This afternoon, May 23, the National Assembly deputies discussed the Price Law (amended) project, most of the delegates thought that the floor price should be removed and there were many different opinions on the ceiling price of air tickets.
National Assembly Vice Chairman Nguyen Duc Hai moderated the discussion on the Price Law Project (amended), with the participation of delegates on floor prices and ceiling prices for air tickets. |
Comment on the draft Law on Prices (amended), delegate Ta Van Ha, National Assembly Delegation (Deputy National Assembly) in Quang Nam province propose to remove ceiling prices and floor prices for air tickets.
According to the delegate, if the price ceiling is left, the floor price will not be in line with the spirit of Resolution 11, the 5th Conference of the XNUMXth Central Committee of the Party. In addition, the removal of ceiling prices and floor prices for air tickets will also create healthy competition among other modes of transport, ensuring international commitments that Vietnam participates in.
National Assembly member Ta Van Ha also said that air transport is not an essential service. Like rail transport, carriers must have fair competition in transport services, reflecting market regulations and the law of supply and demand.
Therefore, from international experience, delegate Ta Van Ha said that the absence of ceiling and floor prices for air tickets will create conditions for airlines to implement flexible fare policies, offer many suitable price programs, increase low prices to stimulate demand and encourage people to use air transport services.
Delegate Ta Van Ha, National Assembly Delegation (Deputy of the National Assembly) of Quang Nam province spoke at the discussion session. |
While, Representative Nguyen Thanh Nam (Phu Tho) For passenger transport services, domestic aviation, this is a service set by the state, the Ministry of Transport regulates the maximum price.
Agree with the explanation of the Standing Committee of the National Assembly to protect the interests of consumers, especially those of many low-income people who can access aviation services, thereby reducing social costs, promoting economic development.
However, in passenger transport services, domestic airlines have many different classes, serving many different customers. Delegates suggested that it is necessary to clearly stipulate in the draft law that only economy-class domestic air passenger transport services are included in the list of services priced by the state, while business and special economy classes should be left to enterprises to set prices according to the market mechanism, in order to ensure healthy competition, provide better services, and meet the increasing requirements of the people.
Delegate Nguyen Thanh Nam (Phu Tho) spoke at the discussion session. |
And delegate Nguyen Thi Suu (Thua Thien Hue) agreed with the views of the National Assembly Standing Committee on keeping the regulation on ceiling prices and removing the regulations on the floor prices for domestic air passenger transport services.
However, according to the delegate, for the "price of 0 dong" of the airline, it was confirmed that in fact there is no air ticket, the price is 0 dong, the community price is excluding taxes and fees and in fact consumers still have to pay a certain amount.
Recently, some airlines have applied 0 fare, which means that an incentive is only applicable for a few seats, for a flight and the actual price paid is not 0 dong.
Therefore, delegate Nguyen Thi Suu suggested that it is necessary to consider adjusting the term "price of 0 dong" with appropriate terms such as preferential price or promotional price in order to avoid misunderstanding, abuse, and also show transparency in the Competition Law.
