Giving people a "fishing rod" to improve their livelihoods.

After merging with Dak Toi commune, La Dee commune has a natural area of nearly 185 km² with a population of over 2,900 people. As a border locality with many socio -economic difficulties, sustainable poverty reduction is identified by the local government as a key and ongoing task.

During the period 2021-2025, the poverty reduction rate of the commune was 7-12% per year. This result shows the proactive efforts of many women in the highlands to improve their livelihoods, making a significant contribution to the local poverty reduction efforts.

Ms. Coor Hoai (residing in Dak Ooc village, La Dee commune) said that her family's life used to be very difficult, but thanks to the explosion of technology and the internet, she proactively learned and searched for effective economic models online to apply to her family.

Thanks to local support, Ms. Hoai boldly connected with and brought clean agricultural products and medicinal herbs from the border region to customers in various localities within the city. As a result, her family's economic situation improved, and it also created additional income for local people.

Similarly, the family of Ms. Bhờ Nướch Út (Đắc Tà Vâng village, La Dêê commune) once struggled with the "problem" of making a living. The turning point came in 2023, when her family received support from the local authorities in the form of livestock and breeding stock to develop their household economy. From a situation of constant hardship, her family gradually gained additional income, and their lives became more stable.

According to Ms. Ut, the support and guidance from the government and various associations and organizations have helped people change their perceptions and become more confident in their thinking and actions. From small-scale initial models, many households no longer feel hesitant and know how to utilize available resources to develop their economy and gradually improve their lives.

Avoid imposing an inappropriate model.

Despite achieving many positive results, poverty reduction efforts in La Dêê commune still face numerous obstacles. Weak transportation infrastructure, limited investment capital, and low production capacity and awareness among some residents significantly impact the effectiveness of implementing sustainable livelihood and poverty reduction models.

Ms. Coor Hoai shared that, during the process of connecting and trading with localities, the lack of procedures and paperwork, limitations in production scale, resources, packaging, and labeling... made it difficult for products to expand their market and reach more customers.

"We hope that all levels and sectors will create favorable conditions regarding business registration procedures and supply-demand connections. More practical solutions are needed to transform the potential and strengths of the locality into economic value, further motivating women to develop their household economies," Ms. Hoai shared.

Meanwhile, Ms. Bhờ Nướch Út suggested that the locality should continue to replicate effective livelihood models that are suitable for the conditions of the highlands and linked to the production practices of the people, such as mushroom cultivation, banana cultivation, or other crops and livestock with economic value.

Lieutenant Colonel Nguyen Cong Thuan, Deputy Political Officer of the Nam Giang International Border Gate Border Guard Station, said that in addition to the task of protecting sovereignty and border security, the unit focuses on disseminating the Party's guidelines and the State's policies on poverty reduction and new rural development to people in border areas.

In addition, supporting livelihoods, connecting resources, and implementing effective models to help people create conditions for people to stabilize their lives and increase their income; contributing to building "people's support" and firmly protecting sovereignty and border security.

According to Lieutenant Colonel Nguyen Cong Thuan, for sustainable poverty reduction, it is necessary to meet the actual needs of each household and each village, especially for families facing many difficulties, and to avoid imposing inappropriate models.

At the same time, support must be geared towards "giving people a fishing rod," helping them achieve stable, long-term livelihoods instead of short-term, relief-oriented assistance. Furthermore, it is necessary to choose models that are easy to implement, suitable to the climate, soil conditions, farming skills, and customs of ethnic minority communities; closely engaging with the grassroots, staying close to the people and the local area, and thoroughly understanding each poor household to provide targeted, effective, and efficient assistance.

Barriers to sustainable poverty reduction

"Some current poverty reduction models do not closely adhere to the plan, lacking linkages in production and product consumption, thus failing to create stable and long-term livelihoods for the people. In addition, traditional production practices and a hesitant attitude towards economic model transformation are also barriers that make it difficult to replicate effective models." ( Vice Chairman of La Dêê Commune People's Committee, BhNướch Hải)
