Binh Thuan focuses on reorganizing and merging villages.

In implementing Directive No. 21/CT-TTg dated May 20, 2026, of the Prime Minister on the reorganization of villages, hamlets, and residential areas, Binh Thuan commune has focused on gathering public opinions to develop an implementation plan that ensures adherence to the schedule and creates high consensus among the people.

The Standing Committee of the Party Committee of Binh Thuan commune held a meeting to implement the plan for rearranging the villages.

Binh Thuan commune has 23 villages with a population of 17,700 people. To meet the requirements of expanding development space in the new phase, the locality plans to reorganize the number of villages to 16, a reduction of 35%. The proposed names for the new villages and the locations of the cultural centers were developed by the commune's People's Committee to suit the topography and population size of each village, and after consulting with the people, received high levels of consensus.

Attending the public consultation meeting regarding the reorganization of Sai Chien and Huoi Quynh villages, we observed that 100% of the villagers agreed with the reorganization plan proposed by the commune. Given that these villages are part of the resettlement program for the Son La Hydropower Plant, most households in these two villages originally came from Muong Chien and Quynh Nhai communes. Therefore, after discussion, the villagers expressed their wish to retain the name Sai Chien, as this name has been associated with them since their early days in their new homeland.

Mr. Luong Van Ut, Party Secretary and Head of Sai Chien village, said: "After the merger, the administrative boundaries of the village have been expanded. I believe that the planning of residential and production areas in the village will also be updated, creating favorable conditions for socio-economic development. However, currently, the village's infrastructure is still limited, and the width of some internal village roads is not sufficient. After the merger, the village will continue to mobilize villagers to donate land to expand the roads, creating favorable conditions for the village's development."

A meeting was held to gather public opinion on the merger of Sai Chien and Hoa Quynh villages.

Having just finished organizing a meeting to solicit public opinion on the village merger, Mr. Nguyen Ba Vu, Party Secretary and Head of Dong Quan village, shared: According to the arrangement plan of the Commune People's Committee, Dong Quan village will merge with Kien Xuong and Quynh Tien Hung villages. The new village after the merger will have a population of over 2,000 households. Currently, all three villages have large tea-growing areas, so this arrangement is completely reasonable, as it will help the villages develop high-quality tea-growing areas; and tea growers will be able to share production experiences more easily.

To date, Binh Thuan commune has completed the process of gathering public opinion on the implementation of the plan to reorganize villages, with a 100% consensus rate. Comrade Pham Quang Huy, Secretary of the Party Committee and Chairman of the People's Council of Binh Thuan commune, stated: The plan for reorganizing the villages was developed based on careful consideration of similarities in customs, traditions, and history when the villages were established... In addition, the commune has intensified propaganda through various forms, such as: broadcasting through the commune's and villages' public address systems; disseminating information during village meetings and activities of mass organizations... Simultaneously, working groups have been established to directly visit the villages to disseminate information and provide explanations. Therefore, a high level of consensus has been achieved among the people regarding the proposed reorganization plan. After the People's Council of the commune issues a resolution on the reorganization and the new names of the villages, the Party Committee of the commune will direct the People's Committee of the commune to conduct research on planning and infrastructure development in the villages. This will meet the economic and social development requirements of the locality in the new phase.

With the active involvement of the local Party committee and government, along with the strong consensus of the people, it is believed that Binh Thuan commune will complete the reorganization of villages according to schedule, creating favorable conditions for the local economic and social development, and meeting the requirements of rapid and sustainable development in the new period.
