Discussing at the 31st session of the National Assembly Standing Committee, Chairman of the Law Committee Hoang Thanh Tung said that this is a new proposal in the draft. The Chairman of the Law Committee also stated clearly that the issue of sanctioning administrative violations is a content of the Law on Handling of Administrative Violations.
Accordingly, the law stipulates that proceeds from penalties for administrative violations must be paid in full to the state budget and must be managed and used in accordance with the law on state budget.
