On September 13th, Mr. To Van Hung, Secretary of the Hoa Vang District Party Committee, Da Nang City, stated that following the incident where parents in Hoa Bac commune refused to send their children to school to protest the consolidation of school locations, he had sent a "letter of appeal" to the students in Nam Yen village.

In the letter, Mr. Hung expressed regret over the incident and offered his apologies to the students: "Regardless of the reason or whose fault it was, I sincerely apologize from the bottom of my heart to you all," Mr. Hung wrote.

In his letter, Mr. Hung expressed: While their peers have already started the new school year a week ago, these children have yet to go to school. They are at a disadvantage because they cannot share in the festive atmosphere of the opening day, a day that marks an important milestone in every student's life. This is especially true for first-grade students, who, on the very first day of a major turning point in a child's life, are not welcomed by their teachers with flags, flowers, smiles, and warm hands to guide them as they take their first steps into a new world , the world of knowledge.

Parents' reasons for opposing the new school were that it was too far away, and students would face danger during the rainy season if they traveled the approximately 2 km distance from their old school to the new one. Despite numerous dialogues between Hoa Vang District leaders and parents, no common ground was reached, resulting in a significant number of students being absent from the newly built school, which cost nearly 25 billion VND, in the 2023-2024 school year.
