"Seven Alleys" and the alleys of camaraderie
Mr. Vuong Van Phan, Secretary and Head of Quarter 1 - Binh San, Ha Tien Ward, is affectionately known by many residents as "Bay Hem" (Seven Alleys) - a name associated with his more than 20 years of tireless work repairing and upgrading nearly 20 alleys. From 1999 to 2002, he was elected Secretary and Head of the Quarter, then successively transferred to 4 out of 5 neighborhoods of the former Binh San Ward. Wherever he worked, his mark was always on clean, beautiful, and easily accessible alleys. Between 2007 and 2009, he mobilized benefactors to upgrade 13 alleys. In 2009 alone, he raised nearly 90 million VND and advised the ward to provide nearly 1 billion VND in support to build Alley 90, connecting Tran Hao and Lam Son streets.
Beyond just building roads and alleys, Mr. Phan also focuses on disseminating the Party's guidelines and policies, and the State's laws and regulations to each household. Since 2018, he has established a model to help people quickly access administrative procedures by preparing forms at the neighborhood office, directly guiding people, and saving them time and effort.
Pham Khac Phara, Vice Chairman of the People's Committee of Ha Tien Ward, said: "Mr. Vuong Van Phan has made many contributions to the development of the ward, from social welfare and building a civilized urban area to propaganda work. Despite his advanced age, he remains an important figure, contributing to building a clean and strong Party branch."
At 75 years old, Mr. Phan still regularly goes door-to-door campaigning and reaching out to philanthropists to solicit support for the people. For 15 consecutive years, he has been recognized as an outstanding Party member, receiving three commendations from the Provincial Party Committee and numerous commendations from the Provincial People's Committee for studying and following the ideology, ethics, and style of Ho Chi Minh. Mr. Phan shared: "I always put responsibility and exemplary conduct first. With the people's trust, I must strive to unite the community and work with the Party branch to build a more prosperous homeland."
Working together to care for social welfare.
On a morning at the beginning of August 2025, the courtyard of Duong Xuong Moi Pagoda in Dinh Hoa commune was filled with laughter. The closing ceremony of the Khmer language class, awarding prizes to students, and distributing rice to support poor and near-poor households and elderly people living alone took place in a warm and heartfelt atmosphere. Amidst this joy, the villagers repeatedly mentioned Mr. Le Van Mot – Party Secretary and Head of Hoa Thanh Hamlet – who has dedicated 25 years to the community, caring for the people as if they were his own family.
Hoa Thanh hamlet has 482 households, of which over 77% are Khmer people. Before 2016, there were 17 poor households and 31 near-poor households; now, there are only 3 poor households and 2 near-poor households. This transformation is closely linked to the image of a Party branch secretary who is attentive, skillful in mobilizing the people, and uniting social resources for concrete actions. With the motto "People-oriented work must be close to the people, understand the people, and earn their trust," Mr. Mot patiently listens and promptly resolves difficulties for the people. Mr. Huynh La (79 years old) - Head of the Association for the Support of Poor Patients in Dinh Hoa commune, commented: "Mr. Mot has prestige among the people; whenever he launches a movement, we and philanthropists all respond immediately."
Over the past seven years, Mr. Mot has raised nearly 3 billion VND for social welfare work. In 2024, together with the people and philanthropists, he built and renovated 11 houses, drilled wells, distributed over 1,700 gift packages, and maintained monthly rice support for poor and near-poor households and elderly people living alone. In the first six months of 2025 alone, he continued to raise funds to build houses, install corrugated iron roofs, distribute nearly 1,000 rice packages, and hundreds of sets of notebooks, books, and school supplies to disadvantaged students.
Besides caring for the material well-being of the people, Mr. Mot also cares about preserving the cultural identity of the Khmer people. Venerable Danh Ti, the abbot of Duong Xuong Moi Pagoda, said: “Thanks to the dedication of Mr. Mot and other benefactors, the Khmer language and English classes at the pagoda have been maintained for over 20 years, with 8 classes each year and more than 180 students from many neighboring hamlets and communes attending.”
By linking the study and emulation of Ho Chi Minh's ideology, ethics, and style with the "Effective Mass Mobilization" movement, Mr. Mot mobilized the people to implement 15 household-level tasks, build advanced new rural areas, eradicate superstition, and maintain security and order. From 2019 to 2024, he organized 43 propaganda sessions with over 1,500 participants, guiding the Khmer people in applying advanced technology to production to increase their income.
Mr. Pham Thanh Hai, Head of the Party Building Committee of Dinh Hoa commune, commented: “Mr. Le Van Mot is a dedicated and responsible grassroots official, always closely involved with the local area and possessing a firm grasp of the people's situation. He knows how to leverage collective strength, skillfully mobilize support, and create consensus to effectively implement various movements. Above all, he is trusted and loved by the people, considered a source of moral support and a role model for officials and Party members in the hamlet to follow.”
For Mr. Mot, the greatest reward is not just the certificates of merit, but the consensus and trust of the people: "When you genuinely care for the people, no matter how difficult the task, the people are ready to work with you," Mr. Mot confided.
