The Ministry of Industry and Trade aims for 100% online administrative procedures throughout the entire process.

Recently, Minister of Industry and Trade Nguyen Hong Dien issued Decision No. 792/QD-BCT on the Ministry of Industry and Trade's Digital Transformation Plan for 2025. The plan aims for 100% of eligible administrative procedures to be implemented as full-process online public services, demonstrating a determination to accelerate comprehensive digital transformation throughout the entire sector.

The plan aims to build a modern, transparent, and efficient industrial and commercial sector based on data and digital technology. Accordingly, it will continue to ensure that 100% of transactions on the Ministry of Industry and Trade's Public Service Portal are electronically authenticated, except for services requiring mandatory in-person presence as stipulated by law.

The Ministry of Industry and Trade aims for 100% of eligible administrative procedures to be implemented as full-process online public services. 100% of eligible full-process online public services, relevant to a large number of citizens and businesses, will be integrated into the National Public Service Portal. Furthermore, the rate of online payments for administrative procedures requiring financial obligations on the National Public Service Portal, out of the total number of public service payment transactions, will reach at least 70%.

Ensure that 90% of administrative procedures are processed through the Ministry of Industry and Trade's Public Service Portal. The Ministry of Industry and Trade's information systems related to citizens and businesses have been put into operation and are interconnected through an integrated data sharing platform; citizens' and businesses' information has been digitized and stored in national databases, eliminating the need for re-submission.

Regarding implementation, the Ministry of Industry and Trade assigns its affiliated units to carry out the tasks as outlined in this plan. If necessary, the heads of these units shall review and report to the Ministry's leadership and the Steering Committee on Digital Transformation of the Ministry of Industry and Trade to adjust or supplement tasks, or adjust or supplement the implementation schedule when issues arise.

Regarding reporting requirements, quarterly reports on the implementation results, submitted to the Minister of Industry and Trade via the Department of E-commerce and Digital Economy, will be compiled and monitored by the Minister of Industry and Trade before the 20th of the last month of each quarter.

The Department of E-commerce and Digital Economy will take the lead in coordinating with relevant units to organize, monitor, and supervise the implementation of this plan. It will periodically and unexpectedly report on the situation and results of the plan's implementation and propose to the Minister of Industry and Trade measures for effective plan implementation.
