Party cell secretary is good at mass mobilization

Mr. Phung Van Hien and the Party Committee met to discuss solutions to effectively implement emulation movements in the locality.

Having worked at Factory Z123 (now Factory Z199) under the Ministry of National Defense, after retiring, Mr. Hien returned to work at Residential Group 6 and was trusted by the Party Committee and assigned many important responsibilities such as Head of the Residential Group Veterans Association; Vice Chairman of the Ward Veterans Association. From 2020 to present, he was elected to hold the position of Party Cell Secretary and Head of the Front Work Committee of Residential Group No. 6.

As the head of the Party cell, Mr. Hien regularly stays close to the locality to propagate, listen to the opinions, thoughts and aspirations of Party members and people to lead and direct the good implementation of economic development tasks, build civilized urban areas, and maintain security and order in the locality.

Implementing the movement to build a "Bright - Green - Clean - Beautiful" road, Mr. Hien and the Party Committee discussed and issued a specialized resolution on this content. At the same time, they promoted propaganda so that people could understand and actively participate in the movement. For households that did not understand, he and the leaders of the residential groups and mass organizations went directly to propagate and mobilize.

During the movement's implementation, the residential group has publicly disclosed and transparently disclosed all revenues and expenditures so that people can understand and promote the pioneering and exemplary role of the leader.

Mr. Hien believes that "If you want people to listen and believe, you must first set an example." Therefore, from small things like keeping the environment clean, participating in Green Sunday, to big things like mobilizing people to donate land, contribute working days, contribute funds to beautify the roads... he is a pioneer.

Thanks to his exemplary, dedicated and persistent example, party members and people in the residential group have clearly recognized their responsibilities, voluntarily contributing money and labor to build "Bright - green - clean - beautiful" roads.

Up to now, the residential group has mobilized people to contribute nearly 160 million VND; hundreds of working days to build welcome gates, plant flowers and trees, paint murals, buy poles and flags to hang along the roads.

Ms. Nguyen Thi Hoa, a resident of residential group No. 6, shared: When the Secretary of the residential group Party cell called for donations, we felt very secure and were ready to contribute. Up to now, the road has become much more spacious and clean. This not only makes the neighborhood more civilized and safe, but also contributes to raising the spirit of solidarity and sense of responsibility of each resident in preserving the landscape and living environment.

Mr. Hien also actively participates in building cultural life in the residential area; proactively connects and mobilizes social resources to organize activities to promote learning, culture, physical education, and sports, build self-governing groups, and contribute to maintaining security and order. Thanks to his efforts, residential group No. 6 has been awarded the title of "Cultural residential group" for many years. Currently, the residential group has no poor households, the village and neighborhood relationship is consolidated, and security and order are ensured.

Mr. Hien said: To do well in mass mobilization work, first of all, cadres must be close to the people, understand the people, listen to and respect their opinions. Every action must come from the practical interests of the people. Before implementation, it is necessary to explain clearly so that the people understand the policy, creating high consensus.

During the implementation process, we must always ensure the motto "People know, people discuss, people do, people inspect, people benefit". In addition, leaders must attach importance to setting an example, matching words with actions, and maintaining personal prestige to build trust among the masses.

Speaking about the Party Cell Secretary of Residential Group 6, Comrade Pham Thi Kim Lien, Standing Deputy Secretary of the Xuan Hoa Ward Party Committee, said: “Mr. Phung Van Hien is an enthusiastic, responsible Party Cell Secretary who is deeply attached to the people. He is always a pioneer and exemplary in all local movements; well demonstrating the role of a bridge of solidarity between the masses and the Party and the State, actively contributing to building cultural life, ensuring political security and social safety from the grassroots level”.

With his dedication and responsibility in implementing local movements and activities, Mr. Hien was honored to receive awards from all levels, sectors and localities. In 2024, Mr. Hien received a Certificate of Merit from the Provincial Party Committee's Propaganda and Mass Mobilization Department for his outstanding achievements in the emulation movement "Skillful Mass Mobilization".
