To achieve that goal, the province has developed specific scenarios for each stage, focusing on completing and exceeding the targets and tasks of each sector and field regarding economic growth, ensuring that the province's growth target for 2025 reaches 8% or higher. Within this, each sector and field focuses on achieving its goals in three groups.
Specifically, Group I includes the fisheries, agriculture, and forestry sectors, with a target of approximately 3.5% growth. For localities implementing these sectors, the focus will be on expanding the area, improving productivity, quality, and efficiency of super-intensive shrimp farming models and improved two-stage extensive shrimp farming models (specialized shrimp, shrimp-mangrove, shrimp-rice). The goal is to achieve a total aquatic product output of approximately 667,000 tons (of which shrimp production will reach approximately 263,500 tons). Production will be organized along the value chain through improving the capacity and efficiency of collective economic models; and enhancing the production efficiency of high-volume, high-value products such as high-quality rice, crab, and OCOP products.
Mr. Ly Minh Vinh, Chairman of the Thoi Binh District People's Committee, said: “To achieve a GDP growth target of 8% or more, the district is transforming its agricultural sector into a sustainable growth model. This includes focusing on two-stage shrimp farming and improved extensive shrimp farming. Currently, the entire district has 16,000 out of 48,000 hectares of improved extensive shrimp farming, and we strive to expand the farming area by an additional 5,000 hectares in 2025, bringing the total area of improved extensive shrimp farming to 21,000 hectares. According to assessments by specialized agencies, this model is sustainable and yields high productivity.”
Thoi Binh district is implementing and expanding the model of clean rice-shrimp farming, which yields high productivity and good prices.
Group II, comprising the industrial and construction sectors, is expected to grow by approximately 10%. Accordingly, the plan aims to maintain stable operations of plants within the Gas-Electricity-Fertilizer complex; coordinate with the Vietnam Electricity Group (EVN) to prioritize increasing electricity production by approximately 6.5 billion kWh; maintain stable operation of wind power plants already in commercial operation and existing rooftop solar power systems for customers; create favorable conditions for expediting investment procedures, promptly address difficulties and obstacles in investment and business activities, and encourage investment from all economic sectors. The goal is to achieve a total social investment capital of approximately 31,000 billion VND. Simultaneously, the plan emphasizes accelerating the disbursement of public investment capital in 2025.

Mr. Nguyen Duc Thanh, Director of the Department of Finance, stated: "The province is coordinating with the Ministry of Construction to accelerate progress and essentially complete the Can Tho - Ca Mau expressway and the connecting expressway within Ca Mau province in 2025. We are finalizing dossiers for submission to competent authorities for approval of key, driving projects in the province such as: the Ca Mau - Dat Mui expressway; upgrading and expanding National Highway 1, National Highway 63, and the Ho Chi Minh Highway (through Ca Mau province); the Ca Mau coastal road; investing in the construction of a road connecting to Hon Khoai Island and Hon Khoai General Port; and coordinating with the Vietnam Airports Corporation to soon commence the project to upgrade and expand Ca Mau Airport."
Group III, focusing on service development, is projected to grow by approximately 10.4%. This includes sectors prioritizing administrative procedure reform, significantly improving the investment and business environment, and enhancing the provincial competitiveness index. Continued attention will be given to implementing solutions to support cooperatives and small and medium-sized enterprises. Investment promotion will be strengthened to attract investment projects that develop a modern and integrated commercial infrastructure system. Emphasis will be placed on exploiting and developing the domestic trade market; and developing and implementing consumer stimulus programs and concentrated promotional months.
Mr. Nguyen Chi Cong, Deputy Director of the Department of Culture, Sports and Tourism, shared: “The Department advises on upgrading tourism activities, making them larger in scale, creating channels for promotion and attracting tourists. In particular, we are focusing more on the tourism sector to attract investment and promote tourism products to the outside world. However, Ca Mau tourism is facing difficulties because currently the province only has one tourism unit managed by a state-owned enterprise, while most others are privately owned and invested in by businesses. There are over 20 community tourism destinations, but only a few have been officially recognized. In the future, the Department will coordinate with businesses, households involved in tourism, and local authorities to provide professional guidance, change mindsets, and improve methods in developing and promoting tourism products. We will prepare resources to upgrade and invest in innovative tourism products to attract more tourists.”
Provincial Party Secretary Nguyen Ho Hai emphasized: “The target of 8% or more growth in 2025 is not easy, requiring our determination to achieve it to create momentum, strength, and a foundation for double-digit growth in subsequent years. Ca Mau has many advantages for development; we need to maximize our unique potential and outstanding opportunities to contribute to the province's growth in 2025 reaching 8% or more. To achieve this, each level and sector must implement decisive, breakthrough solutions with high feasibility, striving with the highest political determination to achieve the set growth rate. In particular, economic development must be linked to restructuring the economy and innovating the growth model. All levels and sectors need to focus on improving competitiveness, promoting the digital economy, green economy, circular economy, and e-commerce. These areas will not only create new development impetus but also help Ca Mau integrate more deeply and affirm the position of its key products.” strength of the province"./.
