CHRONOLOGY OF EVENTS IN THUA THIEN HUE PROVINCE FROM 1990 TO THE PRESENT (AFTER THE RE-ESTABLISHMENT OF THUA THIEN HUE PROVINCE ON JULY 1, 1989 ACCORDING TO THE RESOLUTION OF THE 8TH NATIONAL ASSEMBLY, PASSED AT ITS 5TH SESSION).

Period 1990-2000 - On September 29, 1990, the Council of Ministers issued Decision No. 345/HĐBT on the readjustment of the administrative boundaries of Thua Thien Hue province as follows: + Transferring 8 communes from Hue City to Huong Phu district (including Thuy Bang, Thuy Duong, Phu Thuong, Phu Mau, Thuan An, Phu Thanh, Phu Duong, and Phu Tan communes) and transferring 9 communes from Hue City to Huong Dien district (including Binh Thanh, Binh Dien, Huong Dien, Huong Ho, Huong An, Huong Vinh, Huong Tho, Huong Phong, and Hai Duong communes). Hue City was left with 18 wards and 5 communes. + Dividing Phu Loc district into 2 districts: Phu Loc (1 town, 17 communes) and Nam Dong (9 communes). + Dividing Huong Phu district into 2 districts: Huong Thuy (1 town, 11 communes) and Phu Vang (21 communes). + Huong Dien district was divided into 3 districts: Huong Tra (1 town, 15 communes), Phong Dien (15 communes), and Quang Dien (10 communes). After the boundary adjustment, Thua Thien Hue province had 1 city and 8 districts (Hue City, Phong Dien, Quang Dien, Huong Tra, Huong Thuy, Phu Vang, Phu Loc, A Luoi, and Nam Dong districts). - From April 24th to April 27th, 1991, the 10th Provincial Party Congress (Round 1) was held in Hue City. 301 delegates representing nearly 15,000 party members of the Thua Thien Hue Party Committee attended the congress. - From September 19th to September 22nd, 1991, the 10th Provincial Party Congress (Round 2) was held in Hue City. 301 delegates representing nearly 15,000 party members of the Thua Thien Hue Party Committee attended the congress. The Congress elected the Provincial Party Committee for the 1991-1995 term, consisting of 40 members. - On September 23, 1991, the Provincial Party Committee held its first meeting to elect the Standing Committee of the Provincial Party Committee, comprising 8 members: Vu Thang, Nguyen Khoa Diem, Vo Nguyen Quang, Pham Ba Dien, Phan Van Duong, Ngo Yen Thi, Nguyen Dinh Ngo, and Le Van Hoang. Comrade Vu Thang was elected Secretary of the Provincial Party Committee. Comrades Nguyen Khoa Diem and Vo Nguyen Quang were elected Deputy Secretaries of the Provincial Party Committee. - On July 19, 1992, voters throughout the province participated in the election of representatives to the 9th National Assembly. Thua Thien Hue had 5 candidates elected to the National Assembly: Comrades Le Duc Anh, Nguyen Dinh Ngo, Vo Nguyen Quang, Nguyen Khoa Kim Boi, and Venerable Thich Thien Sieu. - On December 11, 1993, the Hue Imperial Citadel complex was recognized by UNESCO as a World Cultural Heritage site, opening up new prospects for cultural and tourism development. - On December 20, 1993, the Prime Minister issued Decision No. 605/TTg approving the main directions in the overall planning project for the construction of Hue city until 2010. - On April 4, 1994, the Prime Minister issued Decree 30/CP establishing Hue University based on the reorganization of existing universities. Comrade Ho Xuan Man was elected Secretary of the Provincial Party Committee. - From May 4th to 15th, 2002, the Hue Festival 2002 took place in Hue. - On November 7th, 2003, Hue Royal Court Music was recognized by UNESCO as an intangible cultural heritage of humanity. - From June 12th to 20th, 2004, the Hue Festival 2004 took place in Hue. - From August 5th to 15th, 2004, the 6th Phu Dong Sports Festival was held in Hue City. 62 out of 64 delegations won medals, with the top three delegations being Ho Chi Minh City, Thua Thien Hue, and Hanoi. - From July 15th to 17th, 2005, the first Traditional Craft Festival took place in Hue. - On August 24, 2005, the Prime Minister issued a Decision recognizing Hue City as a Type I urban area directly under Thua Thien Hue province. - From December 6 to 9, 2005, the 13th Congress of the Thua Thien Hue Provincial Party Committee was held in Hue City. The Congress elected a 49-member Executive Committee and 13 members to the Standing Committee of the Provincial Party Committee. Mr. Le Truong Luu, Chairman of the Provincial People's Council, 6th term, was re-elected as Chairman of the Provincial People's Council, 7th term, 2016-2021. - On June 28, 2016, Hue City, Thua Thien Hue province, received the title of National Green City 2016 (the first city in Vietnam) organized by the World Wildlife Fund (WWF). To date, Hue City, Thua Thien Hue province, has achieved three titles: "ASEAN Cultural City", "Environmentally Sustainable City" selected by ASEAN in 2014, and the title "National Green City 2016". - From March 3 to March 5, 2017, Emperor Akihito and Empress Michiko of Japan visited Hue. The decision to recognize Hai Van Pass as a national historical and architectural monument is a welcome sign for Thua Thien Hue and Da Nang in investing in the renovation and management of the monument, enhancing the beauty of the North-South highway through Hai Van Pass and serving tourism development. - The 7th Hue Traditional Craft Festival “The Quintessence of Vietnamese Crafts” took place from April 28th to May 2nd, 2017. The 7th Traditional Craft Festival continued to be a gathering place for the intellect and talent of artisans from craft villages in Thua Thien Hue and many other localities nationwide. This is an important cultural and economic event aimed at affirming and enhancing the position of Hue, the Green Ancient Capital – a World Heritage site – a safe and friendly city. - From September 26th to 29th, 2017, the APEC Women and Economy Forum 2017 was held in Hue City. This was one of the activities within the framework of the APEC 2017 program held in Vietnam. - On January 27th, 2018, Huong Thuy town solemnly held a ceremony to receive the Prime Minister's Decision recognizing Duong Hoa commune as a Safe Zone commune. - From April 27th to May 2nd, 2018, the Hue Festival 2018, themed "Cultural Heritage with Integration and Development - Hue: One Destination, Five Heritages," took place in Hue City and other localities of Thua Thien Hue province. Vietravel Airlines is the first travel airline in Vietnam licensed by the Prime Minister to operate based at Phu Bai International Airport, Thua Thien Hue province. The Vietnam Travel Airlines project (Vietravel Airlines) has a total investment of 700 billion VND, a project operating period of 50 years, and over 30 aircraft. - 2020 was the year of completion of the relocation of residents in the Thuong Thanh area. The new Huong So residential area has been established, bringing stability to the residents. Thanks to the efforts of the local government and the support of the people, the relocation of residents from the Thuong Thanh area has been completed. The total investment for the project is over 42 billion VND, with 50% from the Da Nang city budget and 50% from the Thua Thien Hue province budget. The project is scheduled for completion within 2 years. In 2022: - On February 24th , the Provincial People's Committee held a ceremony to announce the Prime Minister 's decision recognizing Huong Thuy town as having completed the task of building new rural areas and receiving the Third-Class Independence Medal. After 9 years of implementing the national target program, by September 2019, Huong Thuy had 7 out of 7 communes recognized by the Provincial People's Committee as meeting the standards of new rural areas. From 2011 to 2019, Huong Thuy received support and mobilized resources from various sources with a total capital of over 2,490 billion VND. In addition, the people donated 15,730 m2 of land, 1,409 m of fences, 4,928 trees, and 50,830 man-hours of labor… Thanks to this collective effort, the appearance of rural areas in Huong Thuy has changed significantly. The entire transportation system in the area is ensured to meet the standards of the New Rural Development program with 86.424 km of commune main roads, 52.086 km of village main roads; 140 km of internal field roads; the rate of households using electricity regularly and safely reaches 100%; 100% of rice production land is mechanized; concentrated fruit growing areas have been formed, yielding high incomes and profits of 200-300 million VND/hectare/year. The average income of communes building new rural areas in 2020 reached over 45 million VND; the employment rate in the town reached 98%; the poverty rate is currently only 1.89% (according to the new standard)... Previously, on November 23, 2021, the Prime Minister signed a Decision recognizing Huong Thuy town as having completed the task of building new rural areas in 2020, and at the same time, it was the first district-level unit in Thua Thien Hue to have the honor of achieving this achievement. - On March 17 , the Provincial People's Committee held an online signing ceremony of the Memorandum of Understanding with the Korea International Cooperation Agency (KOICA) in Vietnam on the implementation of the "Vietnam-Korea Peace Village" project. The project's objective, signed between Thua Thien Hue and KOICA, is to improve human security for communities in target areas; and to strengthen sustainable rural development through enhanced sustainable livelihoods and infrastructure for target communities. The project will be implemented in A Luoi district from 2022 to 2026 with non-refundable aid from the Government of South Korea to the People's Committee of Thua Thien Hue province not exceeding USD 3,229,246. - On March 26th , at Thai Duong Ha Nam Hamlet, Hai Duong Commune, Hue City, the People's Committee of Thua Thien Hue province solemnly held the groundbreaking ceremony for the Project: Coastal road through Thua Thien Hue province and bridge over Thuan An estuary (the Project). The investment project was approved by the Chairman of the People's Committee of the province in Decision No. 2012/QD-UBND dated August 16, 2021. Investor: Project Management Board for Investment and Construction of Transport Works (project implementation phase). The objective of the Project is to create a coastal tourism route along the coast of Thua Thien Hue province; In this project, the route is strategically positioned closer to the coastline (no more than 1km from the coast, and locally no more than 2km from the coast) to facilitate the development of coastal urban areas, serving the socio -economic and tourism development of the locality, improving and enhancing the lives of people in coastal communes in particular and Thua Thien Hue province in general. It will seamlessly connect with the planned national coastal road network, creating favorable conditions for North-South transportation and increasing connectivity to key coastal seaports, economic zones, and industrial parks in Central Vietnam. The investment scale (phase 1) is 7,785m long, from Tam Giang Bridge to the bridge over Thuan An estuary, ending at the intersection of National Highway 49A and National Highway 49B in Thuan An ward. The bridge over Thuan An estuary is 2,360.6m long; the route's cross-section is 26m wide; and the bridge width is 20.0m. Total investment (Phase 1): 2,400 billion VND (Total investment for the completion phase is 3,496 billion VND). Construction time is 3 years. - On April 17th, the Hue Imperial Citadel Relics Conservation Center held a ceremony to receive artifacts successfully auctioned abroad, donated by Sunshine Group, and to exhibit the Nguyen Dynasty's high-ranking official's hat and concubine's robe at the Hue Imperial Antiquities Museum. The artifacts, including the high-ranking official's hat and concubine's robe, were assessed by an appraisal council with the participation of scientists, artisans, and antique collectors. They were all valuable artifacts dating from the late 19th and early 20th centuries, closely associated with the court life of the Nguyen Dynasty, and possessing significant cultural and historical value. The return of the Nguyen Dynasty's high-ranking official's hat and concubine's robe has added to the collection of artifacts in a museum with a history of nearly 100 years closely associated with the Hue imperial palace complex. - On April 23 , the Vietnam Software and Information Technology Services Association (VINASA) held the Announcement and Award Ceremony for the 2022 Sao Khue Awards in Hanoi . After preliminary rounds, presentations, and voting, the Thua Thien Hue Provincial Urban Monitoring and Management Center, with its product "Thua Thien Hue Province Shared Digitalization Platform," was honored by the judging panel as an outstanding product of the Vietnamese software and information technology industry and was recognized as a winner of the 2022 Sao Khue Award in the field of digital transformation platforms. - From June 25-30 , the Hue Festival 2022 was held with the theme "Cultural Heritage with Integration and Development." Major art troupes from both within and outside the country participated in a series of 8 main programs, 34 colorful and representative art performances, and more than 30 supporting activities, accompanying events, exhibitions, and displays continuously over 6 days and nights at 11 stages and performance venues throughout the area. The Hue Festival Week 2022 attracted over 180,000 visitors to Hue; simultaneously, the programs created a significant impact and widespread reach on social media platforms with over 7,770,000 views. Hue Festival 2022 was the first festival organized according to a four-season orientation. - On June 17th, the Provincial People's Committee solemnly held a ceremony to announce the Prime Minister's decision recognizing Quang Dien district as having completed the task of building new rural areas. After 10 years of implementing the New Rural Development Program, with the attention and guidance of all levels and sectors, Quang Dien has leveraged the strength of the entire political system and the whole population, focusing on mobilizing all resources and maximizing internal strengths through "joint efforts and unity" to build new rural districts and communes, achieving commendable results. To date, the district has 10 out of 10 communes meeting the New Rural Development standards, and Quang Dien district was recognized by the Prime Minister as a New Rural Development district in 2020 in a Decision dated May 9, 2022. Notably, among the 10 communes meeting the New Rural Development standards, 7 are particularly disadvantaged communes in the coastal plain area, and the satisfaction rate of the people with the results of the New Rural Development program in the district is very high (99.88%)... - On July 2nd, the General Nguyen Chi Thanh Museum (located at 144 Dang Thai Than Street, Thuan Hoa Ward, Hue City) was officially inaugurated and opened to visitors. This is a major political and cultural event of the province, a large-scale activity of the sports sector aimed at further promoting the movement "All people practice physical training following the example of the great President Ho Chi Minh" associated with the movement "All people unite to build a cultured life". The 9th Thua Thien Hue Provincial Sports Festival in 2022 will have the participation of more than 2,500 officials, coaches, and athletes from districts, towns, Hue city, and various sectors in the province. Teams will compete in 16 sports, including: Football, Table Tennis, Volleyball, Badminton, Boat Racing, Taekwondo, Karatedo, Wrestling, Sepak Takraw, Cross-country running, Athletics, Swimming, Chess, Chinese Chess, and Archery. - On September 1st, the People's Committee of A Luoi district held a ceremony to announce the Decision and receive the Certificate of Ranking as a National Historical Monument for the "A Bia Hill Victory Site" in Hong Bac commune, A Luoi district, Thua Thien Hue province. A Bia Hill is a hill belonging to the Truong Son mountain range (located in Le Loc village, Hong Bac commune, A Luoi district, Thua Thien Hue province), situated in the mountainous area near the Vietnam-Laos border, rising 937m above sea level, offering panoramic views of a vast area of ​​the A Luoi valley. To the north, along the Dap Lim river, there are two high points, 916 and 903, which, combined with point 937, form a tripod-like structure 300-400m apart. The road to A Bia is very treacherous, but the hilltop is relatively flat, making it suitable for the construction of a makeshift airfield, military facilities, warehouses, artillery positions, etc. - On October 8th, the People's Committee of Thua Thien Hue province held the groundbreaking ceremony for the "Chan May Port Breakwater Project - Phase 2" at the Chan May wharf area of ​​Thua Thien Hue seaport. The goal is that by 2025, Thua Thien Hue will become a centrally-governed city based on the preservation and promotion of the heritage values ​​of the ancient capital and the cultural identity of Hue, with distinctive cultural, heritage, ecological, landscape, environmentally friendly, and smart characteristics. By 2030, Thua Thien Hue will be one of the major and distinctive centers in Southeast Asia for culture, tourism, and specialized healthcare; one of the major centers nationwide for science and technology, multi-disciplinary and multi-field education and training of high quality; national defense and security will be firmly ensured; the Party Committee, government, and entire political system will be strong; and the material and spiritual lives of the people will reach a high level. By 2045, Thua Thien Hue will be a Festival City, a unique cultural, educational, tourism, and specialized healthcare center of Asia. - On October 20th, Deputy Prime Minister Le Minh Khai signed Decree No. 84/2022/ND-CP on the establishment and operating regulations of the Hue Heritage Conservation Fund. The Decree clearly states that the Hue Heritage Conservation Fund is a national fund established by the Government and directly managed by the People's Committee of Thua Thien Hue province, aiming to mobilize resources to invest in the restoration, preservation, and development of Hue's heritage values ​​and to invest in projects and items that have not been allocated state budget funds or have insufficient funding. The Hue Heritage Conservation Fund operates as a public service unit under the People's Committee of Thua Thien Hue province; it operates on a non-profit basis. On November 11th, in Huong Thuy town, the People's Committee of Thua Thien Hue province and Gilimex Industrial Park Joint Stock Company held the groundbreaking ceremony for the Gilimex Industrial Park in Thua Thien Hue. The investment project for the construction and operation of infrastructure in the Gilimex Industrial Park, with Gilimex Industrial Park Joint Stock Company as the investor, was approved by the Prime Minister in Decision No. 319/QD-TTg dated March 10, 2021. The project's land area is 460.85 hectares; the total investment capital is over 2,600 billion VND; and it is expected to attract approximately 20,000-30,000 workers. The Gilimex Industrial Park in Thua Thien Hue province has a favorable location, close to Phu Bai International Airport (2km away), situated along National Highway 1A and directly connecting Phu Bai Airport to Hue City, serving as the starting point of the East-West Economic Corridor; and 50km from Chan May Port. Located 80km from Da Nang Port and Da Nang city center, Gilimex Industrial Park is divided into two zones, A and B. To date, zone A has completed 50% of land leveling and 10% of technical infrastructure, with completion and handover to secondary investors expected in Q4/2022. After completing zone A, Gilimex Industrial Park Joint Stock Company will immediately proceed with land leveling and investment in technical infrastructure for zone B. - On December 23rd, the People's Committee of Thua Thien Hue province held the groundbreaking ceremony for the Nguyen Hoang Road and Huong River overpass project in Hue city. The Nguyen Hoang Road and Huong River overpass project is part of the Ring Road 3 - a main, central traffic artery connecting the two satellite towns of Huong Tra and Huong Thuy with Hue city. This is a special-grade transportation project, selected through multiple rounds of competition, with a unique architectural concept featuring a symbolic arch resembling a crane bowing to Thien Mu Pagoda, conveying a message about the enduring nature of the sacred ancient capital; harmonizing with the scenic landscapes, heritage, and culture of Hue. The project is implemented by a consortium of reputable foreign and Vietnamese consulting companies; it is a step towards realizing the Prime Minister's policy on approving the general planning of Hue city until 2030 and a vision to 2050; creating momentum and a highlight for the western area of ​​Hue city. The Nguyen Hoang road and bridge over the Perfume River project has a total investment of VND 2,281,569 million for the completion phase; and VND 1,855,655 million for phase 1. Investment capital comes from the central and local budgets. - On December 25th , Chan May Port Joint Stock Company, in coordination with Hai An Transport and Loading & Unloading Joint Stock Company, held the inauguration of a container route at Chan May Port, Phu Loc District, Thua Thien Hue Province. This marked the opening of a new transport service, contributing to the development of logistics services and connecting Chan May seaport with domestic and international ports. - On December 31st , the Ministry of Transport, in coordination with the People's Committees of Thua Thien Hue and Quang Tri provinces, solemnly held the inauguration ceremony for the Cam Lo - La Son component project of the "Eastern North-South Expressway Construction Project, 2017-2022". The Cam Lo - La Son component project, part of the Eastern North-South Expressway Construction Project, 2017-2020, is of significant importance, marking the beginning of the formation of an Eastern North-South Expressway. The project passes through Thua Thien Hue and Quang Tri provinces, connecting the economic and political centers of the two provinces, gradually completing a synchronized infrastructure, opening up many investment opportunities, and creating a foundation for socio-economic development of the two provinces in particular and the Central region in general. It has marked an important milestone, being one of the first Eastern North-South expressways to be completed, contributing to the creation of a complete transportation network that meets the national strategy for transportation and socio-economic development.
