On election day for the 16th National Assembly and People's Councils at all levels for the 2026-2031 term, along with polling stations throughout Quang Ninh province, at many special locations, the election organization was implemented strictly, legally, safely, and in an orderly manner. From remote islands, hospitals, elderly care facilities to detention centers, all conditions were prepared to ensure that no voter was left behind.

In this election, Quang Ninh province has 1,033,898 voters casting their ballots at 1,243 polling stations. This includes 30,138 voters over 80 years old, 12,959 first-time voters aged 18, and 5,938 voters requiring supplementary ballot boxes, such as people with disabilities, the elderly, the sick, and those under temporary detention. These figures highlight the high demands placed on organizing, serving, and ensuring the right to vote under all conditions and circumstances.

Ensuring the right to vote in special areas

In the Co To Special Zone, Quang Ninh province, the election process was implemented comprehensively, tailored to the specific characteristics of the coastal and island area. This area is home not only to local fishermen but also to many long-distance fishing vessels from within and outside the province. To ensure that fishermen voters fully exercise their civic rights, polling stations coordinated with border guards to directly disseminate information and provide guidance on regulations related to voter registration at their temporary residences, helping them proactively arrange their time to participate in the voting.

Mr. Le Ba Tung, Vice Chairman of the Co To Special Zone Fishermen's Union, Quang Ninh province, said that the fishermen were all excited to be able to directly choose representatives who would reflect the will and aspirations of the people. Voter Pham Minh Hoang, from Zone 3, Co To Special Zone, Quang Ninh province, said that rushing to dock his boat to participate in the voting clearly demonstrated the civic responsibility of the fishermen in the coastal region. He expressed his hope that the votes of the fishermen would contribute to selecting worthy representatives who care about the lives of fishermen, support them so they can confidently continue fishing, develop the economy , and protect the sea of ​​their homeland.

Ms. Le Ngoc Han, Secretary of the Party Committee, Chairwoman of the People's Council, and Chairwoman of the Election Committee of the Co To Special Zone, Quang Ninh province, said that the locality has implemented all tasks to serve the election, from propaganda and preparation of facilities to ensuring security and order and organizing meetings with voters. On islands with residents and voters such as Co To Lon, Thanh Lan, and Tran Island, permanent working groups have been established, and coordinated forces are patrolling and controlling to ensure absolute safety for the election.

At healthcare facilities in Quang Ninh, the election organization was also implemented flexibly and rigorously. Before election day, the Health sector coordinated with local authorities to review the voter list of inpatients and healthcare workers on duty on election day; publicly posted the voter list and the list of candidates; arranged suitable polling areas; and prepared supplementary ballot boxes for those who could not travel.

At Quang Ninh Provincial General Hospital, polling stations brought supplementary ballot boxes to serve inpatients and medical staff who were unable to leave their posts. Mr. Ngo Quang Hien, a patient receiving treatment at the Outpatient Department, said that although he couldn't return to his hometown to vote, he was still very happy to be given the opportunity to exercise his civic right at the hospital. Mr. Nguyen Quoc Khanh, a voter from Mong Cai 1 ward, Quang Ninh province, who was receiving inpatient treatment, said that having the polling station bring the ballot box to his location allowed patients like him to still participate in this great national event.

Members of Polling Station No. 6 in Voting Area No. 4, Hong Gai Ward, brought the supplementary ballot box to the Intensive Care Unit of the Provincial General Hospital for voters to cast their ballots.

According to Ms. Nguyen Thi Thuy, Secretary of Polling Station No. 6, Polling Area No. 2, Hong Gai Ward, Quang Ninh Province, the polling station coordinated with the hospital to review the list of inpatients, and directly brought ballot boxes to patients who were unable to travel, ensuring compliance with regulations. In addition, medical staff proactively arranged their work schedules to exercise their right to vote. Dr. Nguyen Dinh Que, a specialist in Surgery at Quang Ninh Provincial General Hospital, said that on election day, medical staff continued their professional duties with many complex surgeries, but they still made time to exercise their rights and responsibilities as citizens.

At Bai Chay Hospital, the election organization was also meticulously implemented. The polling station was set up in the hospital's auditorium, and additional ballot boxes were prepared to serve patients who were unable to travel. Mr. Nguyen Van Chien, a member of Election Committee No. 25 in Polling Station No. 5, Viet Hung Ward, Quang Ninh Province, stated that those who were ill or unable to travel were facilitated to exercise their right to vote. Ms. Vu Thi Minh, from Nham Cao village, Dam Ha commune, Quang Ninh Province, currently receiving treatment at Bai Chay Hospital, said that although she could not return to her hometown to vote, the election committee assisted her in casting her vote smoothly.

No voter should be left out of this nationwide election.

In Cam Pha ward, Quang Ninh province, preparations to ensure the right to vote for the elderly, disabled, and those who are ill and unable to go to the polling station in person were made well in advance. According to local surveys, the ward has 42,368 voters, including 1,434 voters aged 80 and above, along with many other elderly and frail individuals with limited mobility. Before election day, neighborhoods compiled lists of these special voters to organize the use of supplementary ballot boxes.

In Cam Trung 2A area, polling station number 3 delivered a supplementary ballot box to the home of Mr. Nguyen Huy Du, 102 years old and a Party member for nearly 70 years. Mr. Nguyen Huy Du said that due to his advanced age, he could not go to the polling station, so the election committee bringing the ballot box to his home made him very happy because he could still exercise his civic right. The delivery of supplementary ballot boxes to elderly voters was carried out systematically and in accordance with regulations. After serving the voter at home, the supplementary ballot box was returned to the polling station to be counted along with the main ballot box, ensuring openness and transparency.

At the Quang Ninh Provincial Police Detention Center, in Electoral District No. 21, Ha Lam Ward, the election preparations were thorough and systematic. Correctional officers organized awareness campaigns, explained the significance of the election, introduced brief biographies of the candidates, and guided voters through the voting process to ensure they understood everything.

This is a special polling area with a total of 1,031 voters participating in two-level elections, including 141 officers and soldiers working at the detention center and 890 detainees. According to the law, those currently in detention for investigation purposes, who have not been deprived of their right to vote, are still guaranteed to exercise their full rights and civic duties.

During the election process, supplementary ballot boxes were brought into each detention area under the strict supervision of officials from the Provincial People's Procuracy and the Detention Center. All procedures were carried out seriously and in accordance with regulations, ensuring both the voting rights of citizens and maintaining security and order within the detention area. This polling station achieved 100% voter turnout.

Mr. NHV, who is currently in custody, said that even while being detained for investigation purposes, he was still given the opportunity to exercise his right to vote. This made him feel that everyone's civic rights are respected and guaranteed.

Lieutenant Colonel To Van Khien, Deputy Superintendent of the Provincial Police Detention Center and Head of the Polling Station for Electoral District No. 21 in Ha Lam Ward, Quang Ninh Province, stated that the unit proactively coordinated with the ward's election committee to compile voter lists, continuously reviewing and updating them to reflect the actual situation. Organizing the participation of detainees in the election not only ensures compliance with the law but also clearly demonstrates humanity and respect for citizens' rights.

The operations center and 5 coordinating teams/groups regularly receive and update all information about the election throughout the province.

By 6:30 PM on March 15th, Quang Ninh province had 1,033,484 registered voters, reaching a turnout rate of 99.96%. 1,162 out of 1,243 polling stations achieved 100% voter turnout; 37 out of 54 communes, wards, and special zones completed the voting process with 100% of registered voters participating.

The localities that achieved 100% include Cái Chiên, Quảng La, Điền Xá, Hoành Mô, Tuần Châu, Cô Tô, Hải Hòa, Hạ Long, Cửa Ông, Hà Tu, Lục Hồn, Cao Xanh, Cẩm Phả, Vĩnh Thực, Uông Bí, Đầm Hà, Hải Lạng, Đông Ngũ, Hoành Bồ, Yên Tử, Bình Liêu, Đông Mai, Hà Lầm, Tiên Yên, Quang Hanh, Vàng Danh, Hồng Gai, Hải Ninh, Việt Hưng, Móng Cái 2, Hiệp Hòa, Mông Dương, Quảng Tân, Kỳ Thượng, An Sinh, Lương Minh, and Hải Sơn.

This result demonstrates the proactive and systematic preparation of all levels and sectors, as well as the high sense of political responsibility of voters throughout Quang Ninh province. From coastal areas and islands to hospitals, elderly care facilities, and detention centers, the common thread in the election organization was ensuring that no voter was left out of this great national event. The provision of supplementary ballot boxes, the development of practical service plans, and the thorough verification process all contributed to ensuring a democratic, lawful, safe, and orderly election.
