on ethics, lifestyle, cultural behavior, and skills such as accident and injury prevention, drowning prevention, and ensuring safety on the internet into classroom lessons for students. These communication sessions contributed to raising awareness and responsibility among schools, families, society, and students themselves, aiming to proactively prevent and stop acts of violence and abuse, and to build a safe and healthy living environment for children.

Besides implementing the State's policies and regulations correctly, fully, and promptly, units and localities actively mobilize resources and community participation to care for disadvantaged and orphaned children through many practical activities such as: awarding scholarships; visiting and giving gifts during holidays and Tet; sponsoring, etc. In 2025, the entire province organized visits and gift-giving to more than 5,000 children in particularly difficult circumstances; the Women's Union at all levels in the province is sponsoring and connecting more than 1,100 orphaned children. Le Thi Tuoi, from Luu Xa village, Hong Quang commune, shared: "My father passed away, and my mother is raising four of us sisters alone, so life is very difficult. Thanks to the Women's Union of the commune connecting us, we have been sponsored and supported by businesses to have money for school and to cover living expenses."
The welfare of children has been a priority for youth union branches at all levels in the province. Last year, they distributed over 500 gifts; organized a Mid-Autumn Festival program, donating nearly 10,000 lanterns to disabled children and students in particularly difficult circumstances; organized 639 cultural, artistic, sports , and recreational activities for young people; and provided support and assistance to 3,632 disadvantaged children with billions of VND. The Hong Quang Commune Youth Union opened a free swimming class for nearly 50 union members and youth group members; organized a "Car Wash for Fundraising - Supporting Students to School" program, and donated 60 gifts to disadvantaged students at 12 schools in the commune.
With the involvement of the entire political system, to date, 100% of children in the province attend primary and secondary schools at the appropriate age; 100% of orphaned, homeless, and severely disabled children from poor households receive monthly social assistance as prescribed; 90% of children with special circumstances receive support and care; 100% of children under 6 years old are provided with free health insurance cards; and 100% of children who have experienced violence or abuse receive support through various means. In the coming time, the province will continue to implement solutions to effectively mobilize resources, aiming for the goal of prioritizing children today and building a sustainable future for tomorrow.
