Binh Duc Ward was formed by merging the old Binh Duc Ward, Binh Khanh Ward, and My Khanh Commune, with an area of approximately 28.23 ^km² and a population of over 72,800 people. With its potential and advantages, the new Binh Duc Ward not only enhances leadership and management capacity but also facilitates the implementation of urban planning, infrastructure investment, transportation development, improvement of public service quality, and the development of services, trade, and tourism . After more than a month of operation, Binh Duc Ward has undertaken urban beautification and upgraded additional roads in the Sao Mai residential area, receiving strong support from the residents.

Mr. Nguyen Hong Quan, residing on Ly Cong Uan Street, expressed: “Complying with the policy of Binh Duc Ward, my family dismantled our fence to return the land so that the local authorities could upgrade the road, improving the urban landscape.” Mr. Tran Van Phu, residing on Trieu Thi Trinh Street, said that after the merger, the Party Committee and People's Committee of the ward have always paid attention to local socio -economic development activities. Previously, Thuc Phan Street was upgraded and renovated into a clean and beautiful green park, allowing residents to enjoy improved infrastructure and a place for exercise and recreation. In the past few days, the local authorities have been laying crushed stone to raise the road level, preparing for asphalt paving, and residents are very satisfied.

With its large area and population, Binh Duc ward now has the conditions to attract investment, develop trade and services, and connect economically with neighboring communes and wards. Regarding tourism development, Binh Duc also has many eco-tourism destinations in My Khanh that are well-known to many tourists. Now, it is very convenient for people to go to Binh Duc ward to handle procedures and paperwork. From rural areas, people can easily reach Binh Duc ward by following the rural road along the Long Xuyen canal. Similarly, it is also easy to travel from the old Binh Duc ward's hamlets to the new Binh Duc ward headquarters.

Visiting the Binh Duc Ward Public Administrative Service Center on a weekend afternoon, one can truly appreciate the positive working atmosphere of the local government. Officials and staff generally meet the requirements of their work well, with enthusiasm and a readiness to serve the people. We met Ms. Nguyen Thi A (72 years old) as she slowly walked into the center to complete her paperwork. Officials and staff quickly invited her to sit at a table and guided her through the next steps. Ms. A expressed: “Many times I’ve come here to handle paperwork, and the staff have always been very helpful. In less than half an hour, my procedures were completed.”

Since July 1st, following the implementation of the two-tiered local government system, the Binh Duc Ward Public Administrative Service Center has received 1,098 applications, including 943 received in person and 155 online; 1,019 applications have been processed, with 1,006 processed on time, achieving a 98.72% on-time processing rate. Overall, after the merger of the three administrative units, Binh Duc Ward operates more smoothly, efficiently, effectively, and transparently, closer to the people.

Furthermore, since the new Binh Duc ward came into operation, the arrangement of headquarters, facilities, vehicles, and equipment at the reorganized unit, as well as the management and utilization of surplus office space, has been carried out scientifically and efficiently. Regarding administrative operations, regulations are always followed, ensuring smooth provision of public services to citizens and businesses. However, the current area of the center is relatively small, and the areas for assisting citizens with online application submissions and information counters have to be located outside, which is not sufficient to handle sudden increases in the number of visitors.

Mr. Vo Van Hoa, Chairman of the People's Committee of Binh Duc Ward, said that after more than a month since the merger, although the headquarters does not yet meet the actual situation, the Public Administrative Service Center quickly adapted to the work. Officials and staff focused on implementing solutions to improve the quality and efficiency of operations to best meet the needs of organizations and individuals in handling administrative procedures; ensuring 100% public and transparent posting of administrative procedures as required. Internal procedures and the coordination process between the center and specialized departments were thoroughly explained and trained for officials, ensuring compliance.

Provincial Party Committee member and Secretary of the Binh Duc Ward Party Committee, Tran Thi Ngoc Diem, affirmed that, in addition to the achievements, the ward has faced many difficulties after the merger, therefore, it needs more attention from the Provincial Party Committee and the Provincial People's Committee. In the coming time, the Ward Party Committee and People's Committee will continue to reorganize and streamline the organizational structure towards efficient and effective operation; strongly apply digital transformation in public administration, and improve the efficiency of government at all levels. They will build a digital government and a service-oriented government through promoting administrative reform and applying information technology in the operation of state agencies. In particular, they will focus on socio-economic development, strengthening administrative discipline, ensuring political security, social order, and social welfare so that the ward can develop strongly and comprehensively.
