The Ministry of Construction has recently sent a document to Deo Ca Group Joint Stock Company and the Vietnam Road Administration regarding the investment in expanding the My Thuan – Can Tho expressway and the connecting route from the Ho Chi Minh City – Trung Luong – My Thuan expressway from the Than Cuu Nghia interchange to National Highway 1A.
Specifically, the Ministry of Construction welcomes and thanks Deo Ca Group Joint Stock Company for its interest in proposing research and investment in expanding the My Thuan - Can Tho expressway section using the PPP method.
Currently, the first phase of the My Thuan – Can Tho expressway construction project, funded by public investment, has completed the main route (4 limited lanes, 17m wide roadbed) and is undertaking additional investment items, expected to be completed in 2026.
The Ministry of Construction has assigned the Vietnam Road Administration to coordinate and guide investors in researching and proposing investment plans for expanding the My Thuan - Can Tho expressway using the PPP method, and to submit them to the Ministry of Construction for consideration and decision at an appropriate time in accordance with the law on PPPs.
Regarding the Ho Chi Minh City – Trung Luong – My Thuan expressway connecting route from Than Cuu Nghia interchange to National Highway 1A, the Ministry of Construction stated that this route is not included in the approved road network plan but is identified in the planning of the former Tien Giang province (now Dong Thap province), therefore it falls under the investment authority of the local government.
Therefore, the Ministry of Construction requests Deo Ca Group Joint Stock Company to work with Dong Thap province to receive guidance on implementing the expansion investment for the aforementioned section of the route.
Previously, in January 2026, Deo Ca Group Joint Stock Company sent a document to the Ministry of Construction regarding the investment in expanding the My Thuan – Can Tho expressway section and the connecting route between the Ho Chi Minh City – Trung Luong – My Thuan expressway from the Than Cuu Nghia interchange to National Highway 1A.
Accordingly, Deo Ca Group proposed that the Ministry of Construction allow the investor to study investment options for expanding the My Thuan – Can Tho expressway section to the full scale as approved in the planning; and simultaneously expand the connecting route of the Ho Chi Minh City – Trung Luong – My Thuan expressway from the Than Cuu Nghia interchange to National Highway 1A using the PPP method. The consortium of investors would be responsible for mobilizing all capital for investment, without using state capital.
Specifically, the My Thuan – Can Tho expressway section, with an estimated length of approximately 23 km, will be expanded from a limited 4-lane scale (17 m wide road surface) to a full 6-lane scale according to the approved plan.
The entire route connecting the Ho Chi Minh City – Trung Luong – My Thuan expressway with National Highway 1A, with an estimated length of approximately 6 km, will be expanded to ensure 6 lanes for motorized vehicles and 2 lanes for mixed traffic.
Deo Ca Group also proposed that the Ministry of Construction direct the Planning and Finance Department, the Vietnam Road Administration, and other affiliated agencies and units to coordinate and guide the legal procedures during the investment preparation process.
Deo Ca Group Joint Stock Company is currently representing the consortium of investors implementing the Ho Chi Minh City – Trung Luong – My Thuan Expressway expansion project under the PPP method, with the starting point at Km9+325, Cho Dem interchange (Ho Chi Minh City) and the end point at Km105+454, the northern end of My Thuan 2 bridge (Dong Thap).
Upon completion, the Ho Chi Minh City – Trung Luong – My Thuan expressway will operate with a full 6-8 lanes.
According to Deo Ca Group, in the Road Network Planning for the period 2021-2030, with a vision to 2050, approved by the Prime Minister in Decision No. 1454/QD-TTg dated September 1, 2021 and Decision No. 12/QD-TTg dated January 3, 2025, the My Thuan - Can Tho expressway section will have 6 lanes, with investment scheduled before 2030.
Currently, the first phase of the North-South Expressway Eastern section, My Thuan - Can Tho, is operating with a limited 4-lane capacity (17-meter wide roadbed, with discontinuous emergency lanes). In addition, the Ministry of Construction is proceeding with the investment procedures for the Can Tho 2 Bridge, which will have 6 lanes.
Thus, along the expressway connecting Ho Chi Minh City to Can Tho City, most sections are being invested in to become complete 6-8 lane expressways, with only the My Thuan - Can Tho section currently operating with a limited 4 lanes.
If research and investment in expanding this section to a 6-lane scale are not conducted soon, it will create a traffic bottleneck, reduce traffic capacity, and fail to maximize the investment and operational efficiency of the Ho Chi Minh City – Trung Luong – My Thuan Expressway Project and the Can Tho 2 Bridge Project.
