
According to the Deputy Prime Minister , there are currently 69 documents directly related to personal data protection in Vietnam, but all of them lack uniformity in concept, content, scope, and protection measures. In addition, newly emerging issues regarding personal data protection require resolution through the enactment of legislation.
Furthermore, the proposal to enact this law aims to harmonize with international practices and regulations on personal data protection, given that over 140 countries have already enacted legal documents on personal data protection, many of which include provisions applicable to Vietnamese organizations and individuals.

The draft Law on Personal Data Protection consists of 7 chapters and 68 articles, encompassing 7 main areas. The Government proposes submitting it to the National Assembly for consideration, comments, and approval at the 9th session of the 15th National Assembly.

Le Tan Toi, Chairman of the National Assembly's Committee on National Defense, Security and Foreign Affairs, presented the verification report, stating that the committee agreed with the necessity of enacting the law for the reasons outlined in the Government's submission and believed that the drafting of the law aimed to ensure a legal basis; meet the requirements for protecting personal data; prevent acts of violating personal data; and enhance the responsibility of agencies, organizations, and individuals.
According to Lieutenant General Le Tan Toi, the drafting and promulgation of this law is consistent with the Party's guidelines and policies on national digital transformation, digital economic development, and the building of a digital society, meeting the requirements of international integration and contributing to creating momentum for the country to enter an era of national progress.
“The draft law fundamentally ensures constitutionality, consistency with the legal system, compatibility with relevant international treaties, and feasibility. However, it is necessary to continue to thoroughly review relevant legal documents and international treaties to which Vietnam is a signatory, as well as emerging practical issues, to ensure consistency, feasibility, and compatibility with international treaties. At the same time, we must continue to thoroughly understand and implement the directives of the Politburo, the General Secretary, and the Chairman of the National Assembly on reforming thinking in lawmaking, especially researching and revising draft laws to ensure conciseness, including provisions within the National Assembly's authority; reducing and simplifying administrative procedures and business conditions, reducing compliance costs, and creating the greatest possible convenience for citizens and businesses,” Mr. Le Tan Toi emphasized.
