In many places, ballot boxes were delivered to the homes of elderly and sick voters; and to hospitals for inpatients… so that everyone could choose their own representative. This meticulousness, thoroughness, and high sense of responsibility in organizing the election, along with the smooth coordination between central and local agencies, contributed to the election's success.

This election takes place against the backdrop of the country entering a new phase of development with increasingly high demands on the performance of elected bodies.
