In the response to the jury and the lawyer, defendant Dung said that all expenses for himself and his officers and employees are in accordance with internal spending regulations. This Regulation is publically formulated, sent to superiors, takes effect and does not violate the law. The defendant said that the first-instance level based on Circular 28/2009/TT-BGDDT on the working regime for high school teachers to make accusations was incorrect, because this circular did not stipulate the Center for Continuing Education. Defendant used and referred to Circular 28 to issue internal spending regulations because the defendant is also a teacher.
Defendant Dung said: “All enjoy the same as the defendants. It cannot be called an act of abusing position and power without proving that the defendant violated any regulations. Defendant Dung also said that the fact that defendant Nguyen Thi Huong knew it was wrong but still did it but was only sentenced to 24 months in prison for a suspended sentence, while the defendant herself was sentenced to 5 years in prison is "extremely unfair".
