On September 13th, Mr. To Van Hung, Secretary of the Hoa Vang District Party Committee, Da Nang City, stated that following the incident where parents in Hoa Bac commune refused to send their children to school to protest the consolidation of school locations, he had sent a "letter of appeal" to the students in Nam Yen village.
In the letter, Mr. Hung expressed regret over the incident and offered his apologies to the students: "Regardless of the reason or whose fault it was, I sincerely apologize from the bottom of my heart to you all," Mr. Hung wrote.
In his letter, Mr. Hung expressed: While their peers have already started the new school year a week ago, these children have yet to go to school. They are at a disadvantage because they cannot share in the festive atmosphere of the opening day, a day that marks an important milestone in every student's life. This is especially true for first-grade students, who, on the very first day of a major turning point in a child's life, are not welcomed by their teachers with flags, flowers, smiles, and warm hands to guide them as they take their first steps into a new world , the world of knowledge.
"Regardless of the reason or whose fault it is, I sincerely apologize from the bottom of my heart...", Mr. Hung wrote.

The District Party Secretary also expressed that never before have leaders at all levels, organizations, and individuals desired and created all the conditions for so many students to attend school.
Mr. Hung also wrote in the letter: "The teachers and staff did not hesitate to do anything, going door-to-door, meeting everyone in the village, even pleading and shedding tears in front of the villagers to apologize and earnestly hoping that parents would let their children go to school."
At the end of the letter, the Secretary of the Hoa Vang District Party Committee wished the students a speedy return to their studies and expressed confidence that the boundless love of their teachers would soon help them catch up with their peers.
Seventeen out of 55 students from Hoa Bac Primary School (Hoa Vang District, Da Nang City) have returned to school after several days of absence.
On the same day, September 13th, in an interview with Thanh Nien newspaper, the leader of Hoa Bac Primary School stated that 17 out of 55 students had been brought to Hoa Bac Primary School (new facility in Pho Nam village, Hoa Bac commune) by their parents to resume their studies after several days of absence.
The new Hoa Bac primary school in Pho Nam village was built with an investment of 25 billion VND.
Previously, as Thanh Nien newspaper reported, in protest against the plan to merge the branch schools in Nam Yen village into the main school in Nam Yen village (Hoa Bac commune), 55 students in Nam Yen village had not been brought to school by their parents since the opening ceremony.

Parents' reasons for opposing the new school were that it was too far away, and students would face danger during the rainy season if they traveled the approximately 2 km distance from their old school to the new one. Despite numerous dialogues between Hoa Vang District leaders and parents, no common ground was reached, resulting in a significant number of students being absent from the newly built school, which cost nearly 25 billion VND, in the 2023-2024 school year.
