The Ministry of Construction has just issued a plan to ensure traffic order and safety in 2025 with the theme "Safe Journey, Building the Future," which clearly outlines eight key tasks that need to be implemented.

The Ministry of Construction 's plan for ensuring traffic order and safety in 2025 aims to raise awareness of voluntary compliance with the law and build a culture of safe traffic; thereby curbing and reducing traffic accidents in terms of the number of incidents, deaths, and injuries.

At the same time, it contributes to alleviating traffic congestion on major traffic arteries and key transportation hubs in large cities, and prevents prolonged traffic jams.

To implement the above plan, the Ministry requires units to develop operational plans and allocate resources in accordance with the functions, tasks, and practical conditions of the unit and locality; ensuring the effective implementation of tasks and solutions to ensure traffic safety in a cost-effective manner, avoiding formality;

Strengthening the application of science and technology in ensuring traffic safety, first and foremost by focusing on the application of information technology and data science in transport management and operation, traffic organization, traffic safety awareness campaigns; monitoring, detecting, and handling traffic safety violations. Officials, civil servants, and employees in the industry must set an example in complying with legal regulations on ensuring traffic safety; enhancing a sense of responsibility and creativity in performing their duties, in line with the 2025 theme "Safe Journey, Building the Future".

The Ministry of Construction proposes improving the technical safety and environmental protection quality of transportation vehicles.

The Ministry also outlined eight key tasks to implement the plan, requiring agencies and units to improve the effectiveness and efficiency of leadership and guidance in implementing Directive No. 23 of the Party Central Committee on strengthening the Party's leadership over traffic safety in the new situation; Resolution No. 149 of the Government promulgating the Government's action program to implement Directive No. 23; and Directive No. 10 of the Prime Minister on strengthening road traffic safety in the new situation.

Building and perfecting institutions, mechanisms, legal policies, and regulations related to ensuring traffic safety, in order to promptly and effectively apply the achievements of the fourth industrial revolution to practice; especially focusing on effectively implementing the Road Law and the Law on Road Traffic Safety; integrating the goal of ensuring traffic safety into national, regional, and provincial sectoral plans, land use plans, urban and rural development plans, and specialized transport plans.

The Ministry requires agencies and units to ensure the progress and quality of key transportation infrastructure investment projects; organize traffic scientifically and rationally; maintain and repair transportation infrastructure while reviewing and definitively addressing traffic accident hotspots and potential accident locations; eliminate illegal unauthorized crossings over railways; prevent and handle encroachment on maritime and inland waterway routes; and protect the safety of approach and flight path airspace at airports.

Improving the technical safety and environmental protection quality of transportation vehicles; perfecting the system of technical standards, regulations, and norms related to traffic safety for vehicles, components, materials, and infrastructure to facilitate production, business, and circulation of environmentally friendly vehicles.

On the other hand, restructuring transportation, increasing the market share of rail, inland waterway, maritime, and air transport, and gradually reducing dependence on road transport; accelerating investment and development of public transport systems in urban and inter-provincial areas.

Persistently build a safe traffic culture for organizations and individuals during the process of developing and enforcing laws related to transportation activities and services. Innovate the dissemination and education of traffic safety laws, focusing on behavioral change as a criterion for evaluating results; promote awareness on social media and digital platforms; and encourage and guide the integration of traffic safety objectives into the programs, plans, and activities of agencies, units, schools, and transportation businesses.

Continue to improve the capacity and effectiveness of law enforcement in ensuring traffic safety, strengthen inspection, examination, and handling of violations of traffic safety regulations. Promote the exploitation and use of data processing systems from vehicle tracking devices to serve transportation management; enhance the application of information technology, ensuring connectivity and shared use of databases among relevant ministries and sectors.

Finally, the Ministry requested an improvement in the capacity for rescue, relief, and recovery from traffic accidents.
