Chaos on Da Nang's coastal tourist route

Traffic on Vo Nguyen Giap Street (Ngu Hanh Son District, Da Nang City) is frequently chaotic and disorderly. The lack of traffic cameras for issuing fines allows violations to occur rampantly.

Numerous tourist buses are violating regulations.

Over the years, tourism in Da Nang has developed strongly. Along the Vo Nguyen Giap coastal road, there is a dense concentration of hotels and a large number of tourists. This, coupled with the rapid increase in service and contract vehicles, means that Vo Nguyen Giap road frequently faces traffic congestion, especially during peak hours.

Contract vehicles are encroaching on other lanes and crossing the road recklessly on Vo Nguyen Giap Street.

Notably, this section of road is marked with a solid yellow line to separate the two lanes. However, many contract vehicle drivers carelessly encroach on the lanes, cross the lines, and make U-turns where prohibited, exacerbating traffic congestion.

At nearly 5 PM on October 22nd, as vehicles were queuing up on Vo Nguyen Giap road heading from Son Tra to Ngu Hanh Son, a 7-seater car with a yellow license plate 43E-006.xx brazenly crossed the solid line from a hotel into the opposite lane, even though there was a place to make a U-turn about 50 meters away.

Despite reckless crossings, the cars already in traffic did not stop but instead crossed the lane markings, encroaching on the opposite lane and causing traffic chaos, posing a potential risk to traffic safety.

According to our reporter's observations, both ends of Vo Nguyen Giap Street at the intersections with Nguyen Van Thoai and Do Ba streets have traffic violation cameras, while the middle section does not. Taking advantage of this, drivers frequently drive over the solid line to shorten the distance to the designated U-turn point.

According to Mr. Le Van Minh (residing in Ngu Hanh Son district), the right side of Vo Nguyen Giap road, from the intersection with Nguyen Van Thoai road to the end of the route, is frequently congested during rush hour due to tourist buses entering and exiting hotels.

"Driving on this road during the afternoon rush hour is very frustrating. Every time a car crosses the road recklessly, dozens of cars behind it have to queue up to continue. Almost every day on my way home from work, there are cars violating traffic rules on this road, but I don't see anyone doing anything about it," Minh said.

Research on installing traffic cameras for automated enforcement.

Speaking to Giao Thong Newspaper, Mr. Nguyen Trung Nghia, Deputy Director of the Da Nang City Department of Transport, said that authorities have surveyed the Vo Nguyen Giap route and determined that many tourist buses operate there, picking up and dropping off passengers at hotels along the road.

The use of solid yellow lines on this road is appropriate because when tourist vehicles turn or change lanes, it creates traffic conflicts and congestion right in front of the hotel entrance.

According to Mr. Nghia, in the short term, the authorities need to increase patrols and inspections to handle violations. In the long term, they will study suitable options such as installing cameras to issue fines remotely.

Colonel Phan Ngoc Truyen, Head of the Traffic Police Department of Da Nang City Police, informed that the Vo Nguyen Giap road section is directly managed by the local police. The Traffic Police Department receives and processes violation data transmitted from the camera system along the route. The Traffic Police Department records feedback and will provide input to the local police to strictly handle violations.

Meanwhile, the commander of the Traffic Police and Public Order Team of Ngu Hanh Son District Police said that the unit has received the information and has a plan to inspect and handle violations on Vo Nguyen Giap Street, and will implement it soon.

According to this official, the team has invited cooperatives and transportation businesses in the area to meetings and requested them to sign commitments to ensure traffic safety. However, many vehicles belong to transportation businesses from other areas, making it difficult to obtain these commitments; violations are mainly dealt with on the spot.

"In the long term, it is necessary to install more surveillance cameras along the route to enhance the effectiveness of enforcement," he added.

According to the Traffic Safety Board of Ngu Hanh Son district, from now until the end of 2024, the district's functional forces will focus on deploying patrols, inspections, traffic management, guidance, and handling violations of traffic safety regulations.

This includes strengthening thematic enforcement against behaviors that pose a high risk of traffic accidents, such as: violations related to alcohol levels, speeding, failure to obey traffic lights, driving against the flow of traffic, reckless driving, and improper parking.
