Ministry of Construction sets out 8 tasks for "safe journey, building the future"

The Ministry of Construction 's plan to ensure traffic order and safety in 2025 aims to raise awareness of law compliance and build a culture of safe traffic; thereby curbing and reducing traffic accidents in terms of the number of cases, deaths and injuries.

At the same time, it contributes to overcoming traffic congestion on main traffic routes, key traffic hubs, in large cities and prevents prolonged traffic congestion.

To implement the above plan, the Ministry requires units to develop action plans and allocate resources in accordance with the functions, tasks and practical conditions of the unit and locality; ensure effective implementation of tasks and solutions to ensure traffic safety and order in a thrifty manner, avoiding formalities;

Strengthening the application of science and technology in ensuring traffic safety, first of all focusing on the application of information technology and data science in transport management and operation, traffic organization, traffic safety propaganda; monitoring, detecting and handling violations of traffic safety. Officials, civil servants, public employees and workers in the industry must be exemplary in implementing legal regulations on ensuring traffic safety; enhancing the sense of responsibility and creativity in performing tasks associated with the 2025 theme "Safe journey, creating the future".

The Ministry of Construction proposed to improve the technical safety and environmental protection quality of means of transport.

The Ministry also set out eight key tasks to implement the above plan, requiring agencies and units to improve the effectiveness and efficiency of leadership and direction in implementing Directive No. 23 of the Secretariat on strengthening the Party's leadership in ensuring traffic safety in the new situation; Resolution No. 149 of the Government promulgating the Government's action program to implement Directive No. 23; Directive No. 10 of the Prime Minister on strengthening the work of ensuring road traffic safety in the new situation.

Building and perfecting institutions, mechanisms, legal policies and regulations related to traffic safety work, in order to promptly and effectively apply the achievements of the fourth industrial revolution into practice; especially focusing on effectively implementing the Road Law and the Road Traffic Safety Law; integrating the goal of ensuring traffic safety into national sectoral planning, regional and provincial planning, land use planning, urban and rural construction and specialized planning on transport.

The Ministry requires agencies and units to ensure the progress and quality of key transport infrastructure investment projects; organize scientific and reasonable traffic; maintain and repair transport infrastructure in conjunction with reviewing and thoroughly handling black spots and potential traffic accident spots; eliminate illegally opened paths across railways; prevent and handle encroachment on maritime routes and inland waterways; protect the safety of airspace on access routes and flight areas of airports.

Improve the quality of technical safety and environmental protection of means of transport; complete the system of standards, technical regulations, and norms related to traffic safety for means of transport, components, materials, and infrastructure to facilitate production, business, and circulation of environmentally friendly means of transport.

On the other hand, restructure transport, increase market share of railway, inland waterway, maritime and air transport, gradually reduce dependence on roads; speed up investment progress, develop public transport systems in urban and inter-provincial areas.

Persistently build a culture of traffic safety for organizations and individuals in the process of building and enforcing laws related to transportation activities and transportation services. Innovate the work of propaganda, dissemination and education of laws on traffic safety in the direction of taking behavioral changes as criteria for evaluating results; promote propaganda on social networks and digital infrastructure; advocate and guide the integration of traffic safety goals into programs, plans and activities of agencies, units, schools and transportation enterprises.

Continue to improve the capacity and effectiveness of law enforcement on traffic safety, strengthen inspection, examination and handling of violations of traffic safety regulations. Promote the exploitation and use of data processing systems from journey monitoring devices to serve transport management; enhance the application of information technology, ensure the ability to connect and share databases between relevant ministries and branches.

Finally, the Ministry requested to improve the capacity of rescue, search and rescue and overcoming the consequences of traffic accidents.
