Having previously worked at Factory Z123 (now Factory Z199) under the Ministry of National Defense , after retirement, Mr. Hien returned to his residential area in Block 6 and was entrusted with many important responsibilities by the Party Committee, such as Head of the Veterans Association Branch in the residential area; and Vice Chairman of the Veterans Association of the ward. From 2020 to the present, he has been elected to the position of Secretary of the Party Branch and Head of the Front Committee of Residential Area 6.
As the head of the Party branch, Mr. Hien regularly stays close to the local area to disseminate information, listen to the opinions, thoughts, and aspirations of Party members and the people, in order to lead and direct the effective implementation of tasks related to economic development, building a civilized urban area, and maintaining security and order in the locality.
To implement the "Bright - Green - Clean - Beautiful" road construction movement, Mr. Hien, along with the Party branch committee, discussed and issued a specialized resolution on this matter. At the same time, they intensified propaganda efforts to ensure people understood and actively participated in the movement. For households that did not understand, he, along with neighborhood leaders and other organizations, went directly to educate and persuade them.
Throughout the implementation of the movement, the neighborhood committee publicly and transparently disclosed all income and expenditure so that the people could understand and promote the pioneering and exemplary role of the leader.
Mr. Hien believes that "If you want the people to listen and trust you, you must first set an example." Therefore, from small things like maintaining environmental hygiene and participating in Green Sunday, to big things like mobilizing people to donate land, contribute labor, and contribute funds to beautify the appearance of roads... he has always been a pioneer.
Thanks to his exemplary conduct, dedication, and perseverance, Party members and residents in the neighborhood have become aware of their responsibilities and voluntarily contributed money and labor to build "Bright - Green - Clean - Beautiful" streets.
To date, the neighborhood committee has mobilized residents to contribute nearly 160 million VND and hundreds of man-days of labor to build a welcome gate, plant flowers and trees, paint murals, and purchase poles and flags to hang along the streets.
Ms. Nguyen Thi Hoa, a resident of residential group No. 6, shared: "When the Party Secretary of residential group No. 6 called for contributions, we felt very reassured and readily agreed to help. Now, the road is much more spacious, clean, and beautiful. This not only makes the neighborhood more civilized and safer, but also contributes to enhancing the spirit of solidarity and the sense of responsibility of each resident in preserving the living environment."
Mr. Hien also actively participates in building cultural life in the residential area; proactively connecting and mobilizing social resources to organize activities promoting education, culture, physical education, and sports , building self-governing groups, and contributing to maintaining security and order. Thanks to his efforts, residential group No. 6 has achieved the title of "Culturally Advanced Residential Group" for many consecutive years. Currently, the residential group has no poor households, neighborly relations are strengthened, and security and order are ensured.
Mr. Hien stated: To effectively carry out mass mobilization work, first and foremost, officials must be close to the people, understand them, listen to and respect their opinions. Every action must stem from the practical interests of the people. Before implementation, clear explanations must be given so that the people understand the policies and create high levels of consensus.
Throughout the implementation process, the principle of "the people know, the people discuss, the people do, the people inspect, and the people benefit" must always be ensured. In addition, leaders must prioritize setting a good example, ensuring their words match their actions, and maintaining personal credibility to build trust among the people.
Speaking about the Party Secretary of residential area 6, Comrade Pham Thi Kim Lien, Deputy Secretary of the Standing Committee of the Party Committee of Xuan Hoa Ward, said: “Mr. Phung Van Hien is an enthusiastic, responsible Party Secretary who is deeply connected with the people. He is always a pioneer and role model in all local movements; he effectively plays the role of a bridge of unity between the people and the Party and the State, actively contributing to building a cultural life and ensuring political security and social safety at the grassroots level.”
With his dedication and responsibility in implementing local movements and activities, Mr. Hien has been honored with awards from various levels, sectors, and localities. In 2024, Mr. Hien received a Certificate of Commendation from the Propaganda and Mass Mobilization Department of the Provincial Party Committee for his outstanding achievements in the "Skilled Mass Mobilization" emulation movement.
